Job Description

PATH’s team in Ethiopia and colleagues from PATH Headquarters in Seattle are now undertaking an assessment of Ethiopia’s Health Information Systems Information Revolution at the subnational level. In 2016, the Ethiopian Ministry of Health (MOH) developed the Information Revolution (IR) Agenda, as one of the health system transformation agendas of the country’s first Health Sector Transformation Plan (HSTP I). The IR agenda seeks to implement a culture of information use and digitization supported by a functional health information system and has its own road map for effective implementation, the IR Roadmap.

The primary goal of project is to assess the current state of implementation of the IR Roadmap and the progress towards the goals of the IR agenda at the sub-national level in Ethiopia. The assessment proposed will review the in-depth work and collaborations that have taken place over the past 5 years to advance the objectives of the IR agenda. Outputs from the assessment process will provide information on regional progress, helping to inform future needs and ongoing work to address identified gaps and advance progress.

PATH seeks to recruit a Senior Program Assistant, to support Assessment of Ethiopia’s HIS Information Revolution at the Sub-National Level. The Program Assistant will work very closely with the Ethiopia based team as well as the Sr. MEL Advisor and other members of the Digital and Data Team in the USA to ensure project activities are well coordinated and stay on track. They will work with the Project’s Research Coordinator to provide administrative assistance in the coordination of project activities. The incumbent will be responsible for providing financial, administrative and program support to the Digital and Data program team.

Key Responsibilities

  • Provide administrative support in the preparation of project work plans, budgets and proposals and project implementation arrangements,
  • Follow up with the team on the regular update of the monthly and quarterly deliverable tracking tools,
  • Assist in processing project agreements, subcontracts, and consultant agreements,
  • Undertake all logistical, administrative, and financial arrangements for organization of meetings, workshops, trainings, and different events,
  • Make travel arrangements for the project team, including travel advance and settlements, air ticket booking, and vehicle booking,
  • Create requisitions (RQ) for procurement of goods and services and follow-up with procurement for delivery of goods and services,
  • Support the registration of new contracts and vendors and ensure expenditures are aligned with budget lines,
  • Provide administrative support in the synthesis of lessons learnt and best practices related to project management,
  • Assist the team in holding regular project team meetings and take minutes of the meetings and follow-up with the team members on implementations agreed action points,
  • Keep an updated physical and digital archive of all project documentation/ knowledge products,
  • Perform other job-related duties as assigned.

Requirements

Required Experience

  • Degree Accounting, Management, Business Administration, or related field with at least 5 years of experience
  • Excellent communication and computer skills
  • Experience working with International NGOs
  • Ability and willingness to travel as this position entails a travel up to 30% of time.
  • Articulate communicator, excellent written and verbal communication skills with strong interpersonal and presentation skills.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and other Microsoft packages,
  • Strong organizational skills, ability to work independently
  • Fluency in written and spoken English and Amharic.

Must have legal authorization to work in Ethiopia.

Duration of Employment: 6-9 months with possibility of extension based on availability of funding
