Job Description

Major Responsibility

Program Management

  • Lead and coordinate SPIR II WV field-level program planning, implementation, monitoring and evaluation
  • Oversight of program implementation for all woredas under supervision of the zone
  • Ensure the zonal deputy manager leads and engages the technical staffs to provide proper guidance to CFs, and other SPIR II and woreda partner staff
  • Support zonal M&E team to monitor, ensure implementation quality and develop accountability system in the field

Finance, Administration, Logistics and Procurement

  • Supervise SPIR II zone administration, finance, procurement and or related role holders to ensure strong support for the program team based at zone and woredas
  • Ensure timely development/revision of procurement plans and review procurement status on weekly basis to closely monitor and accelerate procurement processes when needed.
  • Monitor food assistance management, transportation, warehousing and distribution
  • Closely monitor the capital construction bid process in line with WV procurement procedures and USAID/BHA policy
  • Support and supervise woreda coordinators and zone level staffs in budget development and spending plans
  • Support internal and government evaluations
  • Periodic field support visits to woredas to oversee program implementation, compliance issues, trend of budget management and ensure healthy staff relationship
  • Encourage team leadership with regular management meeting promoting participatory approach and proactive problem solving

Partnership and Representation

  • Work with zone government stakeholders in periodic reviews, evaluations and joint monitoring platforms
  • Ensure timeliness of government reporting as per government guidelines and WV directives
  • Represent SPIR II program with zonal government and non-government coordination meetings
  • Partner and coordinate with zone stakeholders, government partners and SPIR II implementing partner CARE in the West Hararghe zone to ensure collaboration and synergy of efforts

Safety and Security

  • Assign security focal points and support them receive proper security training
  • Network with WV security persons at the nearest hub and AP offices CPOs to make sure all staffs receive updated information regularly for timely operational decision
  • Assist the zonal team to develop, revise and update security plan
  • Guides the zonal team to develop security contingency plan when advised by concerned WV security persons

Requirements

Required Education, training, license, registration, and certification : MBA or BA/BSc or MA/MSc in Agriculture, Economics, Development, Social Sciences, or other relevant field

Preferred Knowledge and Qualifications

  • Strong knowledge and working understanding of PSNP and USAID Food Security and Resilience programs
  • Excellent partnership, communication and advocacy skills and the ability to interact effectively with donors, collaborating agencies, local and government partners
  • Excellent organization and planning skills and ability to resolve problems constructively
  • Computer literate, with strong knowledge of MS Office applications,
  • Flexibility, persistence, and ability to work well in a multi-sectoral team
  • Ability and willingness to travel to areas with fragile security situation

Required Professional Experience

  • Minimum of 8 years’ relevant work experience from which at least three years are with similar senior management responsibilities as a part of USG-funded programming
  • Demonstrated capacity to lead a team with similar scope of work
  • PSNP-related work experience, preferably with a USAID/BHA or other donor-supported program preferred
  • Experience in managing multi-sectoral programs (Ag/Nutrition) with strong capacity building programming preferred
