Job Description


The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities in over 40 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview/Summary:

The International Rescue Committee (IRC) is planning to implement a multi-sector intervention (education, protection, WASH, and Emergency shelter) to relocated IDPs and their children back to school, by EHF fund in Sheraro, North Wester Zone of Tigray region. IRC is currently seeking a highly motivated, Senior WASH and Construction officer, who will take overall responsibility for emergency shelter construction and rehabilitation of school building associated WASH facilities.

Under the direct supervision of the Senior EH/WASH Manager, the principal role of the senior WASH & Construction Officer is planning, management and monitoring the construction of emergency shelter, construction/rehabilitation of Temporary Learning Space (TLS) and Safe Healing and Learning Spaces (SHLS), rehabilitation and maintenance of education & WASH facilities in schools, and capacity building of staff and partners and any other work required by the project in Target areas in NWZ of Tigray( especially in Sheraro, Tahtay Adiyabo and Maiekel Adiyabo Woredas).

Major/Key Responsibilities and Tasks:

Specific responsibilities include but are not limited to the following.

1. Planning, Management and Supervision

  • · The position requires proper management of the financial, material, and other resources for construction and rehabilitation activities under the project.
  • · Participate in preparation of Implementation, spending, procurement and monitoring and evaluation plan for allocated WASH & Construction budgets along with activities.
  • · Liaises with HR/Admin, Logistics, and Finance Departments to ensure smooth operations of activities and procedural recruitment of skilled manpower, incentive workers and other staff for implementation of the project.
  • · In collaboration with other team members, the WASH and Construction officer undertakes detailed need assessments.
  • · Prepare design, detail bills of quantities, budget estimates for education, protection, WASH in schools & emergency shelter physical construction and financial implementation plans and forward to supervisor and technical coordinators (TCs) in country office (ERR & EH) for review.
  • · Prepare detailed specification for construction and items to be procured and ensure its procurements are as per set specifications.
  • · Prepare specification, BOQ and engineering cost estimate for all constructions activities in the project using clear take off sheets.
  • · Plan and monitor labor required for construction and rehabilitation interventions and ensure the proper implementation of the same as per set quality and safeguarding standards.
  • · Monitor the progress and implementation of small, contracted construction intervention for rehabilitation of schools and WASH facilities as per the contract policy.
  • · Works closely with woreda water, education, and construction offices towards efficient and effective implementation of WASH and school rehabilitation.
  • · Works closely with Shelter Cluster, Camp Coordination and Camp Management (CCCM), and other partners on implementation of emergency Shelter in IDP camps
  • · Works in collaboration with IRC WASH, education, and protection team to ensure the construction site and implementation as per the client need and safely access.
  • · Review and certify payment requests from contractors and construction Forman.
  • · Initiate procurement (Purchase Requests) for all construction materials, daily labor, labor contract, materials procurement for the multisector project implementation (Education, emergency shelter, WASH in schools, child protection safe spaces -SHLS).
  • · Support the construction form on documentation and monitoring in and outflow of construction materials from IRC warehouse.
  • · Follow-up with the construction Forman to mobilize, coordinate, and handle labor, material, and equipment at the site level.
  • · Assist Monitor the proper utilization of the project materials and ensure accurate and effective use of resources,
  • · Ensure the quality of procured construction materials on delivery to IRC warehouse.
  • · Participate in inspection and ensure the required quantity of construction materials are delivered to construction sites.
  • · ensuring that all resources/assets in the project are handled in line with IRC and Donor policy.
  • · Keep daily records of construction progress, material and labor utilization and prepare and submit a monthly progress report.
  • · Properly document the type of community contributions and convert to monetary values to measure amount of community contributions in monitory values.

2. Staff Management Capacity Building Training

  • · Support the recruitment, training, management of staff under EH and directly supervise construction foreman.
  • · Assists and facilitates the orientation of newly recruited EH and construction staff on behalf of EH team.
  • · Prepare performance targets with WASH & Shelter Construction team in Sheraro and support satellite office manager/OIC on the staff evaluation process.
  • · In collaboration with ERR Manager/Senior EH Manager develop standard training manuals for construction quality related training to IRC, Partners, and government staff.

3. Integration and Coordination

  • · Serve as IRC focal point for all construction related activities in IDPs and host community in Sheraro area.
  • · Participate on cluster (CCCM, Shelter, WASH, etc.) meetings and Shelter, WASH & Construction related discussions with government office and communities under Sheraro area (Sheraro, Tahtay Adiyabo & Maekel Adiyabo Woredas) and others as advised by the Senior EH manager or ERR manager.
  • · Coordinate and work closely with local authorities (Education, Water Utility, Water & energy, Construction, municipality, health) and other implementing partners to ensure a smooth workflow.
  • · Represent IRC participate in regular weekly/Bi-weekly inter agency coordination meeting (IACM), camp coordination and Camp Management meeting (CCCM), Shelter and ES/NFI meetings in Sheraro.
  • · Closely work with Sheraro Satellite office Manager/OIC, other programs managers (Education, Child Protection, ERD, MEAL)
  • · Participate in emergency need assessment in WASH, Shelter and construction when required in the IDPs and host community.

4. Reporting

  • · Produces activity progress reports as per the preset reporting schedule and submit to supervisor, education and child protection department leads.
  • · Prepare brief project related monthly updates and submit to the supervisor and copy to education and child protection sector leads and technical coordinators.
  • · Conduct regular monitoring, supervise and collect the required information during follow-ups of the project progress and the project output in the community and share with supervisor and concerned department leads.
  • · Prepare completion reports and as-built drawings of completed of all construction rehabilitated facilities under this project.
  • Any additional responsibility as requested by his/her supervisor, ERR & EH technical coordinators in the Country office.

Job Requirement

Education and experience

  • · MSc/BSc Degree/ diploma in Civil engineering, Hydraulic Engineering, Water Resources Engineering, and related fields from a recognized University
  • · At least 2 years of experience for first degree holder, 1 year experience for Post graduate holder & 5 years for Diploma.
  • · Demonstrated practical experience in emergency shelter design and construction supervision and other civil & water works construction and rehabilitation works.
  • · Experience in managing construction and maintenance of Temporary Learning Space (TLS) and Safe Healing and Learning Spaces (SHLS) in emergency settings, rehabilitation of in School & Community WASH facilities and rehabilitation of education facilities (permanent schools)
  • · Demonstrated experience in managing labor and material at construction site.
  • · Knowledge of SPHERE standard and Project Cycle management is an asset.
  • · Experience of engineering software like Microsoft project, AutoCAD and basic computer skill has value. – Flexible and committed to work under pressure.
  • · Having demonstrated experience to work with government partners and structures is essential.
  • · Demonstrated experience in supervising construction works, especially emergency shelter, school rehabilitation & water supply system is an asset.
  • · Working under stressful conditions and ability to prioritize among urgent tasks under pressure and in team with minimum supervision.
  • · Experience in NGO in Emergency Shelter & WASH construction will be an asset.

Language Skills: · Very good interpersonal & communication skills (verbal and written) in English language.
