Job Description


Job Summary:

  • We are seeking a highly experienced Water Works Department Manager to lead and oversee the planning, design, and execution of dam construction, irrigation systems, water supply infrastructure, and water drilling projects. The ideal candidate will have strong leadership, technical, and project management skills to ensure efficient and sustainable water resource development.

Key Responsibilities:

1. Department Leadership & Strategic Planning

  • Lead and manage the Water Works Department, ensuring efficient execution of projects related to dam construction, irrigation, water supply, and drilling.
  • Develop and implement strategic plans, policies, and procedures for sustainable water infrastructure development.
  • Coordinate with government agencies, funding bodies, and stakeholders to ensure project alignment with national and regional water policies.
  • Ensure compliance with environmental laws, water regulations, and industry best practices.

2. Project Planning, Execution & Supervision

  • Oversee feasibility studies, site investigations, and hydrological assessments for water projects.
  • Direct the preparation of engineering designs, technical reports, cost estimates, and work schedules.
  • Supervise construction activities, ensuring quality control, safety compliance, and timely project completion.
  • Manage procurement of materials, equipment, and contracts, ensuring cost-effectiveness and efficiency.
  • Implement risk management strategies to mitigate project delays, cost overruns, and technical challenges.

3. Technical & Engineering Oversight

  • Provide expert guidance on hydraulic structures, water distribution systems, and drilling technologies.
  • Oversee water resource modeling, flood risk assessments, and climate adaptation strategies.
  • Introduce and implement modern technologies in irrigation, groundwater management, and water treatment.
  • Ensure that projects are designed and executed in line with sustainable water resource management principles.

4. Budgeting & Financial Management

  • Develop and manage the department’s budget, financial planning, and cost control strategies.
  • Oversee funding proposals, grant applications, and investment plans for water infrastructure projects.
  • Monitor project expenditures, ensuring optimal use of resources and adherence to financial policies.

5. Team Management & Capacity Building

  • Lead a multidisciplinary team of engineers, hydrologists, geologists, and technical staff.
  • Provide training, mentorship, and performance evaluation for departmental staff.
  • Foster a culture of teamwork, innovation, and continuous improvement in water engineering practices.
About You

Qualifications & Experience:

  • Bachelor’s or Master’s degree in Civil Engineering, Water Resources Engineering, or a related field.
  • 10+ years of experience in water infrastructure development, with at least 5 years in a managerial role.
  • Strong expertise in dam construction, irrigation systems, water supply networks, and borehole drilling.
  • Proficiency in hydraulic modeling software, GIS applications, project management tools and AutoCAD will be an added value.
  • Excellent knowledge of water laws, environmental policies, and safety regulations.
  • Strong leadership, problem-solving, and stakeholder management skills.

Preferred Skills:

  • Experience working on large-scale water projects.
  • Certification in Project Management (PMP, PRINCE2) or Water Resource Management.
  • Strong knowledge of climate-resilient water solutions and sustainable irrigation practices
