Duration of Contract: One-year contract, Renewable (with 60 working days probation period)

Job Summary

The Risk and Compliance Officer is responsible for ensuring the timely and efficient monitoring of the delivery, distribution, documentation and field level reporting associated with JEOP and check whether the operation is in compliance with USAID’s Reg 11, partners’ Minimum Commodity Management Standard and FH’s standard. The incumbent is expected to work in collaboration with JEOP officers, store keepers, distributors and data clerks to ensure implementation of the Community Based Targeting and Distribution within the respective FDPs. All these must be done while meeting the FH and USAID/FFP commodity management standards.

Principal Responsibilities

Key Result #1 – Follow up and report

  • Conduct regular visits at projects and FDPs in closing findings, obtaining evidences of such closures and prepare field trip reports, with recommendation and action plan for each FDP;
  • Support CRS’s Compliance Officers in field work when verifying and closing findings;
  • Review findings from CRS’s monitoring reports and “Follow Up Matrix Sheets” and work directly with CRS Compliance Officers to address and close those findings;
  • Review monitoring reports from field monitors and ensure data integrity;
  • Work with all projects and FDPs to address all findings from monitoring reports;
  • Take actions with JEOP management, project managers, Commodity Supervisors,
  • Distributors and Storekeepers in closing findings, and document any progress of closing the findings;
  • Ensure important communications, monitoring reports and follow up sheets (with evidences of closing the findings) are kept consistently and in an organised manner;
  • Ensure no damaged commodities are distributed to beneficiaries;
  • Oversee the distribution process at the FDP in collaboration with JEOP officers and supervise the random weighing of beneficiary receipts to ensure proper rations are distributed;
  • Ensure that all commodities delivered at the FDP are properly distributed and accounted for;
  • Facilitate beneficiary selection and validation process in alignment with the National targeting criteria and ensure that it is community-based targeting;
  • Follow up on the disposal of damaged commodities.
  • Ensure the adequacy of warehouse materials and equipment in satellite FDPs as per the satellite FDP management minimum standard.

Key Result #2 – Capacity building

  • Assess and recommend training needs for commodity management staff, facilitates training as needed, and supports field offices and FDP activities as the direction of Risk and Compliance Manager.
  • Provide adequate support to build capacity of Commodity Accountants, Store Keepers, Data Clerks, and Distributors ensuring compliance with JEOP Minimum Standards for Commodity Management and FFP regulations.
  • In collaboration with JEOP Officers, facilitate cascading of the National targeting guideline training to Government officials at Woreda and Kebele level.

Key Result # 3- Others

  • Coordinate and liaise at operational level, with local authorities, NGOs and counterparts, provide information regarding beneficiary registration, commodity distribution, distribution plans, and project progresses.
  • Identify and recommend other needs such as safety and security of beneficiaries, access to food needs and ensure that beneficiaries are treated with respect and in a dignified way.

Education and Experience

  • Completion of 1st Degree in Social, Natural Science, Accounting
  • Minimum of 3 years related experience in a relevant position Preferably in INGO Setting
  • Proven supervisory experience and ability to manage teams
  • Excellent technical knowledge and experience in food monitoring
  • Knowledge of USAID/Title II rules and regulations
  • Excellent organisational and prioritisation skills and attention to details
  • High degree of initiative, integrity and accountability
  • Skill in report writing
  • Ability to work under pressure and meet deadlines
  • Computer literate in Microsoft programs

Distinguishing Competencies

  • Strong computer skill and knowledge in the area of MS word, MS Excel, MS Access, PowerPoint and email communication.
  • High level of initiative taking.

Language :  Knowledge of the local language of the operational area and, proficiency in the English language required;

Supervisory Responsibility : This position has no supervisory responsibility.
