JOB SUMMARY 

 
This position holder will provide technical support to health facilities with the aim to strengthen the capacity and implementation quality in the area of WASH through; the provision of technical guidance for WASH interventions in health facilities in development and humanitarian settings, identification, planning, designing, development/rehabilitation of water supply and sanitation structures, plan and monitor the construction or rehabilitation of facility, and capacity building of staff and partners and the day-to-day operation of any project constructions.

 

Essential Duties / Responsibilities:

 

WASH Project Planning and Design

 

  • Conduct field assessments and surveys solely and with implementing partners, other stakeholders to ensure integration and on ground need of WASH services in health facilities, infrastructure and quality health services.
  • Conduct needs assessments and feasibility studies for WASH and construction projects to identify water supply systems to rehabilitate and maintain.
  • Develop construction plans, including design, budget, and timeline.
  • Prepare detailed drawings for construction, water supply and sanitation facilities.
  • Prepare design, specifications& detail bills of quantities, budget estimates in response to emerging emergencies throughout the intervention area and forward to supervisor for review.
  • Prepares detail WASH program procurement & financial and implementation plan for new projects
  • Assess and monitor health facility WASH standards according to the WHO WASHFIT tool.
  • Participate in the technical evaluation of the proposals submitted by the implementing partners

     

Project Implementation

  • Re-design, or design the water system layout, prepare BoQ, drawings, and optimized design for water supply infrastructures: Pipe layout, electro mechanical equipment, and storage tanks
  • Supervise the construction of infrastructures and WASH facilities
  • Ensure that construction work adhere to SPHERE standard. Close monitoring progress against the project plan and make adjustments as necessary.
  • Manage the operation & maintenance/installation of water systems including overseeing construction/rehabilitation/maintenance of water systems, procurement & supply of electromechanical parts.
  • Plan and monitor labor required towards implementation of emergency response interventions and ensure the proper implementation of the same as per set norms and standards.
  • Monitor the progress and implementation of small, contracted construction intervention as per the contract policy.
  • Prepare detail specification for construction and items to be procured and ensure its procurements are as per set specifications.
  • Identify and establish templates for monitoring and supervising water trucking and water treatment sites.
  • Closely monitor water trucking operations and water treatment systems.
  • Works in collaboration with health, nutrition and protection teams to ensure the construction site and implementation as per the client need and safely access.
  • Promote the development, adaption, testing and mainstreaming of good practices in needs assessment, project design, implementation and M&E for WASH in health facilities.

     

Community Engagement

  • Work with communities to identify needs and priorities.
  • Design and oversee community mobilization and
  • Facilitate and conduct training on WASH practices.
  • Design and monitor hygiene promotion activities.
  • Participate on FDG and PDM when appropriate

     

Coordination and Collaboration

  • Liaise with local authorities, NGOs, and other stakeholders.
  • Participate in relevant coordination meetings.
  • Foster partnerships to enhance project impact and sustainability.
  • Represent MTI in the national and regional WASH cluster when appropriate
  • Works closely with, Zone/Woreda Water, education and Health Offices towards efficient and effective implementation of the response.
  • Monitor and advise on the implementation of WASH activities conducted by partners.

     

Capacity Building

  • Provide technical training and support to staff and local partners.
  • Strengthen the capacity of local communities in WASH and construction practices.

 

Quality Management

  • Aiming to achieve the highest quality programming possible within the challenging context of the intervention areas in Ethiopia.
  • Conduct regular site inspections to ensure quality and safety standards are met.
  • Produces activity progress reports as per the preset reporting schedule.
  • Support production of regular site and donor reports leading on analysis of data and response to achievements or shortfalls.
  • Develop quality proposals and donor reports for WASH programs when appropriate

  • Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding.

  • Support other areas of the office as requested or needed to ensure efficiency and quality of work for all.
  • Maintain a clean and safe working environment, disposing of waste appropriately.
  • Other duties as assigned by immediate supervisor.

     

PHYSICAL CONDITIONS                       

  • This position requires frequent travel to health facilities located in remote areas with very basic living conditions.

About You

Education License , Certificate 

Education

  • Bachelor’s degree in Civil, Hydraulic, Water Resources engineering, Public Health, or a related field

Experience : 

  • Minimum of 5 years progressive responsibility in international humanitarian programs
  • Minimum 2 years senior level related role to WASH and/or engineering in humanitarian or development programming, with at least one year in a humanitarian context at an NGO.
  • Experience with an international NGO or UN agency is required.

Knowledge, Skil & Ablity

 

Knowledge

  • Knowledge of humanitarian principles and operations and project cycle management.
  • Knowledge of international accepted standards.
  • Understanding of Ethiopian MoH, WHO and UN health systems and policies.
  • Strong knowledge of evidenced based practices in health in humanitarian settings.
  • Basic knowledge of principles and current approaches to monitoring and evaluation in relief and development programs.
  • Fluent spoken and written Amharic and English.
  • Excellent communicator.

SKILLS:

  • Skilled in communications using email, applications including teams, and whatsapp
  • Skilled in project cycle management
  • Skilled in capacity building and mobilizing staff to achieve a common goal.
  • Skilled in relationship building with the ability to liaise with multiple partner agencies.
  • Skilled in using HIS and HMIS database systems.
  • Skilled in data analysis and writing proposals and reports.
  • Skilled at using Microsoft Word, Excel, PowerPoint and Outlook
  • Skilled in preparing designs using Autocad.
