Job Description


Management Sciences for Health (MSH) seeks a Leadership Development and Management (LDM) Advisor for the newly awarded USAID Ethiopia Health Resilience activity. The purpose of the project is to reduce morbidity and mortality of Ethiopian citizens related to public health emergencies while ensuring continuity of essential health services (including MNCH) by strengthening the full cycle of public health emergency management: preparedness, response and recovery. The Ethiopia Health Resilience activity will strengthen individual, community and institutional capacity and resilience to respond to public health emergencies more effectively, specifically to better prevent, prepare, detect and respond to outbreaks or emergencies, and ensure the delivery of essential health services continues. It will improve local leadership and management, coordination, surveillance capacity, planning for identified risk, and outbreak investigation for public health emergency management (PHEM). Conscious and deliberate attention to the specific needs and concerns of women and girls during emergencies and outbreaks will be fundamental to all efforts. The project will focus on the community, woreda, and zonal level, with a geographic focus on 12 priority woredas. Project learning and capacity development will be expanded to other woredas through virtual means.

RESPONSIBILITIES

OVERALL RESPONSIBILITIES

The Regional Manager is a senior regional manager and technical lead for the USAID Eliminate TB project for the region. S/he represents the project at the regional level and will be responsible for establishing relationships with public and private sector representatives in the assigned region. Work in close coordination with the Regional Health Bureau, Regional Public Health Institute/ Laboratories and Zonal Health Departments. and other partners working in TB, MDR TB, and TB/HIV in the region. Creates effective coordination of ETB activities. The Regional Manager will supervise the regional technical advisors in the region.

SPECIFIC RESPONSIBILITIES

  • Provide a leadership role to build the capacity of the USAID Eliminate TB regional team in project implementation, monitoring, and evaluation.
  • Lead preparation, implementation, and monitoring of regional project activity plan and budget.
  • Lead baseline/follow-up assessments and startup of activities in the region and monitor progress in project implementation using agreed-upon Monitoring and Evaluation plans.
  • Manage all necessary review meetings, supervisions, and trainings in TB, MDR TB, and TB/HIV.
  • Ensure technical support activities are provided for TB program control and prevention effort in the region by project and government TB experts,
  • Ensure the implementation of TB and MDR TB activities in the intervention Zones, Woredas, and Health facilities, and community.
  • Ensure the experiences from the project-demonstration Zones and Woredas are shared with the learning (non-demonstration) Zones and Woredas,
  • Actively participate in the regular regional TB program review and planning process, technical working group, and other region-level TB program-related meetings.
  • Participate in and contribute to program-based operational research activities in the region,
  • Coordinate the piloting of  DeMONSTRATE TB study  with stakeholders  in the Region,
  • Liaise with other USAID-funded projects and other partners to harmonize activities.
  • Lead the quarterly and annual report preparations and submission to the country office.
  • Lead the regional operations and financial management team.
  • Collaborate with RHB team in facilitating and implementing TB programming activities using the Global Fund resources.
  • Coordinate and assist the project implementation by local organizations and sub-recipients with all USAID Eliminate TB Project teams,
  • Proactively engage with RHB in strengthening shock sensitive TB programming and response
  • Undertake other responsibilities as assigned by the supervisor.

QUALIFICATION AND EXPERIENCE

  • BSc in health sciences field plus MSc/MPH or MD from a recognized university.
  • Previous experience as regional manager/deputy regional manager or equivalent experience with USAID or other US Government funded projects preferred,
  • Working experience and understanding the regional context is preferred.
  • 7+ years of work experience in TB or TB/HIV programs in Ethiopia.
  • Excellent interpersonal communication skills, demonstrated leadership, and the ability to work collaboratively with culturally diverse team,
  • Computer literacy; competency with Microsoft Office, internet and email systems.
  • Fluency in written and spoken English is required.
  • Ability to work independently as well as in collaboration with colleagues and partners.
  • Willingness to travel frequently within and outside the Region.
