About Job

HELVETAS is looking for Senior Finance and Compliance Officer who will be responsible for accounting of the financial transactions at the program office and perform the analysis and coding of transactions to the correct cost center and budget lines. Review financial report of partners and review of financial documents, systems and procedures of partners and sub-granites.

The position holder will be responsible for accounting of the financial transactions at the program office (PO), perform the analysis and coding of transactions to the correct cost center and budget lines, ensure timely updating and accounting software/Banana Accounting, performing reconciliation of bank accounts and follow-up the timely liquidation of balance sheet.

Check monthly financial reports of project offices for accurate booking of transactions to the correct accounts, costs centers and budget lines. Advise field offices to make necessary corrections/adjustment to bookings; check the bank and account reconciliations of the field offices and advise any correction and adjustment.

Compliance Tasks: Review financial report of partners to PO in view of the terms and conditions of grant agreements signed with HELVETAS or/and donors; and pay regular visits to partners and project offices to carry out internal review of financial documents, systems and procedures being followed and report on the finding and follow up implementation of recommendations. Check procurement documents at PO for compliance to the established procedures in the FM.

  • Review financial report offices and ensure the reports met internal QA parameters.
  • Handle budget spending monitoring, budget review, and variance analysis of assigned projects.
  • Perform internal budget revision and alignment processes.
  • Perform payroll analysis and allocation of performance costs across projects.
    Conduct due diligence analysis and report regarding prospective partners.
  • Ascertain capacity gap and support requirement of both existing and prospective partners.
  • Regularly review compliance of implementing partners to the agreed conditions regarding financial management and reporting.
  • Check and validate partners financial reports for completeness, accuracy and allowability of cost.
  • Conduct quarterly reconciliation of partners accounts and take corrective measures.
  • Conduct self-assessment and risk control measures concerning project offices.
  • Ensure the correct application of financial tools and procedures of donors related to assigned projects.
  • Prepare financial report to donors for review.
  • Visit partners and project offices for document and compliance review and report on findings.

Additional Information

Contract Duration: Indefinite period

Salary: from CHF 1,180 up to CHF 1,697

Requirements

Qualification, Experience, and Skills:

  • A minimum of BA degree in accounting
  • 8 years of highly relevant working experience on senior finance and compliance roles, work experience in international NGO and donor agencies is advantageous.
  • Possess high integrity and professionalism in the discharge of roles and responsibilities
  • Advanced skill in the use of excel and skill in working with accounting software
  • Good command of English language (written and spoken)
  • Ability to communicate effectively
  • Ability to handle stress, work under pressure and deliver excellent quality reports
  • Possess excellent intercultural mediation
  • Willingness to travel extensively to project and partner offices.
