Job Description


The government of the Federal Democratic Republic of Ethiopia (FDRE) clearly recognizes that corruption hinders development, democratization and good governance endeavors. Hence, it has been striving to prevent and combat this socio-economic evil by designing various strategies. The anti-corruption endeavor in Ethiopia is part and parcel of the major reform programs launched in 1996 at national level. Those political, economic, and social reforms were launched to enhance the overall development of the Country and to strengthen the democratization and good governance endeavors throughout the country.

Responsibilities

  • Prepare financial work plan in consultation with Finance and procurement Executive and project Coordinator
  • Verify and ensure expense are within budget, check and verify against previous payments, and report to Finance Director and Project Coordinator;
  • Ensure all payments are carried out in accordance with government financial Manual, PIM & Tax regulations;
  • Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures;
  • Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements; and financial audits;
  • Collect monthly Bank Statement, Collect Bank Account General Leger for the respective month, Reconcile and identify outstanding cheques, payments and deductions, Prepare Bank Reconciliation, present for checking and approval, Follow up clearance of outstanding items of bank reconciliation;
  • Ensure/participate in the daily Recording/posting all vouchers;
  • Conduct quarterly budget variance analysis and prepare quarterly financial budget performance evaluation report;
  • Monitor budgets and expenditures and contribute to preparation of budget revision;
  • Liaise with FEACC Finance Director/Officer to ensure compatibility of the project financial books with FEACC;
  • Check the accuracy of recording of source documents, journalize code and post accounting data;
  • Prepare project financial reports, statement and submit to Project Coordinator for clearance and FEACC internal approval as required;
  • Prepare and submits timely and reliable Project financial documents and financial reports to Ministry of finance and other entities as required;
  • Establish a computer-based monitoring system for expenditures;
  • Check and ensure that all procurement process and expenditures of the project in accordance with the FEACC procedure. This includes ensuring receipts to be obtained for all payment;
  • Check budget lines to ensure that all transactions are booked to the correct budget lines;
  • Provide and interpret financial information;
  • Assist external/Internal auditors to facilitate their work on auditing, take the necessary audit recommendation/adjustments to be incorporated in the following accounting period;
  • Responsible for any financial tasks related to organization of conferences, workshops, forums, meetings and travels and all other World Bank project finances;
  • Perform other world bank financed program financial activities as required
  • Follow up timely submission of financial documents from regions, give professional assistance to regions, review, examine and take corrective action;
  • Report to the Project coordinator for any task related to the project; and
  • Additionally, perform other duties as assigned by the finance and procurement executives, as required.

Job Requirement

Education Background: BA/MA with Accounting or Finance and 10/8 years of relevant  experience respectively

Knowledge, Skills and Abilities

  • Basic knowledge of Donors/ non-profit accounting especially world bank funded projects/programs knowledges are advantageous
  • Desired: Knowledge of IFMIS systems and computerized accounting software
  • Excellent skills using Excel, familiar with other Microsoft programs including Teams
  • Skilled in explaining financial procedures to non-finance staff
  • Fluency in English and Amharic Languages both written and spoken English and Amharic , with strong interpersonal skills
  • Ability to maintain detailed records with high accuracy
  • Highly organized with good quantitative ability
  • Ability to prioritize and to manage competing tasks
  • Ability to act with integrity and maintain the highest ethical standards
  • Ability to maintain confidentiality of highly sensitive information

Salary(Gross) 17,850.00 ETB

Location : Addis Ababa, with frequent field visit
