Job Description


The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. The IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. We began work in Ethiopia since 2000 and currently implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview:

The Senior nutrition Officer will be primarily responsible for supporting TSFP activities response and implementation in Somali region (Hargelle and Chereti). In addition, Senior Nutrition Officer is responsible for coordinating and guiding a team working on TSFP services as well as responsible for accurate planning, coordination, supervision and monitoring of project activities. With the health and nutrition manager, he/she will select, train, and supervise Nutrition Officers. Senior nutrition Officer will report to the health and nutrition manager.

Major Responsibilities:

  • Ensure implementation of TSFP response project through planning, supervise progress against grant work plan and on time delivery of TSFP response activities.
  • Prepare regular update and share to direct supervisor and other department staff
  • Ensure that the goals and objectives of the project are met as per the project proposal, work plan and M & E Plan
  • Work closely with the Nutrition officer, NA, NOW and WoHo to develop distribution plans, including estimating the expected number of clients.
  • Take charge of planning and coordinating field-level TSFP activities, which include tasks such as preparing and estimating administrative costs for direct distributions. Additionally, submit operational requests to the program manager.
  • Prepare distributions plans providing estimates of the proposed number of beneficiaries and how distribution shall be affected.
  • Timely submission of the Food Distribution Plans to WFP for approval.
  • Lead the scoping/distribution planning community sensitization missions.
  • Prepare all TSFP tools required prior to each distribution and alert volunteers/ensure they are trained to undertake distributions.
  • Prepare food returns documentation from direct distributions- explained and documented
  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
  • Perform any other related duties as required.
  • Conduct TSFP and other nutrition-related training for HEWs and Health Development Army (HDAs) and Health workers in the Woredas.
  • Liaises and creates strong linkages with zonal and Woreda partners implementing project activities in the targeted Woredas.
  • Represent IRC in coordination meetings, workshops, task force meetings, in the woreda.
  • Helps in conducting workshops, trainings, and presentations on the project activities for Woreda TSFP staff as per the project.
  • Ensure quality of TSFP service provision in nutrition sites according to MOH, WFP, WHO or international standards through communication of standards, assessing and monitoring performance against standards and guiding and motivating staff to meet and maintain standards.
  • Provide mentorship and supportive supervision.
  • Identify performance gaps and design interventions and develop action plans to manage activities and improve quality of services.
  • Maintain documentation of relevant information and communicate with decision-makers when necessary.
  • Provide timely updates to service providers on TSFP guidelines
  • Establish and adhere to supervision schedule.
  • Follow all IRCs standard grant Management tools as recommended by the Jigjiga and Addis Ababa based H&N unit and M & E unit.
  • Ensure that all activities are implemented according to the work plan and that targets are met.
  • Work closely with the Health and Nutrition Manager.
  • Track woreda level expenditure monthly and report appropriately.
  • Monitor the implementation of the project activities daily and develop action plans in collaboration with the health officers.
  • Ensure that the stated goals and objectives of the project are met.
  • Maintain the quality of TSFP services and TSFP service data.
  • Supervise nutrition officers in target woredas.
  • Apply staff performance evaluation on time and standard quality manner and contribute for staff development plan.

Safeguarding Responsibilities:

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office].
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

About You

Job Requirements:

Educational Requirements:

  • BSc/MSc or equivalent experience in Nursing, public Health /MD
  • Minimum work experience of 2 years for BSc, 1 year for MSc/MD.

Preferred experience & skills:

  • Meets timelines for all reporting and delivery of outputs.
  • A results-based attitude, as well as excellent organization skills.
  • Excellent digital literacy, with a good knowledge of MS-office Windows including Word,
  • Demonstrated behavior of professional and personal ethics, clarity, and willingness.
  • Basic supervisory/managerial skills with strong inter-personal skills.
  • NGO experience in emergency health response project activities is preferable.
  • Demonstrable experience in working with communities in participatory approaches and capacity building of health centers.
  • Ability to plan, coordinate, and supervise implementation of health emergency intervention projects.
  • Good technical and report writing skills with computer skills and knowledge.
  • Excellent written and verbal skills.
  • Self-motivated, honest, highly responsible, punctual and ability to constructively address gaps and weaknesses.
  • Proficiency in handling pressure in remote locations and a deep understanding of the cultural nuances specific to the local area.
  • Excellent communication skills as well as an overall ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; proven track record to prioritize and deliver on time.
  • Strong analytic problem-solving skills
  • Excellent working both independently and in a dynamic, cross-functional team structure.
  • Highly proficient in Microsoft Office suite
  • Demonstrated ability to work effectively with partners.
  • Ability to manage and work through change in a proactive and positive manner.

Language Skills:

  • Excellent verbal and written communication in English.
  • Knowledge of Local Language is advantageous .

Certificates or Licenses:

  • Renewed professional license.
