Job Description


KEY AREAS OF ACCOUNTABILITY:

In line with SCI’s dual mandate, these key areas of accountability apply to SCI Ethiopia’s work in development and emergencies (acute and chronic) settings.

Strategic Program Development

  • Be responsible for the development of technical strategies, project /program proposals and concept notes guidelines, working papers and training, and IEC materials as appropriate, and jointly plan and implement advocacy activities.
  • Develop WASH and integrated proposals and concept notes in collaboration with the Project manager, budget team, and other thematic sectors.
  • Provide technical advice, guidance, and support in the development of integrated and specific WASH project proposals (led by other thematic sectors) and identify appropriate innovative approaches.
  • Through external contact with relevant counterparts across agencies, identify new potential partners for strategic engagement and negotiate strategic priorities.
  • Document content of internal/external technical meetings and disseminate to relevant staff.
  • Support the development of annual Zonal plans and Zonal annual reports and the regular internal Programme planning and review meetings for the WASH theme, as well as related inputs to quarterly and annual reports.
  • Ensure that cross-cutting issues including program integration, gender, child participation, child protection, and others are systematically considered during program development; along with appropriate indicators to track progress against their implementation.

Strategic Fundraising

  • Build on technical knowledge, research, and current/previous programming to lead the development of proposals for new program initiatives in close coordination with the relevant staff.  This includes all aspects of proposal development, such as concept notes, grant amendments, etc.  In developing new proposals, close consultation with program staff in the field, other technical advisors, and senior managers is essential. Identify and integrate innovative and high-impact approaches in new proposals.
  • Through external contact and networks with relevant counterparts in donor/research agencies, identify new potential funding sources and share with managers.
  • Ensure that each proposal and annual implementation plan contains a (funded) research and policy dimension that directly feeds into the agreed thematic Advocacy Plan and leads the implementation of research necessary for evidence-based advocacy.
  • Ensure key crosscutting issues are catered for in strategies and new programs.
  • Work closely with the budget development and award management teams to ensure new proposals include LOEs for required staff to implement and support the project.
  • Accompany and facilitate donor visits and provide relevant background materials.
  •  Develop donors map and master budget and update regularly.

 WASH Technical Advisory Support and Program Quality

  • Work closely with colleagues in Programme Operations Department to identify and provide technical support to ensure the quality of specific child protection projects, as well as the integration of child protection across other projects as appropriate.  This requires regular and periodic field visits to project sites to understand what works well and the gaps, monitor quality, provide support as needed, and also capture lessons for use in new business development.  
  •  Provide technical advice and mentoring to increase the use of WASH analysis to inform the design of livelihood resilience projects and programs.   
  • Provide guidance, advice, and support to program managers in conducting assessments (both quantitative and qualitative), reviews, and evaluations; as well as while conducting workshops or training as necessary.
  • Provide technical support on the design and implementation of WASH projects ensuring the projects are of high quality and contribute to improved WASH service and building resilience.  
  •  Support the development and implementation of capacity-building activities for staff involved in WASH projects across the organization based on needs assessment.
  • In cooperation with PDQ Learning and Knowledge Management, ensure proper documentation of experiences and lessons learned in WASH projects under the supervision
  • Support WASH technical colleagues in the field offices in the development and delivery of training programs to target communities, government, and partners’ staffs based on identified and agreed needs.  
  • In close collaboration with the Award Management Team and the Program Operation Directors (PODs), support timely project start-up /kick-off meetings, ensuring that everyone involved in the project understands the project details, expected results, donor and member requirements, and compliance issues.
  •  Work closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to ensure the WASH work is contributing to all objectives across these priority quality areas. Led the design of baseline and end-line survey content and methodologies. Contribute to the development of an M&E framework for the overall WASH Programme that monitors the impact of projects and progress towards strategic operational and advocacy objectives.
  • Provide the necessary support and guidance to technical staff in the field and head office to ensure that key crosscutting issues including gender, child participation, child protection, and others are systematically mainstreamed during program development and implementation, as well as properly monitored and reported.

Policy Analysis, Policy Engagement and Advocacy for Policy Change

  • Be fully aware and keep abreast of national policies, strategies, and other initiatives and developments by the government and other stakeholders in the sector or thematic area covered.
  • Engage with WASH networks and platforms at the national level to share and learn, and use lessons to inform program design and implementation as appropriate.
  • Represent Save the Children at all relevant technical external task forces, working groups, seminars, or other meetings/forums which have been identified and approved by the Head and use these meetings to share experiences, negotiate strategically, and advocate positions.
  • Develop policy and advocacy briefs (or related material) for sharing to senior managers based on technical learning from projects, and the development of best practices; use such briefs for capacity building of program staff in the field as appropriate.
  • Synthesize large documents (policies, strategies, research papers, etc.) into summary brief communications to share with senior managers and use as learning materials for field staff.
  • Develop and utilize policy and advocacy briefs (or related material), project evidence (case studies), research outcomes based on technical learning from projects for learning, advocacy, and the continued development of the WASH portfolio.
  • Engage in and support the roll-out of national WASH programs and initiatives, including those linked to other thematic sectors (for example – health for CLTSH, NTD, etc.).
  • WASH Coordinator is responsible for water, sanitation, and hygiene sector/project in implementing, monitoring, and evaluating water points, sanitation facilities, and hygiene promotion activities in their respective districts. The position holder is expected to have sound experience and knowledge on WASH and construction supervision of rural water supply and sanitation facilities.
  • The positions involve construction works, training, and monitoring of community, school community, and WASH committee members with frequent trips to the project sites and supervise all physical works construction in the targeted community sites.
  • As part of the assignment the position holder is expected to identify, design, and develop training materials/manuals for the WASH Committees’ management; design appropriate technologies (economical, durable, and manageable scheme) for safe water supply and sanitation facilities, conduct baseline survey and need assessment concerning water supply, and sanitation facilities and services. S/he is expected to liaise with communities, local authorities, and other agencies regularly to ensure coordination and effective implementation activities and participate in meeting regarding WASH; collect data and statistics concerning issues that relate to water & sanitation and prepare and submit periodically.
  •  In close collaboration with the MEAL team, organize seminars and knowledge sharing sessions to child protection is well understood among the technical staff to facilitate integration /mainstreaming as appropriate.
  • Identify and develop good relations with all key stakeholders in the sector, particularly those government departments and donors identified as key in achieving agreed SC advocacy outcomes.
  • Develop good relations with other NGOs, development and UN agencies, etc working in the sector and where possible forge alliances to influence key actors around advocacy objectives.
  •  Ensure that the voices of children guide advocacy and policy change objectives and related activities

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • BSc /MSC Degree in Water Resource Engineering, Environmental Health, Sanitary Engineering, Hydraulics, and Water Resource Development or another related academic background
  • At least 5 years of relevant project management experience in emergencies, or WASH-related project management in an international NGO or similar organization.
  • Proved experience and skills to work in coordination with authorities at Regional, Zone, and Woreda levels.
  •  Proven experience in preparation of Terms of Reference and contractual agreements for specific WASH-related works.
  • Proven team and personnel management experience
  •  Experience in managing donor(s) funded projects or programs
  • Technical background and knowledge in construction management and demonstrated work experience in Designing, Supervision, and Implementation of Rural Water Supply and Sanitation facilities for communities, schools, and health centers.
  • Technical background and knowledge in environmental health and demonstrated work
  • experience in designing & implementing sanitation and hygiene promotion program
  • Computer literate and operational knowledge of MS office, and other Engineering-Software (AutoCAD)
  • Availability and willingness to travel and work in rural areas/harsh climatic conditions where the project is implemented.
  • Knowledge and experience in working with communities
  • Excellent oral and written English skills & knowledge of the local language of the duty station advantageous.

Desirable

  • Demonstrated expertise in both hardware and software implementation of WASH in emergency responses.
  • Experience in assessment, WASH facilities design, and Bill of Quantity preparation
  •  Knowledge and experience in the implementation of sanitation and hygiene promotion tools (PHAST, CHAST, and CLTS)
  • Familiarity with the local context and knowing the local language
