Job Description


The Save the Children Fund, commonly known as Save the Children, was established in the United Kingdom in 1919 to improve the lives of children through better education, health care, and economic opportunities, as well as providing emergency aid in natural disasters, war, and other conflicts. After passing a century, which it celebrated in 2019, it is now a global movement made up of 29 national member organizations which work in 120 countries.

SCOPE & PURPOSE OF ROLE:

In line with SCI’s dual mandate, these key areas of accountability apply to SCI Ethiopia’s work in emergencies (acute and chronic) and development settings and contribute to strategic program development, fundraising, external & internal engagements and reports, learning and knowledge management, Technical Support and Program Quality

Reports to: Senior WaSH Advisor

Staff reporting to this post:  Provide coaching and mentoring support to operational and other technical colleagues and local partners.

Context:  Humanitarian, Resilience & Development

Primary Sub technical area:  Water supply, Hygiene and Sanitation (WaSH), & IPC

Secondary Technical areas: Health, Nutrition and WaSH

KEY AREAS OF ACCOUNTABILITY:

Strategic Program Development-20%

  • Provide technical advice and guidance to the field team in the development of integrated and specific WaSH project development and work innovative approaches.
  • Document content of internal/external technical meetings and share with Senior WaSH Advisor and disseminate to relevant staff.
  • Support the development of annual operational plans and the regular internal Program planning and review meetings for the WaSH theme, as well as related inputs to quarterly and annual reports.

Strategic Fundraising-20%

  • Develop and participate in program development on WaSH and integrated proposals and concept notes in coordination with PDU, budget team, and other thematic sectors by ensuring program integration, cross-cutting issues (gender, child participation, child protection) are addressed along with appropriate indicators to track against project implementation.
  • Build on technical knowledge, research, and current/previous programming to design proposals for new Program Initiatives This includes all aspects of proposal development, such as concept notes, grant amendments, etc. In developing new proposals, close consultation with Program staff in the field, other technical senior specialists, and senior managers is essential.
  • Accompany and facilitate donor visits and provide relevant background materials.

External and Internal Engagement and reports: 5%

  • Represent SC at all relevant technical external task forces, working groups, seminars, or other meetings/forums including Regional WaSH cluster meetings and National WaSH cluster
  • Participate in internal meetings (Hot meetings, technical working group meetings, proposal development coordination meetings, and other meetings
  • Identify and develop good relations with all key stakeholders in the sector, particularly those government departments and donors identified as key in achieving agreed SC advocacy outcomes.

Learning and Knowledge Management-5%

  • In cooperation with PDQ Learning and Knowledge Management, ensure proper documentation of experiences and lessons
  • Support the development of learning events for WaSH per year organized for the thematic team.
  • Develop, technical briefs, case studies, newsletters, or case stories developed for the WaSH sector. This can be based on every field visit observation and the lesson learned can be presented as a briefing paper or case story.

Technical Support and Program Quality-50%

  • Work closely with colleagues in the Program Implementation Department to identify and provide, as requested, specific technical support using the Quality Benchmark (QB) tool.
  • Develop response plan emergency interventions in coordination with humanitarian and field teams when required
  • Provide technical support in the development of livelihood project proposals and identify appropriate innovative approaches
  •  Technically advise on the design of WaSH projects ensuring the projects are of high quality and contribute to improved WaSH and hunger reduction targets
  • Work closely with the MEAL team for assessments, development of annual total reach reports, undertaking of baseline and end-line KAP surveys, and writing high-quality reports of surveys.
  • In close collaboration with the award team support timely startup/kick-off meetings ensuring everyone involved in the project understands details, expected results donor and member requirements, and compliance issues.
  •  Support Senior WaSH Advisor in identifying training and other capacity needs of filed and partner staff and facilitated
  • Review Donor and internal reports to ensure the quality of the report and give back the required input to the concerned department.
  • Facilitate rapid needs assessments by developing assessment checklists and writing high-quality assessment reports in close coordination with the field team.

ADDITIONAL AREAS OF RESPONSIBILITY: 

  • Lead on WaSH or multi-sectoral technical assessments in coordination with other Save the Children thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Lead on developing WaSH sector response plans and master budgets and contribute to Save the Children’s overall response strategy.
  • Develop technical standards for all WaSH construction and hygiene promotion programming within emergency contexts adhering to humanitarian standards.
  • Provide technical oversight of WaSH engineering designs and hygiene promotion programs as well as proactively promote high-quality WaSH technical approaches within the country programs.
  • Lead fundraising for the WaSH sector, including the development of high-quality concept notes and proposals, and engagement with donors’ technical advisers.
  • Oversee WaSH program implementation to ensure high quality, timely delivery of program activities, for example, monitoring against log frames.
  • Support program managers in the preparation of timely program and donor reports on project activities in compliance with internal and external requirements.
  • Work closely with the human resources team and identify WaSH staffing needs for the emergency programs, and ensure rapid recruitment, induction, and training of new staff.
  • Identify WaSH program supply needs and support program managers and the logistics team to put in place a sensible phased procurement plan.
  • Working closely with the Monitoring & Evaluation team to put in place a WaSH sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
  • Working closely with the accountability lead puts in place sector accountability mechanisms, ensuring that feedback is incorporated into program design and learning disseminated to the wider WaSH sector.
  • Ensure minimum standards of humanitarian relief are maintained by the Sphere Charter and Red Cross Code of Conduct and other applicable standards.

Capacity Building:

  • Develop WaSH learning needs assessment and capacity-building plans for both Save the Children and partner’s staff, linking capacity-building initiatives to wider opportunities identified via coordination and networks.
  • Coach and mentor Save the Children WaSH managers, coordinators, officers as well as their national-level counterparts.
  • Oversee the development of technical training material that will improve the different components of the WaSH portfolio within Save the Children.
  • Representation & Advocacy & Organizational Learning:
  • Help shape broader sector strategies through the influence of and leadership within inter-agency coordination forums, such as the WaSH cluster, ensuring the specific needs of children are being addressed. This may involve taking on a co-chairing role where needs demand.
  • Take the initiative in documenting lessons learned, best practices, and case studies to shape in-country strategies and program approaches and contribute to broader sector learning.
  • Proactively identify advocacy opportunities, case studies, and research opportunities that link with wider organizational strategic objectives and turn these into action.
  • Play a leadership role in shaping WaSH communications and media priorities in line with thematic priorities, acting as a spokesperson when required.

  • Demonstrate leadership about Save the Children policies and practices concerning child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.
  • Deliver high-quality results and develop effective relationships with country programme staff which enhances the reputation of Save the Children.

  • Contribute to strengthening the use of health competencies within training and learning initiatives in the sector.
  • Develop emergency preparedness plans and conduct sectoral assessments (including gender analysis and disability situation analysis using SC assessment processes and tools) and design and deliver emergency response and recovery programs. Monitor trends to ensure early action; and lead technical design implementation and technical coordination of humanitarian responses.

REQUIREMENTS

QUALIFICATIONS 

  • BSc Degree in Engineering fields– hydraulic, Water resource, Civil, Environmental, or public health engineering-related fields,
  • Additional certifications/Diploma in behavioral change, IEC/BCC, public health promotion, IPC, epidemic and emergency WaSH Programming have added value

EXPERIENCE AND SKILLS

  • A minimum of ten years of experience working in the humanitarian water, hygiene, and sanitation field in emergency response.
  • Advanced knowledge of water and sanitation engineering and training in the use of a variety of water equipment including emergency water treatment and storage units, sanitation kits, water treatment chemicals, design of boreholes, construction/rehabilitation of water wells, springs, pipe networks, basic knowledge of green water solutions & solar water systems.
  • Proven experience with WaSH in institutions, epidemics, IPC, and integrated WaSH programming framework
  • Knowledge of humanitarian-nexus concepts, climate resilient WaSH programming, and expertise in designing & implementing Integrated Water Resource Management and Multiple Water Use
  • Previous experience in Programme, design, implementation & management.
  • Ensures that systems are in place for longer-term operation and maintenance of all water supply and sanitation facilities and that projects are implemented in a consultative and participatory manner with beneficiaries.
  • Demonstrated depth and breadth in participatory methods to engage local communities in needs assessments, design, and implementation of local, culturally acceptable water and sanitation interventions.
  • Support the long-term capacity building and programmatic integration of water and sanitation into Save the Children’s core programming in health, with particular emphasis on hygiene promotion and environmental sanitation.
  • Commitment to, thorough understanding of, and ability to train staff in participation and accountability approaches.
  • Guide water and sanitation teams towards an integrated approach with other Save the Children programs to address community health needs, as well as cross-cutting themes such as gender.
  • Demonstrated ability to set up monitoring & evaluation systems in large complex programs.
  • Demonstrated ability to set up learning and development processes.
  • Proven ability in mentoring and coaching.
  • Experience at technical level representation and in developing and negotiating successful partnerships with donors.
  • Ability to write clear and well-argued assessments and project reports in English.
  • Excellent communication skills.
