Job Description


The Save the Children Fund, commonly known as Save the Children, is an international non-governmental organisation that promotes children’s rights, provides relief and helps support children in developing countries.

ROLE PURPOSE:

The Sr. Consortium Manager will support emergency consortium project led by Save the Children. The Sr. Consortium Manager will serve as consortium focal point at Area level (Jigjiga) with all consortium head Area Offices and regional cluster coordinators to ensure Save the Children led ECHO HIP Consortium is fully aware of planning, coordination and implementation of ECHO funded project in the Somali Region. The Sr. Consortium Manager will coordinate with other similar mechanisms to avoid overlaps and duplication of efforts. Where appropriate make sure all consortium activities and approaches are harmonized during the implementation of consortia project. The Sr. Consortium Manager will closely work with field project team to ensure timely implementation of project activities according to the time frame provided..

KEY AREAS OF ACCOUNTABILITY:

  • Key relationship holder with the donor, clusters and consortium members
  • Interact with ECHO team in country
  • Will be responsible for the consortium as a whole
  • Provide leadership and strategic direction in the design and delivery of ECHO HIP Consortium.
  • Oversee the strategic, programmatic and technical elements of the sectors and ensure projects are well designed, delivered on time and on budget, are appropriately monitored and evaluated and delivered as expected.
  • Ensure that ECHO Consortium is delivering to communities in an integrated and unified way, which involves leading regular and appropriate forums for information exchange across and between programme sectors in Consortium management.
  • Provide technical leadership for the implementation of ECHO project in Health, Nutrition, FSL, and WASH is consistent with the country strategic plan and in line with the government and clusters strategy and guidelines.
  • Ensure integration and coordination among the various Consortium member’s agencies contributing to the overall goal of the Consortium through strengthening inter-sectoral collaboration.
  • Ensure high quality reporting (both internal and external) with accurate, reliable information and that reports are prepared and submitted in a timely manner according to the reporting timelines.
  • Strengthen the multisector team’s technical capacity of the team for effective project management through identification of training needs and putting in place capacity building and mentoring strategies.
  •  Ensure that all expenditure of the project is in line with activity and financial forecast and that all expenditure complies to Donor
  • Ensure gender is mainstreamed in each step of the implementation (starting from planning, beneficiary selection, disaggregated data during reporting and in the continuous implementation)
  • He/she is ultimate budget holder of the ECHO project
  • Ensure project compliance with donors’ regulations, and local government
  • With support from the Country finance team, review monthly Award, assess spending rates and budget forecasts
  • Ensure a timely pace of implementation in a challenging environment, with spending in line with budget forecasts.
  • Organize regular Consortium member’s meetings for dissemination of information on the project and discussion of how to strengthen elements of the project through collaboration
  •  Lead and coordinate in preparation of routine reports on all activities to donors and local government

 Proper team management.

  •  Upholds the image and values of SC at all times, Performs other related tasks as required and tasks assigned by the organization.

QUALIFICATIONS AND EXPERIENCE

Qualifications and certifications:

  • Master degree in development or other Project Management, social sciences or related fields.

Experience:

  • Recommended 10 years of relevant progressive experience, out of which 5 years in managerial positions. experience in a humanitarian environment including significant field operations experience running both emergency & development programs is required

Skills/Ability required:

  • Significant management experience working in emergency response or fragile state contexts, including direct experience in implementing cash transfer programmes, market analysis and economic recovery and Health and Nutrition programs
  • A previous experience of managing ECHO project is a significant added value
  • Previous experience of managing consortium project
  • Previous first phase emergency response experience is essential
  • Previous experience of managing large team
  • Experience of and commitment to working through systems of community participation and accountability
  • Demonstrated monitoring and evaluation skills
  • Ability to work both in an advisory and a hands on implementation capacity
  • Proven capacity to supervise, train and coach staff
