Job Description


Implementing and maintaining emergency alert detection and epidemiological surveillance systems/monitoring according to MSF protocols, standards, and procedures in order to contribute to appropriate evidence-based decision making using well managed health data in outbreak and emergency MSF programs.

Accountabilities:

  • Ensure collation and entry of all data identified by project medical referent for collection (e.g. morbidity, mortality, surveillance of diseases of epidemics, nutrition, violence related mass casualties, and other disasters, etc) in to the appropriate data management system while ensuring quality of data.
  • Implementing and maintaining a surveillance system to monitor epidemiological trends of relevant outbreak-prone diseases. Performing surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording.
  • Managing data systems and ensuring accurate, high quality databases; analyzing results and preparing regular written reports on progress and findings for project medical referent
  • Knowing, implementing and following up the MSF, National, and universal alert and emergency threshold and other protocols for different kinds of scenarios
  • Know and ensure proper use of software used for health data recording (i.e. HMIS, REACH, etc.)
  • Ensuring high standards quality information /data /Respecting medical secrets and confidentiality at all times.( when necessary)
  • Follow and monitor the trends of diseases under public health surveillance,
  • Analysis and interpretation of surveillance data and provide report ,regular weekly & monthly feedbacks
  • Check to be sure that all questions are asked and the responses are recorded during proactive call
  • Follow the instructions of the PMR in order to ensure efficient data collection.
  • Administer each proactive call and collect data from each interviewee according to a standard operating procedure.
  • Report/share all best practices and challenges to the MERT coordination.
  • Work under the supervision/guidance of PMR and Project Coordinator
  • Collaborating with Project coordination to influence key decisions
  • The ability to travel outside duty staion is required.

Emergencies and assessments

  • Assist in alerts’ verification assessments as requested.
  • Participates in the implementation of medical activities in case of MSF emergency response intervention.

Information Technology

  • Assist medical staff in the understanding and use of the MSF data tool.
  • Responsible for data management and use of the data tool: weekly backup, virus updates, report problems.
  • Focal person for GIS, REACH and HMIS of MERT medical data .

Other:

  • Participate in project meeting and provide when necessary information on alert detection, data collection, data entry, reporting and trends in the data that require further analysis.
  • Receives the PMR feedback and act on it according to the particular needs,after sharing it with the medical coordination.

Job Requirements

Education:

  • Nursing degree/diploma
  • Desirable Bachelor in Science of Nursing

Experience:

  • Desirable 2 years of previous experience and previous experience in other NGO’s
  •  Demonstrable experience in supervising and training others in a team setting

Languages:

  • English, Amharic and Somali essential

Knowledge

  • Essential computer literacy (word, excel)
