Reporting To: The Delivery Unit Head (Ministry of Innovation & Technology)

I. Organization strategic goals summary

The Ministry of Innovation and Technology is implementing the Science Technology and Innovation Policy, the Digital Transformation Strategy, and the Ministry’s 10-year Strategic Plan. Therefore there should be a vibrant team of advisors and experts that can work under the delivery unit. The Delivery Unit will help line departments achieve outcomes for initiatives that the Leadership deems “mission critical” or top priority. It is established to pressure line departments into tangible actions. The purpose of the Delivery Unit is to inject urgency into the pace of change in delivery to seek significant results in weeks and months, not years. The staff will collect and analyze data to determine what goals the line departments are trying to achieve, whether the activities currently underway meet their goals, and how implementation may need to change to achieve the intended goals.

JOB SUMMARY:

The Senior Advisor for Stakeholder Engagement is responsible for developing and implementing a comprehensive stakeholder engagement strategy that ensures that the MInT’s interests are aligned with those of its key stakeholders. The Senior Advisor will work closely with the organization’s leadership team to identify and prioritize stakeholders, develop and implement engagement plans, and measure the effectiveness of engagement efforts.

SPECIFIC DUTIES AND RESPONSIBILITIES:

Job Responsibility #1: Planning and Management

  • Enhancing the scope and impact of the engagement with key stakeholders particularly private sector participation in policy development and implementation program and internship program in particular.
  • In line with the policy development and implementation, registering, accessing, and engaging the private sector actors (tech enterprises, startups, and professional/business associations).
  • Facilitating supports required for the development of the private sector (such as access to finance, market, and capacity building support) and developing a working partnership with its key actors on high priority issues.
  • Collaborating with selected other team members in support of the successful implementation of the program.
  • Reviewing the success, addressing their existing and emerging problems, and recognizing them for their outstanding achievements.
  • Developing and implementing a stakeholder engagement strategy. This includes identifying and prioritizing stakeholders, developing and implementing engagement plans, and measuring the effectiveness of engagement efforts.

Job Responsibility #2: Staff Management and development

  • Arrange a follow-up discussion once per week with experts under him/her
  • Design and manage a job relevant training for personnel under his/her management.
  • Engaging interns and the academics in initiating and developing practical scientific research.
  • Coach and mentor employees working under him/her
  • Supervise the Coaching and mentorship activities of interns working in the Ministry.
  • Coordinating the interns in the Ministry that are assigned along the Ministry

Job Responsibility #3 Monitoring, Evaluation, Networking

  • Monitor and evaluate projects under the Stakeholder Engagements Senior Advisor team
  • Participate in national and international workshops and networking sessions that have a direct or indirect impact on the priority projects.
  • Leading the successful implementation of projects and collaborations with the private sector especially youth led organizations in the sector.
  • Auditing the performance and impact of projects and collaborations.
  • Building and maintaining relationships with key stakeholders. This includes developing trust and rapport, communicating effectively, and addressing concerns.
    Communicating effectively with stakeholders. This includes providing clear and concise information, listening actively, and responding to questions and concerns.
  • Managing stakeholder expectations. This includes setting realistic expectations, communicating changes, and providing updates.
  • Addressing stakeholder concerns. This includes listening to concerns, investigating issues, and taking appropriate action.
  • Negotiating with stakeholders. This includes working with stakeholders to reach agreements that meet the needs of all parties involved.
  • Representing the organization to stakeholders. This includes communicating the organization’s values and goals and building trust and credibility.

Job Responsibility # 4 Reporting

  • Providing regular updates on the progress of projects or services. This includes providing information on the status of projects, any challenges or risks that have been identified, and any progress that has been made.
  • Communicating any changes to plans or timelines. This includes providing information on any changes that have been made to the delivery plan, such as changes to the scope of work, the budget, or the timeline.
  • Providing information on any risks or challenges that may impact the delivery of projects or services. This includes providing information on any risks or challenges that have been identified, as well as any steps that have been taken to mitigate these risks.
  • Providing information on the performance of projects or services. This includes providing information on the quality of the work, the satisfaction of stakeholders, and the cost-effectiveness of the delivery.
  • Responding to any questions or concerns that the unit head may have. This includes providing information on any questions or concerns that the unit head may have about the delivery of projects or services under his/her supervision.

Job Requirements

Education/Training : PhD degree in Education/ Educational leadership, public administration, public policy, business administration, or a related field.

Experience

  • 15+ years of experience in project management, Leadership and education, stakeholder engagement, public relations, communications, or a related field.
  • A proven track record of delivering digital transformation initiatives in a slow and complex environment and limited resources
  • Experience in managing large-scale government digital transformation projects
  • Experience in managing institutional change to effectively work with the main ministry structure to drive the delivery of top-priority initiatives
  • Experience working in a political environment and demonstrating the ability to navigate the political landscape to deliver on the Ministry’s top priorities
  • Knowledge and experience in the Digital Ethiopia 2025 policy and strategies
  • Experience and skill in policy advisory and implementation support on Digital transformation initiatives

Values, Technical and Other Skills

  • Knowledge and skill in coaching and mentoring internees
  • Strong analytical skills to analyze a range of data and information for effective delivery projects under his/her management
  • Ability to conduct research on best practices of stakeholder engagement and emerging trends to provide advisory support to the ministerial team
  • Experience in managing a team of experts and communicating with various public and private stakeholders
  • Strong technical skills in project management software.
  • The ability to meet deadlines and work under pressure.
  • The ability to think strategically and solve problems.
  • The ability to work independently and as part of a team.
  • The ability to manage risk and make sound decisions.
  • Understanding of digital transformation initiatives, trends and best practices
