Overview Of The Position

DAI is looking to identify a Senior Technical Director / Deputy Chief of Party DCOP for an anticipated USAID-funded 5-year project in Ethiopia. This project will build on USAID’s ongoing work in Ethiopia to strengthen systems and provide support to ensure sustainable access to and appropriate use of safe, effective, quality-assured, and affordable essential health commodities through robust international supply chains, while building resilient local supply chains to sustainably support improved health outcomes.

The Senior Technical Director / Deputy Chief of Party DCOP will work closely with and report to the COP to provide technical oversight for the overall activity. S/he will oversee a sizable team, predominately national professionals, and short-term experts, in achieving project results. In the absence of the COP, s/he is expected to be the direct link with the COR.

This position is anticipated to begin early 2023 and is subject to project award and client approval.

Roles And Responsibilities

  • In coordination with the COP and working collaboratively with the team, provide technical leadership for the activity’s results and cross-cutting elements.
  • Provide technical expertise and guidance for overall program planning, technical and operational approaches (including adaptive management), and monitoring loops required for program delivery and success.
  • Manage a team of technical experts across project result areas (e.g., supply chain, pharmaceutical services, private sector engagement, financial sustainability, etc.)
  • Lead development of the activity’s annual work plans, annual and quarterly reports, and other requests that may come from USAID or DAI, reviewing all aspects of the program and progress towards delivering program outputs and outcomes.
  • Ensure submission of quality timely deliverables.
  • Provide overall coordination of the capacity strengthening of public and private sector institutions at the national and provincial levels to strengthen and expand access to and utilization of quality health supply chain services across the public and private sectors.
  • Build and strengthen relationships between and among DAI, USAID, other donors, policy makers, key program stakeholders, technical and implementing partners, national and local FP/MNCH networks disseminating accomplishments and key lessons learned.
  • Manage key risks related to the program, including compliance with USAID rules and regulations and DAI policies.
  • Ensure all actions and interventions adhere to USAID and DAI technical guidance and align with global best practices, including the training of staff as required.
  • In the absence of the COP, represent the program with USAID, Government of Ethiopia, donors, partners, and other key stakeholders supporting similar interventions.

Minimum Qualifications

Additional responsibilities may be assigned as business needs evolve.

Equivalent combination of experience and education will be considered.

  • Master’s degree or advanced degree in public health, business administration, supply chain management, international development, or related field.
  • Minimum of 10 years of demonstrated successful leadership in managing large, complex programs in a similar country context which includes experience as a DCOP or similar role of donor-funded health program, preferably in Ethiopia.
  • Substantial technical experience with projects related to supply chain management, pharmaceutical services, and health systems strengthening, particularly those related to the implementation of reproductive health, MCH, HIV/AIDS, and malaria programs
  • Extensive international supply chain experience focusing on continuous quality improvement focused on health commodities, with a preference for an in-depth understanding of Ethiopia’s health supply chain.
  • Demonstrated knowledge of private sector supply chain management, transportation, logistics, and warehousing best practices.
  • Experience working with and providing data and inputs related programs and LMIS systems as required by the client.
  • Demonstrated understanding of USAID’s Private Sector Engagement policy, private sector health systems, innovative finance, and public-private partnerships.
  • Proven ability to cultivate effective working relationships to engage with the senior government and its counterparts at the national and sub-national levels, as well as other key stakeholders such as donors, other implementing partners, NGOs, civil society, academia, and the private sector.
  • Extensive knowledge of USAID policies, procedures and approaches related to project design/implementation, budgeting, monitoring and evaluation.
  • Ability to establish and maintain working relationships with internal/external business partners and government agencies. Demonstrated strong networks within the private sector and development industries.
  • Ability to work under pressure and deliver under tight deadlines on a continual basis.
  • Excellent organizational, analytical, interpersonal, and oral and written communication skills.
  • Fluency in English required, working knowledge of Amharic desired
