ROLE PURPOSE/PROFILE:

Senior Monitoring Evaluation Accountability & Learning (MEAL) Specialist is responsible to lead and coordinate the Monitoring and Evaluation, Accountability, Review and Learning (MEARL) activities for LIWAY and top up EKN funded project, specifically for the skill market system that implemented by Save the children consortium member. The Senior MEAL Specialist is responsible for providing technical and strategic advice of MSD program design, monitoring and result measurement techniques and system. In addition, the senior specialist is responsible to work with other MEAL advisors of the consortium members (based in SNV, Mercycorp and Technoserve) of the program and directly work with the senior MEAL expert of the lead consortium organization that serve as hub for the rest of the consortium organizations.

The senior specialist offers guidance and advises to the technical team members (senior MSD specialists) of the skill market system in the design, implementation and monitoring of more than 18 systemic interventions that are implemented by more than 20 partners. S/he is responsible to develop and share various monitoring and evaluation tools and system than can be applied by the program technical team and strategic partners. He develops the result measurement and management systems, approach and tools following the DCED standards, lead the development of results chains and indicators for program and each intervention, baseline survey and end line evaluation. He ensure LIWAY skill market system MRM tool and system is aligned with the SCI country office MEAL system and with consortium organizations. Furthermore, S/he is also responsible to take leadership in the assessment, planning, implementation and monitoring of program phases. The position holder is responsible for coordinating assessment, making analysis and presenting the findings to relevant stakeholders for decision making.

SCOPE OF ROLE:

Reports to: Directly to Team Leader of the program in Save the children. At the same time, the incumbent will closely work with country office MEAL TA team and Senior MEAL experts in the consortium.

KEY AREAS OF ACCOUNTABILITY:

  • Provide strategic advice and guidance to senior MSD team and partners in the development and application of Monitoring and Result Measurement (MRM) tools and system
  • Lead and coordinate the development and implementation of the result measurement techniques in MSD lens.
  • Ensure the MRM tools and system and application is in line with gender and women empowerment framework.
  • Coordinate and supports the design, reviews and updating of the result chains for program in general and for existing and pipeline systemic interventions.
  • Coordinate and supports the development of indicators for each results chains, each intervention and overall program.
  • Facilitate the baseline, mid and end-line surveys.
  • Lead the documentations, reviews and sharing of key results and learning along the intervention and program cycles.
  • Facilitate periodic program reviews and learning forums, ensure proper documentations of findings and learning.
  • Ensure that MEARL provide ongoing evidence and inputs for improving intervention result chains
  • Ensure preparation of program reporting for member organization, donor, lead consortium organization and government partners.
  • Develop and share program ongoing learnings and case studies to organization, consortium members, market actors and concerned government counterparts
  • Facilitate supportive supervision of Addis Ababa government signatory bureaus
  • Facilitate experience sharing for program team and key stakeholders including the government experts
  • Design system and contextually appropriate MEARL implementation strategies to make the system functional and contribute for project quality.
  • Ensure the project is using Quality Benchmarks as part of their day to day implementation and quality monitoring practices
  • Ensure functional accountability mechanisms are in place as the four pillar of accountability (Information sharing, participation, establishing and implementing Compliant and Feedback Mechanisms (CFM), and staff capacity building).

QUALIFICATIONS AND EXPERIENCE

  • BA in relevant fields including  evaluation and research, statistics, business management and Administration, Economics, Marketing, Entrepreneurship and other related fields
  • At least 10 years’ direct experience in result measurement and management;
  • Experiences in monitoring and result measurement of MSD program is preferable
  • Experience in research, data analysis and management;
  • Experience of working in NGOs, public and private sector development;
  • Experience in urban programmes, youth and women economic empowerment;
  • Experience in Making Markets Work for the Poor (M4P) approach is a benefit.
  • Proven skills and knowledge in result measurement and management system, tools and approach including problem analysis, objectives and indicators setting, risk management a plus value.
  • Very good understanding of market system diagnoses and development a plus value
  • Strong analytical and operational knowledge on monitoring and evaluation related market systems.
  • Strong ability to communicate effectively in oral and in writing, work independently and as part of the team, and work effectively with co-workers, partner agencies and the private sectors;
  • Computer proficiency in MS word, excel, and power point other data management tools.
