Job Description

RESPONSIBILITIES

Grants Acquisition

Lead the coordination and writing of concept and proposal development with internal and external stakeholder. Upload the final proposal and budget proposal documents in to OCHA GMS and other donor application portals. Lead Go/No-Go Decision making and pre-positioning activities as assigned. Conduct due diligence and vetting of potential sub-award partners. Work closely with finance and technical staff to develop the narrative and budget as per the donor requirements. Manage the grant submission and acquisition liaising with Program Directors and Country Director to ensure necessary program, financial and technical inputs. Monitor funding gaps and identify potential funding opportunities and source and develop strategies for accessing new funding. Ensure and support updating capacity statements for key sectors in collaboration with Strategy and Program Director and Technical Leads. Identify new grant funding for programs and projects which are aligned to the strategic priorities of NECR Annual Plan and World Vision. Coordinate with technical specialists, operations, finance and procurement staff and WV support offices to ensure programming according to donor regulations.

Programme has a continuous stream of funding for projects and donor proposals are submitted on time and to the highest level of quality.

Sufficient donor funding is secured to meet grant acquisition targets and program priorities.

Greater rigor and due diligence of Go/No-Go decision making.

Grants and Donor Management

Lead donor relation with timely and quality agreement process and regular reporting communication. Review and ensure the quality and timely submission for donor on monthly, annual and end-of-project narrative reports, newsletters, situational reports and other reports as necessary. Work closely with consortium partners and WV teams to ensure timely and quality reports. Organize project kick off meetings for all the assigned newly awarded grants. Monitor and provide coordinated support for the achievements of financial and program implementation progress are aligned to the agreed grant requirements and timeline. Link with the operations and finance departments to ensure the compiling/collating of major donor management reports. Provide program update to key WV support offices and the regional office. Upload and/or ensure the uploading of reports into the donor reporting system.

Grants are implemented with quality and information is shared with the relevant department, Support Office and donor in a timely fashion.

Effective and timely Project Start up and ensure quality donor reporting

Timely updating donor on project status and possible change approvals

Prepositioning & External Relations

Assist the Program Director in tracking the donor landscape (research, analyses, develop, track relationships with new and current donors) to organize prepositioning meetings with donors and key partners. Assist in updating partner mapping and identify critical partners for consortia to prepositioning for grants, including but not limited to locally based INGOs and local NGOs. Contribute to the development of a funding plan. Ensure donor meetings are scheduled and post donor visit action plans are followed up and implemented in a timely manner. Liaise with partners and donors, throughout the grant application process and during the project cycle as appropriate. This will likely be mostly for UN donors. Strengthen established partnerships with other international and local partners. Coordinate with technical leads, MEAL and communication person to share key assessment documents and achievement updates to donors and SOs.

WV understands the needs and gaps in the international humanitarian response, good relationships with NGOs working in operational areas, and has established good relationships with SOs, partners and field-based donor representatives.

Knowledge and Information Management

Proactively gather information from relevant cluster partners, UN agencies and other organizations which may be of use world vision for informing decisions. Stay up to date with country-specific response plans by the U.N., donors active in the relevant clusters, and other key actors Ensure the development and improvement of internal business processes for effective grant acquisition & management & contribute to knowledge management to promote learning. Compile and analyses relevant information to inform proposal design and promote learning. Map and compile program information for sharing as required with internal and external stakeholders. Ensure the updating of the grant acquisition and management tracking matrix tools.

MIS tools updated and timely, accurate

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 5 years demonstrated field-based experience with grant acquisition and management including experience working with USG, UN agencies and EU proposal funding process.
  • Experience in project concept/proposal writing to a high standard.
  • Very high attention to detail, with experience refining and editing professional-level content.
  • Advanced writing skills in English.
  • Experience in large scale humanitarian emergencies
  • Effective in written and verbal communication in English
  • Good understanding of working with und the donor regulations of USAID/BHA, EU, UNOCHA, etc
  • Good understanding of World Vision and Sphere relief standards, as well as the Red Cross and NGO Code of Conduct.
  • Strong capacity building and facilitation skills
  • Ability to complete tasks in a timely manner.
  • Ability to pursue thoroughness and appropriate attention to detail.
  • Ability to express self clearly in all forms of writing.
  • Ability to identify gaps, trends, priorities and key issues.
  • Ability to describe key aspects and issues of relief, development and advocacy.
  • Ability to maintain strong links with major NGO’s, donors and government agencies.
  • Ability to explain WV’s work in relation to issues of poverty, power, justice and peace.
  • Ability to respect and relate appropriately to people of other faiths.
  • Ability to build and maintain strong relationships
  • Ability to interpret and present information with influence and impact.
  • Self-starter who can work independently under pressure
  • Completed a recognised personal security course in the past 3 years
  • Knowledge of WV’s field operations, either in the relief or development context.
  • Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina
  • Ability to manage work life and work without supervision
  • Ability to work in and contribute to team building environment
  • Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources

Required Education, training, license, registration, and certification

  • Bachelor’s degree in Social Sciences, International Development, International Relations or related field. (Required) Masters Degree in the aforementioned fields is (Desirable)
  • Hostile Environmental Awareness Training or other recognized personal security course. (Preferred)
  • Further complementary professional qualifications in MEAL, IM, etc is an asset.
