Job Description


The Save the Children Fund, commonly known as Save the Children, is an international non-governmental organisation that promotes children’s rights, provides relief and helps support children in developing countries

KEY AREAS OF ACCOUNTABILITY:

Key Area 1: Procurement:

  • Support the Supply Chain in the Supply Chain Management.
  • Support the Supply Chain team throughout sourcing processes in the field Office, for all goods and services needed for the programmes implementation based on the annual sourcing pipeline.
  • Manage and update the supplier’s database based on Save the Children procurement manual.
  • Manage and update the supply chain monthly reports (procurement tracker, tender tracker, etc.)
  • Ensure all procurement is carried out in accordance with appropriate Save the Children global procurement policies and procedures, Country Logistics Manual; and where required; donor guidelines.
  • Collect and process invoices and payments of suppliers for items delivered. Follow up the payment process with Finance to ensure SCI fulfils its obligations to suppliers.
  • Ensure proper filing and archiving of all procurement documents.
  • Assure procurement plans are in place for each grant.
  • Support the Supply Chain coordinator with technical support needed by the field team.
  • Support in the deployment of new systems to be implemented in the field Office.
  • Assist & Follow up the with procurement process to ensure availability of all claims supporting receipt documents as to be paid within the SCI payment terms.
  • Responsible for documenting all procurement, admin and supply chain transactions in organize files

Key Area 2: Fleet Management

  • Support the Supply Chain in the fleet management.
  • Support on fleet management practice, fueling, maintance and trip  arrangements get pass, security briefing to visitor, guest and concerned staff and related body as required
  • Review the monthly fleet trackers for the field office as required.
  • Ensuring the fleet utilization and availability.
  • Perform any other duties assigned by immediate supervisor.

Key Area 3: Assets Management

  • Stores Management: with close coordination with the supply chain team Responsible of Stores/warehouses supervision (all stores in state), including maintaining proper store records, proper stacking, proper ventilation, proper safety and security measures, etc.
  • Responsible for ensuring that all assets are recorded, managed and disposed of in the field office, provide similar support to the field team, in accordance to Save the Children guidance.
  • Implement and maintain Save the Children Assets Management System (registration, control and tracking, taging).
  • Update lists of all assets and inventory items in compliance with Save the Children policy, on monthly basis.
  • Cooperate with relevant departments to ensure proper tracking methods are followed to monitor the movement/ changes of any stocks/ assets and ensure proper control/handling of equipment at all times.
  • Tagging of all new assets. Proper recording
  • Ensuring damaged or broken/ lost assets are reported and filing of all Repairs/Return Requests/lost reports.
  • Assure quarterly physical checks are done on assets and inventory items.
  • Consignee: serve as consignee responsible for the physical receipt/count of all equipment/goods, received from suppliers and/or sent from Field to state for maintenance or any other purpose and responsible to dispatch them after maintenance

REQUIREMENTS

QUALIFICATIONS

  • University degree in business administration Sciences. Purchasing supplies management, Business management, Management and Accounting or other relevant field in Supply Chain (logistics).

EXPERIENCE AND SKILLS

Essential

  • Bachelor Degree in Purchasing and supplies management, Business management, Administrative
  •      Sciences, Management and Accounting or related fields
  • At least two years of proven experience in Supply Chain management in INGOs within a complex/ large scale country /field office program, and in emergency response/ humanitarian environments.
  • Warehousing, Fleet, Procurement and Asset Management,
  • Substantial experience in all technical areas of Supply Chain operations including procurement, logistics, transport/distribution, fleet management, warehousing, and asset management,
  • Experience of developing/implementing a complex international supply chain to support different types of programmes, and coordinating resources to meet the programmes objectives.
  • Experience in working in remote field bases with limited infrastructure.
  • Experience in advising and supporting others at all levels with supply chain aspects of a programme, including strategic thinking, planning & donor relations.
  • Ability to build positive & productive relationships quickly with a wide range of stakeholders, both internally and externally.
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams.
  • Ability to manage a complex and diverse workload and work with tight deadlines.
  • The ability to work closely within a team and to improvise and work in an atmosphere that can be stressful. With eexcellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex and diverse tasks, and responsibilities
  • Able and willing to travel frequently to field sites.
  • Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer).
  • Commitment to Save the Children values.
  • A valid driving license.
  • Good command in and ability to understand Supply Chain issues.
