Job Description
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.
Position Profile:
The Safety & Security Officer is responsible for overseeing daily security management of all ACTED premises and project sites, ensuring a permanent monitoring and assessment of the security situation, as well as reviewing and implementing ACTED security management guidelines and protocols. He/she will also advise the Project and Capital Safety and Security Department on all issues of safety and security and provide appropriate security training and mentoring.
S/he ensures the safety, security and integrity of ACTED staff, assets, premises and programs in particular by constantly monitoring and anticipating security risk, by designing and enforcing context specific risk mitigation rules and procedures, by ensuring MOSS compliance in all ACTED premises, by preparing and updating contingency and evacuation plans and by providing all ACTED staff with appropriate security training.
Key responsibilities:
1. Department management
- 1.2. Supervise and mentor guards and drivers in their respective areas of operation.
- 1.3. Make frequent filed visits to ACTED premises, sites to carry out performance assessments and provide constant support to the project team.
- 1.4. Maintain open lines of communications with all field staff.
2. Context Analysis:
- 2.1. Develop and regularly update the safety/security profile (with regards to the socio-economic, the criminality profile, the nature of crises climatic & seismic hazards and health risks)
- 2.2. Develop safety/security trend analysis.
- 2.3. Ensure internal incident tracking system is utilized properly: create safety & security incident database for ACTED programs and operations and perform incident mapping and analysis.
- 2.4. Fill in and regularly update the Safety/Security Risk Analysis Matrix (threat, likelihood, impact, level of vulnerability, level of risk)
- 2.5. Carry out security assessments of new ACTED areas of intervention or areas under Phase C
3. Develop and updated Safety and Security Plans, SOPs and Contingency Plans
- 3.1. Support the SCSO on the process of updating the Safety and Security Plan (CSSP) for validation by ACTED management.
- 3.2. Recommend changes in the Safety/Security Plan to Project Management.
- 3.3. Draft Standard Operating Procedures (SOPs) adapted to the local context in line with ACTED programs and operation’s needs.
- 3.4. Draft and regularly update evacuation and contingency plans in their respective areas.
- 3.5. Ensure preparedness to evacuation and contingencies (check contingency kits, first aid kits etc.).
- 3.6. Design and drill a security communication tree (warden system), emergency communication network, and provisioning of emergency supplies for field personnel.
4. Daily Safety & Security Management:
- 4.1. Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented in their operational areas.
- 4.2. Ensure that all field staff are fully cognizant of prevailing safety and security threats and fully advised on means to reduce their vulnerability to those threats.
- 4.3. Monitor the safety and security preparedness of staff and enforce staff compliance with internal safety and security rules and SOPs, ensuring they are communicated to all staff and understood.
- 4.4. Set up and control the implementation of mitigation measures and safety and security rules according to the local context.
- 4.5. Ensure compliance with Minimum Operating Security Standards (MOSS) and develop action plans for security upgrade.
- 4.6. Carry out security assessments of new ACTED facilities, ensure a standard level of facilities protection, and supervise guards.
- 4.7. Ensure their areas have adapted communication means, and ensure maintenance to support the Logistic team in . Ensure constant update of the emergency contact list and timely issuance of ID cards.
- 4.8. Ensure a proper level of preparation before movement on the field, ensure transportation means are adapted, ensure a good fleet maintenance, and set movement rules which are adapted to the local context to support the Logistic team and ensure operational follow-up of movements.
- 4.9. Ensure logistics follow a servicing and maintenance schedule for vehicles.
- 4.10. Spearhead security assessment missions prior to ACTED staff deployment to a new area and ensure minimum security standards are in place before their installation.
- 4. 11. Support and participate to assessment mission in phase C or D area.
5. Reporting:
- 5.1. Ensure weekly/monthly safety & security reports are completed and sent to ACTED Capital Safety and Security Department, providing timely updates of all situational and safety & security developments including investigation of incidents in their respective areas of operations.
- 5.2. Produce real-time incidents report (using ACTED reporting tools/forms)
- 5.3. Send updated ACTED programs and operations relevant safety/security report monthly basis to the Capital Safety and Security Department.
6. Training
- 6.1. Conduct ACTED programs and operations relevant safety and security briefing for each new staff joining ACTED.
- 6.2. Design safety and security training modules for the Capital Safety and Security Department and CD endorsement.
- 6.3. Determine training needs for ACTED project staff.
- 6.4. Train ACTED project staff to increase their awareness and sense of responsibilities.
- 6.5. Conduct any staff safety and security training that is warranted (HEAT, training to drivers and guards, evacuation drills, fire safety etc.).
- 6.6. Carry out investigations and capture lessons learned to be incorporated into future staff training.
7. Develop and maintain a safety and security network:
- 7.1. Actively participate in Weekly and Monthly Coordination Meetings in their respective areas of operation.
- 7.2. Create an information and communication network with other INGOs and stakeholders in the
- 7.3. Build strong professional relationships with UN agencies, local authorities, other NGO’s (local and international), and all relevant stakeholders in their respective areas of operation.
8. Ensure external representations:
- 8.1. Attend safety and security coordination meetings and update the Capital Safety and Security Department on current safety and security issues.
- 8.2. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the ACTED Code of Conduct, values and policies with regard to internal and external stakeholders.
Job Requirements
Qualifications/Skills Required:
- · At least 3 years of working experience in safety and security field with INGOs or national NGOs.
- · Good knowledge of the context and situation.
- · Extensive experience in security management and procedures.
- · Demonstrated communication and organizational skills.
- · Ability to train, mobilize, and manage both international and national staff Flexibility and ability to multi-task under pressure.
- · Ability to work well in unstable and frequently changing security environments.
- · Willingness to work and live in often remote areas under basic conditions.
- · Proven ability to work creatively and independently both in the field and in the office.
- · Advanced proficiency in written and spoken English.
- · Knowledge of local language and/or regional experience highly desirable.
- · High degree of responsibility and ownership of work.
- · Ability to prepare and write official reports.
- · Proficiency in Microsoft Office (Excel and Word) and power points.
