JOB PURPOSE

We are looking for Roving WASH Coordinator to provide technical support to the programme teams and oversee the implementation of WASH programming, across the Tigray region.

The Tigray Response Team is composed of national and international staff with wide experience in developing and implementing WASH, EFSVL, Protection and Gender programmes. The Roving WASH Coordinator will ensure the coordinated development and implementation of comprehensive WASH interventions for the Tigray Emergency Response. The WASH Coordinator will work directly with Oxfam’s and partners’ staff and other stakeholders to ensure accountability and demonstrate the impacts of the response interventions

To coordinate, develop and lead the implementation of Oxfam’s WASH interventions in the Tigray Emergency Response through strategic partnership management and direct implementation.

Location:  Mekelle with frequent travel in Tigray region, Ethiopia

Contract type:  Fixed-Term contract for 1 year with possible extension.

Hours of work:   37.5 hours per week. This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at the interview stage

 This role reports to:   Emergency Response Programme Manager

Staff reporting to this post:  PHE and PHP Officers

The annual budget for the post:  N/A

Key relationships/interactions:  Work closely with internal and external stakeholders including government in Tigray, and, consortium Agencies, and Oxfam program and support function teams including program quality and learning team at Addis Ababa level.

Screening checks:   All successful candidates will be screened through Refinitiv World-Check One to comply with counter-terrorism and financial sanctions regulations.

References:   Should you be successful and not already employed by Oxfam GB, we will require a minimum of two references covering five years of employment history.

DBS checks (for roles based in the UK):  It is a requirement in the UK for a new DBS check at an enhanced level for every new member of staff who works directly with or has regular contact with, children or vulnerable adults in the UK (consistent with DBS guidance and relevant law). N/A

 KEY RESPONSIBILITIES

 Project management

  •  Overall operational lead for the implementation of the WASH component of the Tigray Emergency Response
  • Provide professional and technical leadership to the WASH team (including partners future partners) including elements of Public Health Engineering and Public Health Promotion for programme planning and implementation.
  • Participate/Lead sectoral or multisectoral assessments relevant to the Tigray Response.
  • Ensure that WASH project activities are planned and implemented on time in line with contractual obligations and accountable approaches with communities.
  • Ensure appropriate design, construction and implementation of WASH hardware is undertaken according to technical standards (SPHERE, Oxfam WASH Minimum standards).
  • Ensure WASH interventions are designed and implemented taking into consideration safeguarding, safe programming and protection concerns.
  • Ensure that all work is carried out in a way that is sensitive to community needs and gender and protection issues. In particular to promote the full and equal participation of women in all aspects of the work.
  • Undertake regular capacity need assessment of WASH team including partners and provide capacity development support.
  • Track and manage WASH contracts, particularly Civil works and coordinate closely with the logistics unit so that contractual obligations and agreements are adhered to.
  • Collaboration and support logistics team for the timely procurement of WASH supplies and services.
  • Contribute to donor reports and funding proposals.
  • Contribute to SitReps and other reports/write-ups needed by the response.
  • Line manage staff in line with Oxfam policies, ensuring that they have the necessary induction, strategic guidance and management support.
  • Undertake other responsibilities as assigned by the line manager.

Coordination

  • Collaborate and support the MEAL team to ensure improved programme quality and accountability.
  • Work closely with the Regional Water Bureau and the Regional Health Bureau and their respective Woreda Offices in Tigray, Amhara and Afar Regions to facilitate and coordinate effective delivery of WASH actions; This will include significant coordination and sharing of information with the Bureaus.
  • Represent Oxfam in different WASH-related coordination platforms at various levels (e.g. WASH cluster) and actively contribute and influence; ensure timely delivery of external reporting requirement at regional level (e.g. 5W & 4W)

Job Requirements

Essential – Experience, Knowledge, Qualifications & Competencies

  •  MSc or BSc degree in public health promotion or public health engineering or with an excellent technical understanding and demonstrated experience in water sanitation, public health or any related field.
  • Minimum of 7 years of solid practical experience as a PHE or PHP specialist or Team Leader, and 4-5 years as a WASH Coordinator / Manager in humanitarian/development programme preferably in INGO
  • Significant experience in managing WASH programmes in emergencies and or developing countries, including, experience in conducting assessments and supporting analysis of results.
  • Experience with feasibility and risk assessments for WASH programming.
  • Excellent technical skills and practical experience in preparing technical drawings, designs, BOQs and estimates of water and sanitation infrastructure.
  • Demonstrated experience in coordinating /managing WASH programmes with large budgets and teams (multiple locations).
  • Excellent understanding and demonstrated experience of implementing integrated Public health engineering (PHE and public health promotion (PHP) strategies and interventions.
  • Demonstrated experience in integrating gender and protection into emergency response programmes and longer-term strategies.
  • Demonstrated experience of working with UN clusters, government authorities and implementing INGO partners.
  • A proven record of mentoring and capacity building of teams and partners in complex contexts.
  • Ability to work well under pressure and in response to changing needs.
  • Diplomacy, tact and negotiation skills and be cultural sensitivity
  • Excellent communication and cross-cultural management skills.
  • Sympathy with the aims and objectives of Oxfam.
  • Commitment to humanitarian principles and action.
  • Excellent command of Tigrigna and the English language.
  • Good people management skills

 Desirable

  • Experience of working effectively within a large international agency including, in Tigray response setting, previous experience with ECHO, OFDA, SIDA, GFFO, UNICEF projects would be an
  • Good understanding of other sectors such as EFSVL and Protection programming
  • Experience leading strategy development and needs assessments
  • Proven ability to synthesize and distil information from a variety of sources, to draw lessons from project documentation
