JOB PURPOSE

Food Assistance Manager (FAM) is responsible to provide leadership and management support to the food interventions of SPIR II in line with World Vision global disaster management partnership, donor requirements and guidelines. S/he ensures humanitarian response standards are met and PSNP5 program objectives are achieved as set in the operation manuals. The job holder focuses on quality and accountability of food programming, within the framework of integrating food resources into World Vision holistic ministry.

RESPONSIBILITIES

Planning, Budget Development, Monitoring and Operation Management

  • Regularly update pipeline projections to ensure efficient use food resource
  • Consolidate Annual Estimate of requirements (AER)
  • Develops Call Forwards as per AER authorization, follow up shipment and inland transportation
  • Provide guidance on food distribution and Post Distribution Monitoring (PDM)
  • Ensure food assistance program activities are supervised, monitored in line with USAID/BHA guidelines and regulations
  • Work with the finance unit in the refinement and adaptation of budgets, and recommend revision where necessary in coordination with program leadership
  • Support spending projections and analysis for the commodity operations ensuring cost competitiveness in all food assistance activities

Coordination and Networking

  • Closely work with donor, community, implementing partners, and program leadership to improve and enhance Food Assistance operational quality through developing and implementing standard operating procedures
  • Attend food assistance coordination meetings including providing food assistance leadership to food sector working group
  • Work with respective government of Ethiopia offices, communities and implementing partners to build strong community structures to support Food Assistance implementation and accountability

Reporting, Accountability and Audit

  • Maintain a comprehensive commodity tracking systems so as to ensure that all commodities are properly distributed and accounted for to World Vision Partnership and major donor standards
  • Ensure that all commodity losses and claims procedures are in compliance with the World Vision and donor requirements.
  • Ensure that the required periodic reports are generated from the CTS reports and submitted to the relevant consumers on a timely basis.
  • Ensure the loss and claims registers, files are well maintained and checked on a regular basis.
  • Maintain shipment files and registers and ensure that shipments reconciliation is accurately done on a regular basis. Follow up on all commodities loans received or given to other agencies / programs.
  • Maintain inventory control on a monthly basis and ensure that the commodity book balances match with the actual stocks
  • Prepare the program for Internal and external audits and ensure that food programs achieve acceptable audit standards in national, partnership, and USG single audits.

Personnel Management and Team Leadership

  • Leads timely recruitment of food assistance staffs for SPIR II, handles performance management of direct reports and ensures positive and collaborative working relationships in line with WVE’s code of conduct in collaboration with People and Culture division
  • Support Woreda level recruitment processes including food distributes and ensure that relevant staffing structures are in place, are reflective of appropriate gender balance
  • Identifies staff capacity gaps and facilitates training
  • Establishes regular team meeting to review program progress and facilitate learning

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • 5 years of experience in food assistance program management, disaster mitigation and development related fields with a minimum of 2 years’ experience on a management position.
  • INGO experience, with experience managing and supporting significant USAID/BHA-funded commodity management and food assistance programming.

Required Education, training, license, registration, and certification

  • MA/MSc or BA/BSc Degree in Food Science, Agric. Econ, Disaster Management, Rural Development and relates fields

Preferred Knowledge and Qualifications

  • Strong knowledge and working understanding of PSNP and USAID Food Security and Resilience programs
  • Demonstrated capacity to lead the team with similar scope of work
  • Experience in food assistance programing, Grants/project management, Market assessment and Analysis, Cash transfer programing, performance management, project design, implementation, monitoring, evaluation and report writing.
  • Good understanding of humanitarian standards
  • Ability to work in high tension and high security risk situations
  • Ability to work in and contribute to team building environment

Travel and/or Work Environment Requirement 30%
