Job Description


Reports to: Senior Human Resource Manager

Team: HR Management and Development Team

Duty Station(s): Head Office – Addis Ababa

JOB SUMMARY:

The Senor Human Resource Officer is responsible for executing end to end recruitment and selection processes and functions and provide support in handling staff relation activities incompliance with the policy and procedures of Agricultural Transformation Institute. The Senior HR Officer is required to contribute to the development of HR strategies, policies, and procedures. Senior HR Officer is also responsible for maintaining and updating all recruitment and selection and employees records and database in hardcopy and Softcopy.

This position will officially report to Senior HR Manager

MAIN DUTIES AND RESPONSIBILITIES:

Planning

  • Contribute for annual HR plan preparation and implementation
  • Supporting Senior HR manager for weekly recruitment and selection scheduling
  • Contribute to the development of succession plan
  • Develop and review talent sourcing and recruitment strategies to attract best candidates.
  • Take part in the development of HR strategy and implement accordingly.

Recruitment and Selection

  • Schedule screening and selection timeline in consultation with the respective hiring manager as well as candidates.
  • Promote and enrich competency-based interviewing techniques
  • Ensure ATI has diversified workforce through attracting from diversified sourcing channels.
  • Screen and long list potential candidates and share to hiring managers for shortlisting.
  • Facilitate, coordinate interviews and assessments this includes communicating shortlisted candidates, administering written tests, etc.
  • Compile and upload interview assessment results through the IT System, follow-up the approval and communicate with the Sr HR manager for the next step.
  • Following up with and supporting new recruits till they join their team.
  • Ensure that the job descriptions and person specification/ToR of positions are updated to accommodate changes/updates in the roles and responsibilities.
  • Maintain database of ToRs/Job descriptions and regularly update with the revised version and new jobs.
  • Verify candidate background by conducting internal, external and HR reference checks.
  • Communicate all interviewed candidates about the interview result in timely manner.

Staff Relation

  • Provide comprehensive HR service to a multi – disciplinary work force and advises employees on ATI HR policy and procedures, employment law and practices.
  • Participate on compensation and benefit package surveys and manage staff salary and benefit packages including medical scheme.
  • Participate in Job analysis, job evaluation and grading processes.
  • Participate in and contribute to the development and review of HR policies, procures and guidelines.
  • Consistently and fairly implement HR policies, procedures, and process across the organization
  • Issue employment contracts, contract extensions, promotions, salary adjustments and terminations as appropriate.
  • Support staff medical reimbursement in collaboration with insurance broker and insurance company.
  • Facilitate pension registration or updating following employment and send the document to Pension Authority on time.
  • Manage employee annual leave planning, utilization, and transfer as required.

Documentation

  • Develop ex-ATI employees and potential candidate’s roster for easy reference for future need
  • Make sure that personnel files and records for new hires are created both in hard copy and ERP in timely manner.
  • Ensure the personnel files consists of the required documents such as new hire requests, ToR, employee CV, assessment results and panel approval, conditional offer, reference checks, medical & forensic confirmation letters, clearances, work certificates, completed personnel forms, employment contracts, job description and any other relevant personnel documents.
  • Perform other duties as requested by the Senior HR Manager

Job Requirements

Education : Master’s or bachelor’s degree in human resource management, Management, or Business Administration.

Experience : Minimum of four years (for Master’s) or six years (for Bachelor’s) of directly related experience in human resource management, recruitment and selection, employee relations in a dynamic, digital system and complex working environment. Experience in an international organization, or big private companies.
