Job Description


The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We work in crises across more than 31 countries, providing emergencies and long-term assistance to millions of people every year. We stand up for people forced to flee, advocating their rights. NORCAP, our global provider of expertise, helps improve international and local ability to prevent, prepare for, respond to and recover from crises. NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

Responsibilities

This position is for applicants with citizenship from member states of AU only.

Main Duties and Responsibilities

  • Provide support in the preparation and Implement the programmes developed out of the Unit’s strategic plan;
  • Ensure effective coordination and implementation of Unit’s plans and activities at various levels;
  • Liaise with Member States, Regional Economic Communities (RECs), and other relevant stakeholders on relevant matters;
  • Prepare and develop reports, budget and work programmes related to the functioning of the Unit;
  • Manage and supervise direct reports to ensure their effective performance as per organization’s performance management policy and system;
  • Conduct complex analysis and generate accurate reports in a timely manner for the Unit and AU’s internal use;
  • Liaise with the various Departments/Units of the Commission for coordination and alignment purposes;
  • Actively contribute in the development of strategies, policies, programmes and plans.

More specifically, the successful candidate will do the following:

  • Support the planning, implementation and review of all aspects of activities, programmes and projects for the attainment of the Silencing the Guns Initiative within the new decade (2021-2030);
  • coordinate with the designated Focal Points within the respective RECs for the purpose of the implementation of the five aspects of the  AU Master Roadmap;
  • Design Initiatives and Contribute in collaboration with the relevant stakeholders to the elaboration of regional and national action plans for silencing the Guns Initiative within the framework of the implementation of the AU Master Roadmap on silencing the Guns, as well as on the implementation of the Monitoring and Evaluation Mechanism of the AU Master Roadmap;
  • Support the implementation of the communication plan that clearly indicates stakeholders, messages, tools, products and channels, timelines and budgets;
  • Prepare statements/speeches/talking points for the Coordinator/Director/Commissioner/High Representative’s meetings;
  •  Provide monthly updates to the leadership of the Department  on peace and security landscapes/ issues related in Africa;
  • Draft Reports and briefing on activities conducted within the framework of the implementation of the AU master Roadmap on silencing the Guns and its M&E Mechanism;
  • Drafts the end of the year reports  for the attention of the AU Officials and Policy Organs;
  • Carry out any other tasks that may be requested by the supervisor within his/her area of expertise.

Qualifications

Qualifications and Experiences Required

  • Master’s degree in business or public administration, management, political science, social sciences, communication and journalism, international relations or other related fields from a recognized university; with 7 years of experience at  political science, international relations, communication,  law, disarmament, security, development management, conflict resolution or related area is required.
  • Candidates who do not hold a Master’s degree as described above can meet the education and experience requirement with a University Bachelor’s degree in business or public administration, management, political science, social sciences, communication and journalism, international relations or other related fields with 10 years of experience at political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

  • Knowledge of African Union Agenda 2063 and its flagship project of silencing the guns is desirable.
  • Proficiency in one of the AU official working languages (French, English,) and fluency in another AU language(s) is an added advantage.
