Job Summary:

Responsible for all security and safety programs, plans and policies relevant to the project including detailed security procedures that comply with security policies. This includes emergency response drills and communication procedures for the project.  May provide security coordination for the projects in response to incidents, emergencies, and crises on behalf of the project.  Execute exercises, simulations, and test cases which the country office or program staff prepare for contingencies. Supports and administers organizational security plans and operations. Executes   procedures and processes to provide physical protection for personnel and company property and meet required codes and regulations. Compiles data for loss control and accident reports.

Responsiblities

Accountabilities:

  • Supports the Security Team to develop, manage, and coordinate organization-wide security programs to address a variety of needs and issues.
  • Interacts and coordinates with networks of security professionals and vendors to help safeguard the organization’s personnel, assets, and intellectual property.
  • Prepares risk and threat assessment reports and mitigation recommendations for internal use.
  • Participates in field assessments of new project implementation areas; documents the results using FHI 360 standard templates.
  • Helps develop and establish the Country Security Plan and other security policies and procedures.
  • Conducts security and political risk analyses.
  • Conducts security/risk management training for staff.
  • Following humanitarian principles, develops relationships with relevant authorities and community leaders to ensure access for ongoing programming.
  • Interfaces with all levels of staff across functional areas to include Procurement, ISS, Human Resources, and Contracts and Grants.
  • Monitors and analyzes the ongoing threat environment faced by the project and gathers and triangulates information regularly. under the direction of the Security Coordinator and/or Project Leadership, distributes threat warnings to all staff as appropriate.
  • Ensures appropriate risk mitigation measures are taken to respond to the threats or changes in threats; includes physical protection measures, safe working routines, movement restrictions, protection equipment and security staff provision, as required.
  • Oversees movement control and coordination for the project, transportation, and staff whereabouts for assigned geographic location.
  • Oversees any security provider contracted by the project to ensure contractual compliance and performance of their duties, and act as the focal point of contact with the security provider.
  • Escalates security incidents, violations, and recommended corrective actions, as appropriate, to senior management the Security Coordinator/Manager.
  • Ensures all new employee/contractor and visitors personnel receive appropriate security orientations and briefings.
  • Conducts routine security surveys and inspections of office and residential areas and premises; verifies all security devices such as locks, alarms, access systems and physical force protection measures are operational or reported for repair.
  • Ensure that firefighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary.
  • Ensures visitor access and vehicle control systems are effective and appropriate for the threat environment.
  • Required to assist with out-of-hours emergency response at the project, as required.

  • Ability to work with external agencies, including security counterparts in the host Government, United Nations, and peer INGOs

Supervision Given/Received:

  • Typically receives general instructions on routine work, detailed instructions on new projects or assignments.
  • Report to the Security Coordinator or Project Director.

Requirements

Education:

  • Bachelor’s Degree or International Equivalent in security and protective services.
  • Training in security management – security analysis, emergency planning, and disaster response preferred.
  • A diploma / associate degree from a recognized military or police academy in combination with additional years of qualifying experience maybe accepted in lieu of a first level university degree.

Experience:

  • Typically requires a minimum of 3+ years’ experience in developing and implementing security policies, procedures, and standards.
  • Experience in assessing security risks.
  • Experience in working with outside vendors.
  • Security Management or RedR certificate preferred.
  • Prior team lead experience preferred.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% – 25%
