Overview

Jhpiego seeks a Technical Director to provide expertise in the areas of HIV care, treatment, and testing services for an upcoming Centers for Disease Control and Prevention (CDC) project funded through the US President’s Emergency Plan for AIDS Relief (PEPFAR). This 5-year project will seek to establish a networked community of practice in clinical services, including extension of clinical mentorship services to catchment facilities and e-learning hub-and-spoke platforms. The project will also collaborate with and support the Ministry of Health (MOH) and regional health bureaus (RHBs) in defining public health and clinical workforce requirements for the 21st century and work in partnership with other stakeholders to produce this workforce; advance the design and deployment of client-centered preventive and curative health services; define a research and surveillance agenda based on local public health priorities and program gaps, and design and implement public health implementation science agenda.

The Technical Director will operate under the leadership of the Project Director and will oversee and ensure the technical and methodological soundness of strategies related to the full cascade of HIV/AIDS programming including but not limited to testing and prevention, quality care and treatment and population-level viral load suppression.

This position is contingent upon award from the CDC. Ethiopia nationals are strongly encouraged to apply.

Responsibilities

  • Provide technical oversight, strategic direction and definition of project activities within their areas of expertise.
  • Work with Jhpiego’s country and global Infectious Disease Care teams to implement a system that ensures technical excellence of project activities.
  • Develop and/or update evidence-based training materials, standards, job aids, curricula, and/or supervisory systems needed for implementation of the project to meet the needs of the donor and the Government of Ethiopia.
  • Provide mentoring and capacity building at the individual and organizational levels.
  • Provide technical assistance for conducting site assessments and strengthening referral systems.
  • Coordinate advocacy, demand generation, and policy support, across project sites as required.
  • Lead the formulation of innovative approaches for scale up of targeted HIV
  • Represent Jhpiego in relevant technical advisory/working groups and professional forums.
  • Work with health care providers, local authorities, community members and project team members to identify service delivery issues that impede access to care and uptake of services to develop innovative, sustainable solutions.
  • Work closely with the Principal Investigator on setting project priorities and directions, and responding to requests for support from local counterparts.
  • Provide leadership to the strategic information team to track data/results to inform adjustments in project implementation.
  • Collaborate with all local stakeholders and implementing partners to ensure activities conform to requirements and regulations.
  • Document successes, lessons learned and challenges in implementation and contribute to reports of project activities and results to the donor, including routine quarterly and annual reports, and other reporting requirements as requested.
  • Lead a diverse team closely supervising, technical and program staff.
  • Maintain excellent relationships with the donor and in-country stakeholders, technical working groups (TWG) and develop rapid responses to requests.
  • Provide technical leadership to the development of the project strategic plan, work plan, and project monitoring, in close collaboration with the donor, the MOH and other stakeholders, to ensure timely implementation and compliance to the requirements and regulations of the award.

Required Qualifications

  • A clinical degree in medicine, nursing, pharmacy or other relevant field + advanced degree in infectious diseases, public health, health administration, epidemiology, international health or a related field
  • 10+ years of experience implementing in HIV care and treatment; HIV testing services and linkage to care; HIV prevention; behavior change for HIV prevention
  • Demonstrated in-depth understanding of the healthcare system in Ethiopia, particularly the public health system and 5+ years of experience working to support HIV efforts in the country
  • Demonstrated capabilities in capacity building at the organizational and individual levels, and experience working effectively with the government of Ethiopia
  • Skilled in at least two or more of the following technical areas: clinical care of People living with HIV; research, disease surveillance (collection, analysis, and/or interpretation of data) program evaluation; using data for decision making; strengthening service delivery projects; clinical mentoring; performance and quality improvement; and monitoring and evaluation.
  • Familiarity with PEPFAR’s administrative, management and reporting procedures and systems.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
  • Excellent English language verbal , written interpersonal and presentation skills.
  • Proficiency in Microsoft Office.
  • Ability to travel nationally to project sites.
