Job Description


 

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

Global Commodity Procurement and Logistics
Systems Strengthening Technical Assistance
Global Collaboration to Improve Long-Term Availability of Health Commodities
Purpose

The Finance Assistant/Cashier is responsible for coordinating and providing support for all cashier assignment. This includes but not limited to.

Principal Duties and Responsibilities

  • Effect per diem and other training related payment for events
  • Make sure all financial documents (advance and settlement) are complete and accurate based on Chemonics accounting and compliance guide and USAID regulations
  • Ensure all documents are arrived for settlement on time, as per Chemonics expense report submission date guide
  • Ensure all processes are compliant with Chemonics’ field office accounting and compliance guide and USAID regulations
  • Assist finance specialist/Finance officer in any finance related work, as required
  • Perform other duties which are in line with the scope of the position as assigned by the immediate supervisor
  • Level of Effort and Location of Assignment
  • This short-term position is based in Addis Ababa, Ethiopia with frequent travel to the program’s target regions and woreda as needed.

Supervision

The Finance Assistant/Cashier will report directly to the finance specialist or his/her designee.

Job Requirements

  • University degree/Diploma in accounting or related field from recognized institution.
  • Minimum of 5 years of relevant work experience in finance function; experience working in a USAID-funded program, in international NGOs preferred,
    Honest, reliable, hard-working, and professional demeanor
  • Ability to communicate effectively in a cross-cultural environment
  • Excellent interpersonal skills: demonstrated ability to interact professionally with a culturally diverse staff, clients, and consultants.
  • Ability to work independently, take initiative and ability to meet deadlines with attention to detail and quality.
  • Strong communication English skills (oral and written)
  • Demonstrated intermediate computer skills in Microsoft Office Suite applications.
