Reporting To: The stakeholder engagement senior advisor – (Ministry of Innovation & Technology)

Organization strategic goals summary

The Ministry of Innovation and Technology is implementing the Science Technology and Innovation Policy, the Digital Transformation Strategy, and the Ministry’s 10-year Strategic Plan. Therefore there should be a vibrant team of advisors and experts that can work under the delivery unit. The Delivery Unit will help line departments achieve outcomes for initiatives that the Leadership deems “mission critical” or top priority. It is established to pressure line departments into tangible actions. The purpose of the Delivery Unit is to inject urgency into the pace of change in delivery to seek significant results in weeks and months, not years. The staff will collect and analyze data to determine what goals the line departments are trying to achieve, whether the activities currently underway meet their goals, and how implementation may need to change to achieve the intended goals.

JOB SUMMARY:

The Resource Mobilizing Specialist is responsible for developing and managing relationships with donors and other sources of funding, in order to secure resources for the organization’s programs and projects. This includes identifying potential donors, researching their interests and priorities, developing proposals, and managing the grant-making process.

SPECIFIC DUTIES AND RESPONSIBILITIES

Job Responsibility #1: Planning and Management

  • Planning: The resource mobilization specialist may be responsible for developing a resource mobilization strategy that outlines the organization’s goals for resource mobilization, the initiatives that will be implemented to achieve those goals, and the metrics that will be used to measure success.
  • Management: The resource mobilization specialist may be responsible for overseeing the implementation of resource mobilization initiatives, managing a team of resource mobilization experts, and working with stakeholders to ensure that the initiatives are successful.
  • Representation: The resource mobilization specialist may be responsible for representing the organization at national and international conferences and events on resource mobilization, sharing the organization’s vision for resource mobilization with the world and working to build partnerships with other organizations.
  • Assessing and analyzing information related on the top priority initiatives of the Ministry

Job Responsibility #2: Staff Management and development

  • Arrange a follow-up discussion with the stakeholder engagement senior advisor and the line departments working in eservices.
  • Coordinate, Coach and mentor interns in MInT

Job Responsibility #3 Monitoring, Evaluation, Networking

  • Monitoring: The resource mobilization specialist may be responsible for monitoring the effectiveness of resource mobilization initiatives, and tracking metrics such as website traffic, social media engagement, and call volume. This information can be used to improve future initiatives and ensure that they are meeting the organization’s goals.
  • Evaluation: The resource mobilization specialist may be responsible for evaluating the overall effectiveness of resource mobilization efforts, assessing how well they have secured resources for the organization’s programs and projects. This information can be used to make recommendations for improvement and to ensure that the organization is getting the most out of its resource mobilization budget.
  • Networking: The resource mobilization specialist may be responsible for networking with other organizations, businesses, and individuals that are interested in supporting the organization’s work. This can help to build partnerships and collaborations that can lead to more effective and efficient resource mobilization efforts.

Job Responsibility # 4 Reporting

  • Providing regular updates on the progress of projects or services. This includes providing information on the status of projects, any challenges or risks that have been identified, and any progress that has been made.
  • Providing information on any risks or challenges that may impact the delivery of projects or services. This includes providing information on any risks or challenges that have been identified, as well as any steps that have been taken to mitigate these risks.
  • Providing information on the performance of projects or services. This includes providing information on the quality of the work, the satisfaction of stakeholders, and the cost-effectiveness of the delivery.
  • Responding to any questions or concerns that the senior advisor may have. This includes providing information on any questions or concerns that the senior advisor may have about the delivery of projects or services under his/her supervision.

Job Requirements

Education/Training : MA degree in social sciences, development, or related fields.

Experience

  • At least 10 years of experience in public engagement, digital inclusion, innovation advising, project management and team lead
  • The candidate should also have a good experience and knowledge of the digital Ethiopia 2025 strategy in the Ministry of Innovation and Technology
  • Experience working in a political environment and demonstrating the ability to navigate the political landscape to deliver on the Ministry’s top priorities

  • Ability to conduct a research on the best practices of resource mobilization and stakeholder engagement

  • Strong technical skills in project management software.
