Program and Position Summary
The Ethiopian Agricultural Transformation Institute (ATI) has designed a program called “Agriculture-focused Dignified Employment for Youth in Ethiopia” (ADEY) to address youth and women unemployment and increase the participation of young people in the labor market, particularly in the agriculture sector. ATI has mainstreamed youth employment, gender equality, climate-smart, and nutrition-sensitive agriculture in all its programs and projects with the primary objectives of increasing access to sustainable and inclusive job opportunities for youth, inclusivity, and the sustainable use of natural resources while building resilience capacities to shocks at all levels.
ATI, among others, currently works with more than 3 million smallholder farmers (540,300 are women and youth) engaged in the Agricultural Commercialization Clusters (ACC) and digital agriculture programs designed to improve production and productivity while supporting other actors along the value chain. Taking ATI’s reputable experiences, the ADEY program is designed to create inclusive and dignified work opportunities for over six hundred thousand youth. Livestock is one of the major pillars of ACC initiatives identified for the ADEY program based on its potential and job creation opportunities. The major intervention areas of the ADEY program are: enhance skills and mindsets of young women and men through technical and business skill development; increase access to agricultural inputs for production and marketing enterprises; introduce youth-friendly and cost-effective agricultural production practices and technologies; establish young people owned micro, small and medium agro-processing and value addition enterprises; increased access to inclusive financial products tailored to the needs of young people; enhance access to market tailored to the needs and capacities of young people and create an
The Senior Procurement Officer is responsible for executing and facilitating procurement of goods, services and works required for the ADEY Program in accordance with the ATI and the donor policies and procedures. He/she will also assume responsibilities to execute procurement services for other ATI programs and operations as assigned by the procurement manager. The position holder will directly report to the Procurement Manager and to the ADEY Program Director in a matrix. She/he will closely work with the procurement, ADEY and other program teams at the head office and the regions.
Major Duties and Responsibilities
Support and closely work with the procurement manager, ADEY and other programs and operations directors to ensure effective delivery of procurement services.
- Review Specification for goods/Terms of Reference for service before commencing the procurement process for their compliance requirements.
- Actively involves in the preparation of consolidated ATI`s procurement requests and detailed procurement plan.
- Actively takes part in the Procurement team in performing risk management regarding supply contracts and agreements.
- Actively involves in managing the procurement team including setting targets and monitoring performance.
- Provides support to procurement officers in preparation of bidding documents, bid evaluation proceeding and contract documents preparation.
- Prepares procurement evaluation reports to Procurement Endorsing Committee
- Regularly updates procurement status on the ERP to make sure Service Level Agreements are met.
- Prepares and submits periodic procurement status reports on timely basis.
- Assist in the identification of new work areas including the sourcing of new suppliers, methods.
- Updates vender list periodically to meet the requirements of the ATI.
- Follows up the implementation of procurement contracts and other additional contracts as per the request from the immediate supervisor.
- Performs any other duties assigned to him/her as deemed necessary by his/her immediate supervisor.
- Procurements Supervision, including day-to-day progress monitoring, reviewing deliverables, assessing progress, and contributing to supervision documentation.
- Prepares and facilitates training on procurement. And,
- Examine and re-evaluate contract agreements and report to a concerned Procurement Manager /Director when there are any deviations.
About You
Required Qualification, Competencies, and Experience
- Minimum Bachelor’s degree in logistics and supply chain management, procurement and supply management or other related studies.
- At least 6 years (with Bachelor’s) or 4 years (with Master’s) of related experience.
- Knowledge and experience of Government, World Bank, USAID, UN Agencies and other donors’ procurement procedures and practices.
- Experience working in donor financed project(s) is a plus.
- Good knowledge of ERP is a plus.
- Experience in collecting and analysing procurement data.
- Excellent interpersonal communication and ability to establish and maintain effective working relationship.
- Ability to work in a multi-cultural environment.
- Ability to work independently and as a member of a team.
- Willingness to travel to regions to provide supports on procurement services.
