Job Description


The Better Work intervention is one of the key components of Advancing Decent Work and Inclusive Industrialization (ONEILO Siraye) Programme. Better Work Ethiopia aims to improve working conditions in the apparel sector in Ethiopia. While this growing sector represents opportunities for business, industrialization, job creation and inclusive economic growth, a concerted effort from various actors is required to realize this potential. This project is part of a comprehensive sectoral intervention of the ILO to advance decent work and inclusive industrialization in Ethiopia. This will be achieved through interventions at factory, sectoral and national level to improve worker wellbeing and achieve higher industry productivity and competitiveness.

Better Work Ethiopia will focus, through its Core Services delivery model of assessment, advisory and training work on improved compliance with labour standards and will partner with factories to improve working conditions by providing practical assistance to help workers and employers in the workplace to engage and cooperate effectively, to self-diagnose and to fix problems themselves. Better Work will also work with leading brands, retailers and manufacturers and harness their commercial influence in order to further stimulate improvements.

REPORTING LINE

Under overall guidance of the Director of the ILO Country Office in Addis Ababa, the Training Officer will report directly to the Better Work Enterprise Advisor Team Leader in Addis Ababa.

In accordance with Better Work’s established training methodology and with support and guidance from the Senior Technical Specialist (Training and Capacity Building) in Better Work Global, the Training Officer will assist in managing internal and external training and capacity building services for Better Work Ethiopia.

SUMMARY OF MAIN DUTIES AND RESPONSIBILITIES

  • Identify training needs and develop training materials and capacity building activities,
  • Ensure delivery of service to all participating factories and put in place follow up system
  • Oversee, coordinate and deliver a range of training and capacity building initiatives including virtual, blended and classroom-based training activities for improvement purposes.
  • Provide training support to Better Work Enterprise Advisors and quality control the delivery of training courses and industry seminars facilitated by the Enterprise Advisors
  • Organize and facilitate industry seminars and peer to peer learnings. In addition, support the coordination of e-learning initiatives and provide guidance and training to staff on their use.
  • Support enterprises to identify their training needs and develop learning plan in close coordination with Enterprise Advisors
  • Liaise and maintain contacts with international buyers, training partner organizations, and other programme partners on a range of training and capacity building and labour law related matters
  • Monitor the quality of delivery of the training programmes by external providers and provide regular feedback to the service providers
  • Collaborate with technical specialists and consultants on various programme activities to facilitate training implementation and meet programme targets.
  • Collaborate with colleagues in the other components of the Advancing Decent Work and Inclusive Industrialization (ONEILO Siraye) Programme in order to improve the effectiveness and efficiency of the overall programme.
  • Establish and help maintain relevant databases of industry seminar and training related information, and collect, organize and collate information and disseminate information when required.
  • Participate in the briefing of parties interested in project activities, including the media, academics and other stakeholders as requested by the Enterprise Advisor or Team Leader
  • Any other duties as required by the supervisor.

QUALIFICATION’S REQUIREMENTS: EDUCATION, LANGUAGE, EXPERIENCE AND COMPETENCIES.

EDUCATION

First level university degree in adult education, international development, human resource management, leadership, law or other relevant fields.

EXPERIENCE

At least two n years of professional  experience in a training or capacity building role, corporate social responsibility (particularly in the field of labour standards compliance and remediation) or another relevant field.  Experience in industrial relations and building of social dialogue between management and worker representatives at the workplace will be an advantage, particularly if it is with garment and textile industry or another private sector.

LANGUAGES

Excellent command of English and working knowledge of Amharic. Knowledge of Oromiffa and Sidama is advantageous

COMPETENCIES

  • Understanding of issues and principles of social dialogue and the local labour law and regulations.
  • Very good knowledge of training techniques and methods, proven ability to develop virtual and classroom based training materials, and conduct training courses for a diverse range of trainees. Good facilitation and co facilitation skills, interpersonal and conflict resolution skills.
  • Ability to monitor the effectiveness of training and capacity building initiatives undertaken by partner organizations/ consultants.
  • Good English and local language drafting skills and demonstrated ability to prepare reports.
  • Ability to work in a team, under pressure and with minimal supervision.
  • Very good analytical skills including the ability to collect, interpret and analyse training data
  • Strong understanding of principles of gender equality, gender mainstreaming and equal opportunity and how these principles can be promoted as part of the responsibilities of the position.
  • Demonstrated ability to work and communicate with people in a polite, courteous, and cooperative manner, with high standards of ethical conduct.
  • Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team.
  • Ability to work independently, quickly, precisely, and take initiative and responsibility
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes
  • Ability to work with word processing and computer software packages required for work and other software packages for producing information materials
