1) Gode, Somali, Gode Cluster Serves: Shaballe Zone, Gode, Adadle, Danan and Kellafo woredas, Korehey Zone: Shilabo woreda and Nogob Zone, El-Weyne woreda
2) Berhale, Afar, Berhale Cluster serves: Zone 2: Berhale, Koneba & Dalol Woredas

JOB SUMMARY
The Zonal Cluster Coordinator, under the supervision of the Regional Team Leader, will be responsible for effectively managing and coordinating the implementation of USAID/Ethiopia Lowlands Health Activities (USAID/E LHA) in the Gode , Somali . The Zonal Cluster Coordinator’s primary responsibilities include leading the operational planning, execution, monitoring, and reporting of all activities within the cluster. The position holder will assume the responsibility of building a cohesive team among USAID/E LHA staff, including consortium partners, and will effectively liaise with different advisors from the central team to leverage technical support and ensure the effective implementation of USAID/E LHA within the cluster. The Zonal Cluster Coordinator compiles performance reports based on demand and ensures that activities align with established plans. Additionally, the Zonal Cluster Coordinator will supervise staff assigned to him at respective regions, represent USAID/E LHA EngenderHealth in relevant forums, and actively establish functional partnerships with all stakeholders involved in the implementation zonal cluster.
ESSENTIAL FUNCTIONS
- Assume overall leadership and coordination of USAID/E LHA implementation in the Gode cluster, Somali region.
- Lead development of annual operational planning, execution, and monitoring of all LHA within the cluster, ensuring adherence to established timelines, objectives, and quality standards.
- Coordinate the LHA team, including staff from consortium partners, and build partnerships with government counterparts and relevant partners to ensure effective collaboration, clear communication, and efficient utilization of resources.
- Closely monitor and oversee the implementation of planned activities by the LHA field team and local implementing partners, ensuring compliance with project guidelines and protocols.
- Liaise with different advisors from the central office for technical support, seeking guidance and expertise to ensure the successful implementation of LHA in the zone.
- Compile periodic performance reports based on demand, collecting relevant data and information to assess the progress, achievements, and challenges of the LHA activities.
- Supervise and guide staff /Program Officers/ assigned to the respective zone, fostering a supportive and productive work environment.
- Represent LHA, and EngenderHealth in relevant regional forums, meetings, and workshops, advocating for the project’s objectives and actively engaging with stakeholders.
- Actively establish and maintain functional partnerships with relevant stakeholders, including government agencies, NGOs, community leaders, and other organizations, to enhance collaboration and ensure the success of the LHA implementation.
- Ensure that all activities align with established plans, comply with regulatory/ compliance requirements, and adhere to organizational quality assurance standards.
About You
REQUIREMENTS
- A bachelor’s or master’s degree in a relevant field such as Medicine, Public health, or a related discipline.
- 8 years for first degree & 5 years’ experience for master’s degree.
- Additional certifications or training in project management, coordination, or leadership would be beneficial.
- Proven experience in managing and coordinating health projects or programs, preferably in lowland or pastoralist contexts.
- Experience working with international or national NGOs, government agencies, and desirably USAID-funded programs.
- Demonstrated knowledge and understanding of Public Health systems, RMNCAH-N health interventions, and health service delivery in a pastoralist context.
- Strong experience in operational planning, implementation, monitoring, and evaluation, including the ability to develop work plans, track progress, and report on project outcomes.
- Experience in team management and coordination, including leading and supervising staff members and promoting effective teamwork.
- Familiarity with working in partnership with consortium partners, local implementing partners, and relevant stakeholders.
- Excellent communication, negotiation, and interpersonal skills to effectively engage with diverse stakeholders, including community members, and government officials.
- Knowledge of lowland health issues, cultural sensitivities, and contextual understanding of the Gode cluster, Somali region.
- Travels up to 60% of the time and supports Zones and Woredas as needed.
