Description of Tasks

The Regional facilitator is responsible for facilitating the day-to-day project activities implementation and reporting all implemented project activities and will based in regional townsin Amhara (Bahirdar), Oromia (Shashemene)& SNNPR (Arbaminch)regions. The regional facilitator are expected to discharge his/her responsibility with serious attention and sense of urgency to meet the following tasks in the field.

Roles and Responsibilities (Regional Facilitator)

  • He/she carry out timely planning, implementation, monitoring and reporting of all project activities in the targeted regions and Woredas and share results to FEAPD other concerned parties.
  • Develop and implement advocacy strategies within the thematic areas of HRA, IE and EE towards the most relevant government and public institutions and other actors for policy change on the inclusion of persons with disabilities.
  • He/she will provide technical advises to partners such as DPOs, government, sustainability of impacts and ensure partners’ ownership over project outcomes.
  • He/she will visit target DPOs and facilitates community meetings and community action plan, campaigns and community work, and again facilitate meetings with key government stakeholders so as they will discharge their responsibilities as per the enshrined policies, laws and regulations of the country in relation to persons with disabilities and their representative organizations.
  • He/she will also expected to act as a catalyst to ensure the plan at woreda/Kebele level is prepared with full participation of the community and partners and provides technical and organizational assistance to target communities.
  • Identify the challenges faced during the implementation and sought solutions/ adjustments and document/share with FEAPD head office.
  • Represent FEAPD and liaison with concerned Regional, Zonal and Woreda government offices, community representative, and project consortium member, at local/regional level to maintain synergy and strong engagement that contributes for successful implementation of project interventions.
  • Ensure the involvement of DPOs in the project implementation and monitor and collaborate and work with other project implementing local partners.
  • Be responsible and ensure that project budget and other resources are utilized in an efficient way in line with the guidelines and procedures of the donor (NFU & NORAD), FEAPD and that of the government.
  • Follow-up on project executions and share learnings/issues to concerned partners for future improvements.
  • Prepare/Write internal and external reports (quarterly, bi-annual and annual) in compliance with the deadlines, donors’ and FEAPD requirements and quality standards and share to FEAPD and Regional Government.
  • Ensure a regular follow-up of expenses, analyze gaps, anticipate evolutions and propose budgetary adjustments on timely manner.
  • Conduct needs assessments in his/her field of competence and propose capacity-building plan.
  • Attend to the regional meetings/ regional seminars organized by the TOFI project.

JOB REQUIREMENT

Educational level and qualifications required:

  • Diploma or BA degree in Community Development, Sociology, Social Work, Psychology, Special needs Education and other related field of studies

Experience:

  • Relevant experience in social inclusion and disability project and advocacy work
  • 4 years for Diploma
  • 2 years for BA
  • Knowledge of project cycle management.

Other Competencies/Attributes:

  • Computer literate (Operate MsWord and excel, lotus notes etc.)
  • Fluency in English both speaking and writing, able to speak and write Local language
  • Knowledge and exposures to the sociocultural situation of the region.
  • Good partnership management, knowledge of government working procedures and good negotiation and influencing skill.
  • Perform other duties as required.
  • Working Environment / Conditions:
  • Work environment: Office-based with frequent travel to the field
  • Willing and able to work in diverse situations

Term of employment– Jan 2022 – June 2023
