Job Description


Duty Station (Place of Work): Tembaro Woreda, Mudula Town

JOB SUMMARY

The Field Office Finance Officer is responsible for maintaining accurate and complete records in accordance with International Public Sector Accounting Standards (IPSAS), WEEMA Financial Policies and Procedures and local government requirements. She/he supports the Field Office Manager in developing and reviewing financial management policy and procedures of the organization. She/he is responsible to review financial documents, ensure proper execution of financial transactions and
preparation and submission of timely reports to the HO. She/he creates and maintains appropriate electronic and physical financial records and files. She/he is responsible to create and update fixed asset register of WEEMA. S/he ensures timely settlement of local government statutory taxes, obligations, etc.

Responsibilities

Job Responsibility #1: Accounting Systems and Structures Design, including:

  • Supports Finance Manager and Field Office Manager in designing/reviewing finance policies and procedures
  • Supports design and application of pertinent financial management templates;
  • Creates and maintains the fixed asset register of WEEMA’s field office.
  • Supports and facilitates periodic inventory at field office level.

Job Responsibility #2: Financial Management and Accounting, including:

  • Review and verify financial documents (payments and receipts);
  • Prepares organization and project budgets in collaboration with Finance Manager and Field Office Manager;
  • Ensures that planned activities are carried out in line with the approved annual plan and budget;
  • Verifies and ensures the required documentation and authorization is presented before effecting payments and encoding data into the system;
  • Supports timely and quality data entry into prevailing accounting system;
  • Ensures all unused official documents and vouchers are properly registered and available;
  • Ensures monthly payroll for all field office staff is prepared according to policies and procedures of WEEMA;
  • Ensures timely settlement of payroll tax, Pension contribution, withholding tax, staff provident fund;
  • Assists field-office finance team to comply with financial management policies and procedures of WEEMA;
  • Prepares journal entries for transfers, correction and adjustments;
  • Reconciles bank statements with books of accounts on monthly basis and reports accordingly;
  • Update account payable and receivable;

Job Responsibility #3: Reporting and Documentation, including:

  • Prepare and share monthly/quarterly program budget utilization reports to the field team;
  • Prepare and share budget against expenditure analysis report with program team and advise for corrections;
  • Supports the Finance Manager whilst preparing periodic and annual budget and report, and facilitating audits;

JOB REQUIREMENT

EDUCATION/TRAINING: MA, MSc/BA, BSc in Accounting, Finance or related disciplines

EXPERIENCE: 4/6 years of work relevant experience

TECHNICAL AND OTHER SKILLS

  • Excellent computer application skills;
  • Familiarity with accounting software is required. Proficiency in QuickBooks is preferred.
  • Good interpersonal communication skill and ability to effectively liaise with government, vendors and service providers;
  • Excellent knowledge of donor rules and regulations, local government tax regulations;
  • Excellent planning, organizational, analytical and decision-making skills;
  • Proficiency in English and Amharic languages is required;
  • Proficiency in other local languages desirable;
