The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Restoring Family Links Field Officer 2 (1-year fixed term contract), based in Addis with frequent field trips to Tigray region, and Operational areas.

ACCOUNTABILITIES AND RESPONSIBILITIES

Main Responsibilities and Duties Restoring Family Links Activities

  • Implements a rapid RFL Response through the RFL activities for the North Ethiopia context in coordination and collaboration with the Field team Leaders/Head of Substructures.
  • Analyses the situation and carry out assessments, with the aim of orienting the strategy for RFL/missing activities in relation with the situation in Tigray Region.
  • Implements independently the following RFL activities. He/she receives, validates new incoming and outgoing RFL cases including individual tracing requests, registration forms for UACS, allegations, etc. and insure their treatment by Field Officers, National Societies including ERCS, ICRC Delegations and Sub delegations.
  • Ensures all RFL active cases are processed and followed up (i.e. individual tracing cases/requests, UASC, Vulnerable persons etc. from National Societies, ICRC delegations abroad, sub-delegations and other CP actors) independently.
  • Under the supervision of the RFL Delegate and in collaboration with the RFL FO in Mekelle, prepares and sends correspondences related to all requests to concerned ICRC delegations, National Societies including ERCS, sub delegations, other organizations, etc.
  • Maintains a regular overview and analysis of caseload in the assigned AoR, ensures a regular follow-up of all active cases in the country by reviewing the caseload and sending reminders to the field teams independently. Monitors caseload linked to each assigned area every 3 months maximum. Uses Prot6 in a regular manner and identifies cases not treated for further actions for the relevant field teams mainly independently.
  • Acts as a focal point for the RFL Unit for the follow-up of Family Reunification (FR) cases through ensuring the necessary paper work, coordination with relevant government and Nongovernment institutions (i.e. ARRA, UNHCR, Protection actors, etc.) and administrative arrangements (i.e. travel arrangements, organization of Family Reunification kits, coordination with Communication Department, etc.).
  • Ensures the smooth implementation of appropriate information flow and storage of information in the RFL office: maintains proper filing, prepares correspondence, photocopying, scanning.
  • Is the focal point for media/online/photo tracing.
  • Whenever required, works closely with the Data Administration team in order to ensure that all relevant information about tracing cases is updated in the Prot6 and necessary procedures are implemented accordingly.
  • Provides necessary support to the Prot/RFL field teams in Ethiopia to ensure quality implementation of updated RFL guidelines and procedures set by the dept.
  • Provides necessary technical support on the RFL procedures, when needed, in order to ensure a good quality of the RFL cases / follow-up.
  • Contributes to the evolution and the revision of the RFL guidelines and forms (by identifying operational strategies, defining short-term, mid-term and long-term plan of action) Participates to the discussion linked to the RFL objectives in the country for ICRC and for the ERCS.
  • In coordination with the RFL Delegate, prepares and organizes field trips to follow up specific RFL objectives/response. Drafts comprehensive field trip reports.
  • Contributes to the drafting of the RFL objectives, budgeting and monitoring of RFL activities.
  • Coordination with other CP actors and cooperation with ERCS
  • Ensure the good collaboration and communication between ARRA and RFL units (ICRC & ERCS) for the good success of activities.
  • Attends regularly to the FTR (Family Tracing and Reunification) and (on ad hoc basis) SGBVCP meetings organized at Field level and keeps the Prot/RFL dept updated about relevant issues.
  • Receives and processes lists of cases (UASC) referred by child protection actors
  • In consultation with the RFL Delegate, organize regular meetings, training with ERCS and meetings other Movement partners at field level and prepare
  • Prepares MoM, memos and other necessary notes for the follow-up of different issues of interests, in particular, cases referred to the ICRC.
  • RFL during emergencies
  • Whenever required, participates in rapid assessments and response to the RFL needs emerged during emergencies.
  • Provides necessary advice and mechanisms to RFL pool for emergencies to respond to RFL needs emerged during emergencies.
  • Supports to the Protection/RFL department and when necessary participates in the setting up of relevant procedures for the implementation of emergency RFL response.
  • Do tracing of cases opened and collect new cases

Other tasks

  • Prepares Request Orders (RO) related to RFL activities (connectivity materials, stationaries, and other items required for RFL response) in coordination with RFL Delegate.
  • Receives or visits beneficiaries when needed and provides them with the needed assistance according to the delegation’s policies and criteria.
  • Facilitates and participates in training/meeting between ICRC and ERCS RFL staff, when needed.
  • Maintains and develops his/her network of interlocutors, especially those linked to the family reunification’s procedures.
  • Participates to the analysis of the environment and has a good mapping of all relevant stakeholders.
  • Represents the Institution in an appropriate way during activities, meetings and in the field and avoids any activity that may reflect negatively on the ICRC’s image.
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement, ERCS branches, humanitarian organizations, UN and other interlocutors (authorities, armed forces, tribal leaders, etc.).
  • Collects and shares information to improve the ICRC’s understanding the environment and identify humanitarian trends and response.
  • Ensures the follow up of all messages and correspondence related to her work, in coordination with the concerned department.
  • Translates orally in any situation with accuracy and translates written documents between Amharic or other local languages and English related to the follow up of her work.

Job Requirements

  • Bachelor Degree or equivalent higher education degree in a humanitarian area, socio-economic development, humanitarian law, human rights or equivalent field. Post-graduation or Master’s degree is an asset.
  • 6 years of experience in a humanitarian area, socio-economic development, humanitarian law, human rights or similar position
  • Previous confirmed experience in restoring family link/tracing activities (4 years or more preferably within ICRC).
  • Excellent command of English and Tigrigna.
  • Very good level in computer skills
  • Skilled in the following competencies: Networking & Communication; Adapting & Learning; Responsibility & Autonomy; Coaching; Communication (ability to express views and ideas); Analysis & Synthesis
  • Very good knowledge of ICRC mandate and of other humanitarian topics
  • Very good knowledge of the socio-political environment of the country
  • Available for regular field trips
