PATH seeks four (04) Regional Malaria Elimination Senior Advisors for the newly awarded multi-year USAID-funded “Surveillance for Malaria Elimination” (S4ME) project in Ethiopia. The S4ME activity supports Ethiopia’s NMEP to achieve their goals and objectives of sub-national malaria elimination, particularly to attain near zero malaria deaths and eliminate malaria in selected low transmission woredas.

The senior advisor will be responsible to strengthen region-wide surveillance for Malaria Elimination program adapting lessons learned from the PMI-S4ME project supported woredas, selected from the seven regions and one city administration. S/he will be working very closely with the project leadership team based at PATH Country office and the respective regional health bureaus/regional PHEM case team (as necessary) for day-to-day technical decision-making, related to malaria control and elimination activities in the targeted regions. S/he will also work very closely with the respective cluster level surveillance team leader and be responsible to adapt lesson(s) learned in the implementation of malaria elimination surveillance from project supported woredas to non-supported woredas in the region, by working closely with the region’s leadership team, including the regional health bureau head. S/He is expected to develop strategic direction of scaling up the gain from supported to non-supported woredas in the region using other funds, like the global fund and government allocated budget. Will also be engaged in fund raising activities to support the malaria elimination in the region. S/He will be a liaison between the project and the respective regional health bureau.  S/he will also tap knowledge and skill from Addis Continental Institute of Public Health (ACIPH) team, the sub-awardee of USAID/S4ME, who will provide technical support in project monitoring, evaluation and learning areas for the project period as necessary.

Key responsibilities include but are not limited to:

With close working relationship with the regional Malaria/PHEM focal person(s) of each region, the incumbent is responsible to:

  • Support the development of regional malaria elimination activity plans and quality implementation.
  • Establish/organize/facilitate regional level malaria elimination stakeholders’ meetings to identify gaps and solutions for the implementation of evidence-based surveillance for malaria elimination interventions.
  • Ensure regional level tailored malaria case-based surveillance activities are developed and implemented in an ongoing and quality manner.
  • Support the development of regional capacity building activity plans and facilitate the training of malaria program/PHEM experts and other health care workers on the design and implementation of malaria elimination activities.
  • Organize joint bi-annual mentorship, supportive supervision, and monitoring activities to targeted health facilities in collaboration with the regional health bureau and S4ME staff based in the cluster offices
  • Coordinate malaria surveillance activities with other PMI-and non-PMI projects within the region and share timely data and information to inform, adapt, and implement antimalarial interventions in collaboration with the regional health bureau and implementing partners
  • Support the implementation of interventions like targeted mass treatment, chemoprevention, larval source investigation and management in the region as appropriate and according to the national guideline
  • Assist the implementation and scale-up of an evidence-based malaria elimination model in the S4ME targeted woredas and organize experience sharing events to learn and replicate best practices to the other woredas
  • Support the implementation of Public Private Mix (PPM) approach in malaria elimination targeted woredas
  • Carry out any other duties and responsibilities related to malaria elimination program as assigned by the regional malaria team leader and the Chief of Party of the project
  • Take on any other duties as may assigned by the Chief of Party and the project leadership team at PATH country office.

Data Management and Reporting

  • Capacitate regional malaria, HMIS and PHEM focal personnel to manage and analyze malaria program and surveillance data analysis and use for decision making. This may include the development of dashboards to visualize data and facilitate identification of foci/hotspots in each project supported woredas in the region.
  • Contribute to the frequent analysis of routine malaria surveillance data obtained from PHEM system and use for evidence generation and decision making
  • Support quarterly joint routine data quality assessments (RDQA) in sample project supported woredas and targeted health facilities
  • Contribute to the identification of potential learning agendas for program adaptations and performance improvements at all levels as necessary

Job Requirement

Required Experience

  • Master’s degree in Public Health/Field Epidemiology Training/Epidemiology or related field – Field Epidemiology graduate will have an added advantage as the training is more related to surveillance
  • Minimum of 10 years of experience working in disease surveillance (preferably malaria), M&E and/or research in malaria programs
  • Demonstrated excellent oral and written communications skills, including surveillance data management and report writing
  • Demonstrated ability to translate assessments and findings into learning, use of information for action, with respect to malaria surveillance systems
  • Excellent organization, time management, attention to detail, and ability to appropriately prioritize competing tasks.
  • Proven ability to work in a dynamic team environment with minimal supervision, anticipating pressing needs and requests.
  • Cultural sensitivity and diplomacy in communicating with a broad and diverse audience/team.
  • Proficiency in Microsoft Office suite including Word, Excel, Power Point and Teams.
  • Strong quantitative data management and analysis skills with proficiency in statistical software packages such as SPSS, Epi-Info.
  • Willingness and ability to travel estimated at 40% of the time
  • Experience with DHIS2 and country’s PHEM management system is needed
  • Excellent oral, written, and presentation skills in English.
  • Local language of the duty stations is highly desirable. Strong recommendation from the regional health bureau, s/he apply to work.
