Job Description


HELVETAS Swiss Intercooperation Ethiopia is a registered charity operating in the working areas of Rural Infrastructure, Natural Resources Management, Support to Civil Society Organizations and Local Government, Skill Development and Education, and Emergency Responses. Job Summary

The position holder will be responsible for ensuring the country office is informed on the extent to which our interventions are affecting the lives of the targeted populations, he/she will provide evidence-based information on the positive and negative impact that our interventions are having, ensures quality data collection, collation, analysis and reporting to stakeholders and (back-)donors, and supports effective learning across the organization and with partners which influences our course of action and strategic direction.

Specific Tasks:

1         M&E at Program Level

1.1         Promote all aspects of MEL to support the creation of an organizational culture which prioritizes quality programming, including alignment with HELVETAS Strategic Framework;

1.2         Build strong relationships with colleagues and provide support as required to ensure MEL system is understood and supported at country office level;

1.3         Support establishment of result framework to monitor the Country Strategic Plan including key indicators taking into account Gender and Social Equity, and tracking of data across projects to establish the broader impact from all interventions on beneficiaries as well as systems changes; and

1.4         Participate to the Country Annual Report(s) and oversee timely submission of project reports.

2         M&E at Project Level

2.1      Provide leadership, motivation, guidance and technical support to the project-based MEL staff;

2.2      Provide technical supervision of the project-based MEL staff through regular contact, field visits and meetings; and

2.3      Support the use of the Theory of Change in project design, delivery and evaluation;

2.4      Contribute with technical staff in proposal development particular the log frame, results framework and MEL budget;

2.5      Support project staff to apply participatory tools for monitoring and evaluation of project activities as agreed in proposals;

2.6      Lead planning, implementation and follow-up of project evaluations (ToR, baseline, midterm, end-line, capitalization of experiences, real time evaluation in case of humanitarian response, etc.);

2.7      Identify training needs of staff and conduct trainings to address the capacity gaps, in collaboration with their project manager.

3. Promote Accountability

3.1 Contribute to improvements in country policies and procedures to enhance effective accountability mechanisms;

3.2 Ensure that all staff fully understand and promote accountability to stakeholders, (back-)donors and the community; and

3.3 By facilitating information sharing with key stakeholders, including beneficiaries, ensure that HELVETAS promotes transparency and participation throughout all stages of implementation.

4. Promote Learning

4.1  Lead the development and implementation of Knowledge Management strategy in collaboration with HO and the Knowledge & Learning Team (K&LT) of Helvetas Ethiopia;

4.2 Develop a clear learning agenda and inclusive process for learning and reflection, which informs planning;

4.3  Promote participatory learning processes with partners and relevant actors including communities;

4.4  Work closely with the HO KM Coordinator to contribute to learning across the region;

4.5 Communicate top level learning / analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis to scale up and face operational challenges.

Job Requirements

  • Master’s Degree in Social Sciences or related field with at least 5 years relevant experience in development cooperation;
  • Sound knowledge and experience in the concepts and application of theory of change, results measurement and monitoring systems;
  • Coaching and mentoring of other professionals on monitoring and evaluation systems development;
  • Proven experience in supporting learning programs and organizational dialogue;
  • Proven ability in accountability towards external audiences and working with government and external support agencies on dissemination of development results;
  • Strong conceptual thinker and coach with excellent reporting and writing skills (English);
  • Result-oriented personality meeting deadlines with conceptual and analytical strength;
  • Ability to work with data sets and information sources with pragmatism and able to work in teams as well as independently;
  • Strong competence in cross sector communication (in particular good listeners and advisor. Strong team leader;
  • Good practice in Microsoft Office Products (Word, Excel, PowerPoint; Outlook) and other appropriate information technologies.
