Job Description

Purpose

Join our team to manage the collection, analysis and sharing of information that is important for the WASH Cluster participants to make informed (evidence based) strategic decisions. The IM is a core Cluster Coordination team member.

The WASH Cluster carries out 6 core responsibilities as defined by Inter Agency Standing Committee:

  • Support service delivery.
  • Informing strategic decision-making for the response through needs assessment, gap analysis & prioritization.
  • Planning and strategy development.
  • Monitoring and reporting on the cluster strategy & results.
  • Advocacy to address identified concerns on behalf of cluster participants and affected populations, and
  • Contingency planning / preparedness / capacity building.

Scope Of Work

  • Supporting Service Delivery/Outputs
  • Support OCHA & WASH Cluster coordination team in conducting the mapping of all current and potential actors– government, national and international humanitarian organizations as well as national institutions, the private sector through provision of regular inputs/updates on the clusters’ 5 W’s (Who, What, Where, When and for Whom) matrix, AoRs’ priority response matrix and other tools.
  • Provide a platform / maintain the existing database (5W) to ensure that service delivery is driven by the agreed strategic priorities
  • In close consultation with the WASH Cluster Coordinator in Mekelle and Shire and Regional Water Bureau develop key humanitarian IM products and information databases that consolidate, analyse and report/disseminate information critical to decision making
  • Develop mechanisms to eliminate duplication of service delivery
  • Adapt existing in-country information management approaches for collecting, analysing and reporting Cluster activities and resources, and identifying information gap
  • Provide information management leadership in assessments and monitoring, including joint assessments and leading on the preparation of SitRep inputs with emphasis on Cluster plans, targets and achievements
  • Provide key capacity building, training, technical and monitoring support for each of the focal points identified under the satellite cluster system for each zone ensuring the satellite cluster structure is functional and effective.
  • Informing strategic decision-making for the humanitarian response
  • IM support to carry out needs assessment and gap analysis (across other sectors and within the sector)
  • Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.
  • Prioritization, grounded in response analysis
  • Establish and maintain secure data filing system for the WASH Cluster in Tigray Region with approval levels for partners to access information as required (cloud based/offline options should be available).
  • Liaise with OCHA under IM Working Group and ensure adequate and appropriate presence and participation.
  • Conduct regular review of the website or drive to remove old and irrelevant information.
  • Planning and strategy development
  • Provide IM support to develop sectoral plans, objectives and indicators directly support realization of the strategic priorities
  • Application and adherence to existing standards and guidelines
  • Develop and maintain funding tool to clarify funding requirements, prioritization, and cluster contributions to overall humanitarian funding considerations (Flash Appeal, CAP, ERF/CHF, CERF)
  • Manage an inventory of database that contains relevant documents on the humanitarian situation (multi-sectorial assessments, WASH Institutional assessments for Schools and health facilities, and assessment reports of other relevant areas of responsibility such as GBV, CP, Education, Food Security, Health, Nutrition etc., and other relevant information).
  • Provide IM support that contributes to the preparation of the Humanitarian Needs Overview (HNO), Humanitarian Response Plan (HRP) and WASH context / situation analyses.
  • Use GIS for map production (where possible) and geographic data management, analysis, and production to create maps in a timely manner as needed to assist the WASH Cluster activities to produce maps and related products:
  • Update the database and reporting tools structure as needed, aligning with revisions of the Humanitarian Response Plan.
  • Support and provide input into the preparation of situation reports with emphasis on the WASH Cluster achievements by providing relevant and up to date information.
  • Advocacy
  • Identify advocacy concerns to contribute to Humanitarian Coordination and HCT messaging and action through IM analysis to Cluster Coordinator
  • Work with the OCHA Information Management Specialist to develop appropriate supportive IM strategies for inter-cluster collaboration.
  • Participate in the Inter-cluster IMWG and represent interests of WASH in the working group.
  • Provide analysis from the IM to Cluster Coordinator to undertake advocacy activities on behalf of cluster participants and the affected population
  • Monitoring and Reporting
  • Monitoring and reporting the implementation of the cluster strategy and results; provide analysis and recommendations for corrective action where necessary
  • Undertake regular monitoring visits to review the responses and provide oversite for quality control of partners’ reporting.
  • Maintain/streamline monthly & weekly collection of reports from partners; work with partners to identify issues with regards to reporting, gaps in service delivery, and devise ways to solve them together with the Cluster partners.
  • IM support to Contingency planning/preparedness for recurrent disasters whenever feasible and relevant.
  • Mekelle on reporting, data analysis, excel and the use of the IM outputs, etc.
  • Provide training and capacity building support for satellite cluster focal points on data collection, information management and reporting.
  • Accountability to Affected Population
  • Support the Cluster in Shire and Mekelle coordination teams and cluster partners in setting up and maintaining a cluster complaint and feedback mechanism based on the inputs/guidance/feedback provided regularly to the cluster partners.

Requirements

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in preferably in Computer Science, Media or Social Sciences or any discipline related to Information Management from an accredited academic institution.
  • An additional two years of experience (4 in total) with a high level of skills demonstrated in statistical analysis and visualization may substitute in cases where the candidate holds a bachelor’s degree in a relevant field.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of local language is desired. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Technical Knowledge And Skills

  • Understands key technical issues for the cluster sufficiently well enough to be able to: engage with cluster participants; understand their cluster-specific IM needs.
  • Excellent knowledge of MS Excel or MS Access (e.g., pivot tables and functions); proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable tables, charts, graphs, and reports; knowledge of establishing and managing basic websites (e.g., UNOCHA’s Humanitarian Response platform); proven skills in using map-making packages, data visualizing (e.g., Tableau), web design and software development are an asset.
  • The ability to lead assessment processes is an advantage.
