OBJECTIVES OF THE PROGRAMME

The overall goal of WHO’s Outbreak and Health Emergencies (OHE) Programme is to minimize the health consequences of emergencies due to any biological, natural, technological or societal hazard. Collective and sound health emergency and disaster risk management is essential to health security, to sustainable development and to building the resilience of communities, countries and health systems.

The objectives of WHO’s OHE Programme are: to help Member States build their capacity to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to minimise the impact on the health of affected populations. WHO’s Health Emergencies Programme directs all of the Organization’s work in health emergency risk management, with an all-hazards approach comprising risk reduction, preparedness, readiness, response and early recovery activities, and with a particular emphasis on the identification and mitigation of infectious hazards and risks.

The Programme is responsible for establishing and managing WHO’s operational capacity in acute and protracted emergencies, setting overall strategy and ensuring appropriate operational planning, managing field operations, developing and ensuring adherence to technical standards, and ensuring risk and performance monitoring. The Programme engages in relevant partnerships and inter-agency processes, recognizing that its impact should be optimized by coordinating, leveraging and facilitating the implementation roles of other local, national and international entities and partners best positioned to deliver the relevant clinical or other public health services. WHO’s OHE Programme integrates and operates under the principles of humanity, neutrality, impartiality and independence in the serving.

PURPOSE OF THE POSITION

This position will focus on implementing activities to strengthen the health response to Gender Based Violence (GBV) in Northern Ethiopia in close collaboration with the sub-national Health Cluster coordinator in the region and the WHO GBV specialist for Ethiopia humanitarian response. The position will also work closely with the WHO Health Operations for the emergencies in Ethiopia, AFRO and HQ Technical Officers.

The WHO Project Aims To Accomplish The Following

  • The Health Cluster and country offices promote and operationalize responses to GBV within the health sector.
  • Technical and normative guidelines and tools on GBV are strengthened to reflect up-to-date evidence and WHO recommendations and implemented at country level
  • WHO is actively engaged in relevant interagency GBV emergency initiatives, and coordinates with relevant sectors.

Description Of Duties

The post will be under the World Health Organization’s Emergencies Unit and the technical supervision of the GBV specialist (International) for Northern Ethiopia humanitarian response. This position is based in the regional hubs of Amhara, Afar and Tigray with frequent travels to the health facilities in the Woredas and Kebelles as and when security situation permits . Within this setting, the incumbent works closely with the sub national Health Cluster Coordinator and relevant staff in the Emergency program. The incumbent will support the overall activities to integrate gender-based violence prevention and response in the WHO Ethiopia health emergency response and Health Cluster work in the region. Collaboration is required with external stakeholders particularly Regional Health Bureau and Public Health Institute(where this is available in Afar and Amhara),UNFPA, UNICEF and other UN agencies, INGOs,NGOs working on health as well as sub national GBV/CP AOR/Ministry of Women and Children Affairs.

Under the direct supervision of the Team lead and the overall guidance of the Incident Manager, the incumbent shall:

  • Support the development/updating of a regional WHO/health cluster GBV response/ action plan and monitoring framework in line with the Health cluster response plan objectives and ensure they are aligned with health cluster/SRH mandate on GBV
  • Support health cluster planning processes and provide technical input to make sure GBV activities are appropriately reflected in the Health Cluster and SRH technical working group plans in the region
  • Support linkages and coordination between the health cluster (including SRH and MHPSS working groups as relevant) and the GBV sub-national AOR through active participation in meetings, multisectoral activities and communication.
  • Contribute to the adaptation of training materials and guidance including SOP on GBV health response to the local context in the region in line with updated WHO guidance
  • Participate in the development of concept notes and proposals by WHO Health Emergency response and WHO HQ as relevant to inform resource mobilization on strengthening health systems response to GBV in the region
  • Produce activity reports and provide input on donor reports on progress against indicator targets.
  • Support implementation of recommendations of the WHO led GBV health assessment report in the region in consultation with WHO GBV specialist, RHB, EPHI and Health cluster
  • Through the health cluster, advocate and support RHB initiatives to strengthen implementation of essential health service package on SRH and GBV, in primary health care facilities, health posts and hospitals.
  • Conduct capacity building activities for frontline medical staff on CMR/IPV and first line support following a selection criteria informed by needs from the field/ health facilities.
  • Support efforts in the region to integrate GBV in the work of Mobile Health and Nutrition Teams (MHNTs) and Health Extension Workers as part of medical emergency
  • Participate in relevant interagency assessment/field missions on SRH/GBV to inform ongoing programming priorities
  • Promote application of the GBV guiding principles on more survivor centered and consent based service provision in health facilities and with RHB and APHI where this is available (Afar and Ahmara)
  • Perform any other incident-specific related duties, as required by the functional supervisor.

Required Qualifications

Education

Essential

University Degree in health sciences (at least at master level) or a related field. A first degree in medicine or nursing with accumulated years of experience can be considered in lieu of the above.

Desirable

Training in women’s health

Experience

Essential:

At least Five years’ work experience in Sexual Reproductive Health and or gender-based violence, ideally with some of this in humanitarian settings, and experience in training health organizations and health providers.

Desirable

Experience in UN organizations or non-governmental organizations providing technical assistance or direct service provision to GBV survivors in humanitarian settings

Functional Knowledge And Skills

  • Proven experience of violence against women/gender-based violence, including in emergencies, with proven knowledge of health and gender-based violence issues, a good understanding of gender equality and survivor-centred approaches and a good understanding of the humanitarian organizational structure.
  • Demonstrated capacity to work in challenging circumstances, administer projects and build partnerships involving technical and political elements.
  • Demonstrated ability to work in multicultural settings and excellent inter-personal skills.

Essential: Expert knowledge of English, and local language of the specific region applying for (Amharic, Tigrinya and Afarinya)

  • Remuneration – this is a Special Service Agreement at NOC Level for six months (6) with a monthly remuneration of $ 2,595.58
