Job Description


The Government of Ethiopia has received financial support from the World Bank to improve the delivery of primary health services. A key sub-component of this new Primary Health program is to strengthen Ethiopia’s Civil Registration and Vital Statistics Systems (CRVS) as a robust and well-performing CRVS Information System is essential for sound maternal and child health information and management. The CRVS program component will support the improvement of the CRVS system across the Immigration and Citizenship Service (ICS), the Ministry of Health (MOH), the Ethiopian Statistics Service (ESS), Refugee and Returnee Service (RRS) and Regional Vital Events Registration Agencies (RVERA).

The CRVS program aims to design, develop and implement a new digital and interoperable CRVS system in Ethiopia to replace the current largely paper-based system . The program will also support capacity building, social and behaviour change communication, coordination, monitoring and evaluation (M&E).. The project will ensure continuous provision of civil registration services in conflict-affected areas and for refugees, internally displaced persons, and pastoralist population groups. It is also envisioned that civil registration services will be linked to various social and identity services.

For the proper functioning of the mentioned activities, a Project Implementation Unit (PIU) is to be established at ICS which is responsible for the administration of the project fund, procurement activities, planning, preparation of TORs, evaluation of tenders, awarding contracts and monitoring of project activities. For the effective implementation of these activities ICS is seeking a CRVS Project Manager to oversee and coordinate all CRVS-related activities in the project.

OBJECTIVES

The objectives of this post are:

  • to strengthens ICS’ capacity to plan and implement project activities,
  • liaise with the Ministry of Health and federal and regional civil registration agencies for the implementation of project-related activities
  • utilize funds according to the approved work plan and ensure that all activities are carried out according to the specified timeline and within the allocated budget
  • ensure timely project performance reporting.

SPECIFIC TASKS / ACTIVITIES

The CRVS Project Manager will report directly to the Director General of ICS and shall carry out the following activities to ensure efficient and effective implementation of the project:

  • Plan, implement, monitor, and evaluate the project in close consultation with all concerned stakeholders,
  • Coordinate and monitor the execution of approved activities, the performance of indicators, and their outcomes
  • Manage and supervise staff reporting to him/her on all aspects of the project,
  • Monitor the performance of staff reporting to him/her,
  • Carry out routine supervision visits as required
  • Apprise the Director General of ICS on issues which require timely intervention,
  • Prepare project quarterly progress reports,
  • Participate in technical committee & other CRVS related meetings related to the project,
  • Liaise with the World Bank Country Office,
  • Facilitate the planning and execution of supervision missions,
  • Collaborate and liaise with concerned stakeholders,
  • Respond to all project management related issues (such as: technical queries, gaps, feedbacks and challenges) in consultation with the Ministry of Health and other relevant stakeholders
  • Participate, as necessary, in bidding processes for civil works, goods and services,
  • Participate in meetings pertaining to the project, including technical support during World Bank missions.
  • Assist in organizing, facilitating and delivering training to identified stakeholders and implementers
  • Keep an updated registry of all assets purchased under the project, making it accessible for internal and external audits
  • Liaise with the procurement team in the PIU in procuring goods and services, inspecting and certifying delivered goods and services
  • Prepare and follow-up on request for utilization of funds
  • Perform any other relevant tasks as delegated and required by ICS.

REPORTING

The CRVS Project Manager will report to the Director General of ICS,

CONTRACT DURATION AND REMUNERATION

The contract will be for one year but extendable depending on the satisfactory performance and the need as of business continuity,

The manager will be based in Addis Ababa and travel as necessary to regional Vital Event Registration offices.

Salary will be negotiated based on qualifications and experience.

QUALIFICATION AND EXPERIENCE

The CRVS Project Manager should have extensive CRVS expertise, in-depth knowledge of and in-depth knowledge and experience of the national civil registration process, coupled with a good understanding of the legal, operational and human resource aspects. The CRVS Project Manager must apply his/her expertise to all steps of the CRVS processes and guide non-CRVS specialists working on the team to ensure developing solutions appropriate to the domain of CRVS.

  • Master’s degree in Demography, Information Technology, MBA, Project Management, Statistics or another relevant field,
  • At least 10 years of professional working experience preferably with experience in project management or coordination and monitoring and evaluation in different Programs and projects of which four years should be in areas of World Bank Supported Project.
  • Strong understanding of Ethiopia’s policy framework related to Civil Registration and Vital Statistics
  • Good knowledge of Ethiopia’s decentralized governance framework
  • Advanced level CRVS certification and/or knowledge and working experience of legal identity ecosystem is an added advantage.
  • Strong experience in monitoring and evaluation, including managing independent reviews and evaluations
  • Knowledge of project management tools and software
  • Good understanding of internationally financed development programs or World Bank guidelines and procedures,
  • Advanced level CRVS certification is preferred.
  • Must have good command in written and spoken in Amharic and English and excellent communication and presentation skills.
  • Strongly results-oriented and able to manage a complex and multi-faceted workload
  • Strong planning and budgeting skills
  • Excellent report-writing skills
