Duty station:  SPIR II Consortium Office

Strengthen PSNP Institutions and Resilience II (SPIR II) is an anticipated 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The SPIR II Data Analysis, Visualization and Reporting Specialist plays a lead role in data analysis and visualizations and dashboard generation that allow effective tracking of performance in an engaging manner to support timely decision makings. In addition to creating dashboards for display of the most important indicators to be monitored over time (including regular updates of data), s/he supports the MIS and Database Specialists in generating automated, tailored reports based on the needs of SPIR II technical team and management as well as donor for learning and decision making. S/he will be responsible for transforming complex data sets (mostly quantitative) into compelling charts, tables and other visuals. S/he is also jointly responsible in for reviewing and assuring quality of the data to be collected using mobile data collection (MDC) platform, surveys and other approaches. S/he further clean the data to ensure accuracy, and integrity and other related quality standards. S/he is also responsible for data analysis, interpretations and presentations of complex data using powerful data

Major Responsibilities:

Continuously support SPIR II team in data cleaning, quality review and verifications before analysis and use of the data

  • Closely work with the database specialist, MIS and GIS specialists, M&E team at all levels to get quality and required data in to the SPIR II MIS and then pulling the data from the database and MIS system for further cleaning, review and verifications,
  • Deeply involved in mining and cleaning the data submitted by field offices/IPs, organize and prepare the data for further review, and analysis (by working with database specialist) and IPs/ or field level M&E team,
  • Plays a lead role in data cleaning by handling missing, outliers, incomplete, inconsistent, and duplicate data that affect data analysis using various data cleaning or data mining methods,
  • Closely work with M&E and MIS team to ensure that the data collected is accurate and meets the required data quality standards and  is responsible for ensuring data accuracy and integrity, performs data checking and validation, uses analytic and debugging skills to track down data discrepancies, and takes steps to fix data issues,
  • Support SPIR II M&E team in routine data quality assessments to be carried out internally by CL team or IP level M&E team and also during donor data auditing processes,

Data Analysis, and Interpretations

  • Engage in complex data compilation, statistics, and trend analysis activities in support of M&E
  • Analyze the cleaned data sets (complex data sets) and interpret results using standard statistical tools and techniques.
  • Exploration of the data to show interesting trends, patterns, correlations/relationships in the data to make sense of the complex data collected for the use by SPIR II team and management,
  • Understand the implications of data, and interpret data in context, including identifying trends and outliers
  • Work closely with MEL team and the management on data analysis, interpretations, presentations and its use for decision making,
  • Ability to provide quality data analysis services by quickly exploring and analyzing complex data set in response to questions and demands from the users (technical team, the management, donor and other stakeholders)
  • Visualize the data to bring clarity during data analysis and data interpretations

Data visualizations, Presentation and Reporting

  • Provide support in evidence-based reporting using various reporting templates and easily understandable formats, dashboards and other visualization tools like charts.,
  • Displays the most important indicators to be monitored over time; regular updates of data (ideally automatically by working together with MIS and database specialist)
  • Support the MIS and database specialist to enable SPIR II to have a well-designed dashboard for the SPIR II data submitted using mobile-based data collection (MDC) or for other data sets
  • Support SPIR II MEL/MIS team in continuously transforming data sets into consumable information through compelling dashboards like charts ( to show trends, regular updates, etc,) to be used for learning and adaptions (a management tool for decision making) s,
  • Regularly create not only a dashboard, but also a dashboard report for SPIR II team at different levels to facilitate its use through clear communication of the patterns, trends, and relationships of the variables/indicators presented in the dashboards and its use,
  • Ability to create simple and visually compelling charts, plots, tables with data filters all the way up to a large dashboards (from large data sets/large numbers in the spreadsheets) containing hundreds of data points that are interactive and update automatically Support SPIR II team in the production of high quality reports using visuals and dashboards

MEL capacity building for consortium level and IPs staff at all levels

  • Providing capacity building on data visualization (specially focusing on excel and Power BI for data visualization) for SPIR II staff field offices, IP level and consortium level,
  • Support the M&E Lead and MEL specialists in their continuous MEL capacity building efforts for SPIR II staff especially on topics of quality data collection, cleaning, aggregation, data analysis, and reporting
  • Support SPIR II MIS and database specialist in their capacity building efforts to SPIR II staff mainly on the use of MIS, identification of dashboard needs, creation of dashboard generation (as per the need), training on dashboard and its reporting,

Job Requirements

 Required Professional Experience:

  • Five years of experience working on data analysis, interpretation, and visualization and statistical experience.

Qualification required:

  • Master’s Degree in Statistics, Economics, Mathematics, Data Sciences/Data Analytics and other related fields

Preferred Knowledge and Qualifications:

  • More than three years of professional experience in designing and developing high-impact visualization solutions and dashboards using one or two data visualization tools like Microsoft Power BI, Excel, R, Python, Tableau, SQL etc.
  • Possess strong statistical background and proven knowledge of statistics for cleaning, manipulating analyzing, exploring statistical data and experience use of the following statistical software like SPSS, STATA, MS-Excel and Epi-info,
  • Experience transforming complex data sets in to consumable formats, charts, dashboards and other visuals
  • Excellent presentation, communication (oral and  writing), and problem-solving skills
  • A strong aptitude for organizational change, innovation, learning, team building
  • Strong attention to detail and accuracy, excellent problem-solving skills, flexibility, and ability to work independently

Working Environment / Conditions:

  • Office based with travel to the field
  • Travel: 40% Domestic travel is required
