Job Description


The Regional Monitoring, Evaluation, Accountablity and Learninig  Officer (Regional MEAL Officer) will lead and coordinate the Monitoring and Evaluation activities for the HEAL Project and serves as a member of the Programme Management Unit. S/he is expected to have the experience and capabilities necessary to lead the measurement, monitoring, evaluation, learning and accountability of the project’s activities while ensuring that all project components are results-oriented and that all project team members are focused on achieving targets – at the country programme and regional programme levels. S/he will be responsible for providing technical leadership in the area of Monitoring and Evaluation. S/he will develop the result measurement and management systems, approach and tools, and lead the development of results chains and indicators for the program. S/he will be responsible for providing the programme management team with tools to effectively track project progress and achievement and to provide mid-term and end-of-project evaluations with sufficient information to assess the programme’s success.

Consortium MEAL design and learning

·       Support the development, review and implementation of MEAL systems, including MEAL SOPs, guidance and tools according to the HEAL project framework;

·       Ensure that detailed and feasible consortium monitoring plans are developed that provide an indicator matrix and consider storing, protecting and sharing project documents;

·       Closely work with the HEAL Regional Project Manager and partners to ensure that all partners have tested standard monitoring tools that capture both activity and indicator progress overtime.

·       Ensure development and localization of accountability mechanisms across partners.

·       Develop tools that aid documenting, storing and sharing lessons learned that have implications for refinement of best programmatic practise;

·       In consultation with the HEAL Regional Project Manager, organize lesson sharing events to fertilize learning across different partners.

·       Serve as a consortium focal person on information management, lead and design diagnostic studies, evaluations and surveys for the consortium.

Monitoring and evaluation

·       Ensure that the HEAL Project consortium has a robust monitoring plan in place, developing monitoring and evaluation guidelines, frameworks and indicators for the project’s action plan in close collaboration with the Senior Consortium Coordinator.

·       Work with partners and support staff to determine which monitoring activities will take place and which data collection methods will be used to ensure their adequacy and appropriateness;

·       Work with partners staff to ensure that the consortium work plans include monitoring activities (or that a stand-alone monitoring work plan is in place), is up-to-date and progress tracked;

·       Design survey data collection tools and methodologies;

·       Conduct field monitoring visits and document learnings and share lessons

·       Work with partners to determine which monitoring activities will take place and which data collection methods to use;

·       Work with partners staff to ensure that data is collected and entered into databases and/or tracking sheets, and/or the data platform regularly;

·       Work with partner MEAL staff to track progress on action points related to implementation and MEAL activities;

·       Work with partner MEAL staff to provide MEAL inputs to reports written during project implementation;

·       Conduct data quality audits of partner data to identify and resolve systemic problems affecting data quality, and document findings from data quality audit and store in project files to ensure collective and sustainable access;

·       Lead and assist the partner MEAL staff in conducting reflective practice forums at the field office/ partner level and compile lessons from partner implementation processes.

Information management and reporting

·       Provide MEAL inputs for regular analysis and action planning meetings to compare data against project milestones, targets, and quality expectations across project sites; and to identify issues requiring concerned partner‘s attention;

·       Extract lessons learned from projects, systematically document and make easily accessible to staff;

·       Support grants in the compilation of donor reports.

·       Take lead in the planning and implementation of baseline surveys, needs assessments, mid-term and end of project reviews/evaluations including preparation of Terms of References;

·       Organize and facilitate meetings with consortium members on MEAL progress, challenges and way forward;

 Staff capacity building

·       Train partners staff in data collection methods, management, analysis, and how to use data for decision making;

·       Provide consistent, supportive supervision to strengthen partner staff performance as necessary to meet monitoring objectives.

·       Coordinate data management, and ensure that data is managed according to the HEAL partners protocols and best practice

·       In coordination with the consortium members, enhance primary stakeholder ownership of programme via community participation and consultation and use of participatory approaches in MEAL;

Job Requirements

Essential Criteria

·       Relevant university degree in statistics, social science, development economics, or a related discipline;

·       Minimum five (5) years of experience within the development / humanitarian sector; particularly in the project and program monitoring and evaluation, including Project Monitoring and Evaluation System Design, Management of Monitoring Systems, Project Evaluation

·       Experience with multi-sectorial and multi-donor funded programs and experience with qualitative and quantitative data collection and analysis;

·       Proven abilities in developing monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring;

·       Demonstrated ability to train and build the capacity of others;

·       Comprehensive knowledge of humanitarian accountability principles and their translation into practice;

·       Strong planning, organizational and interpersonal skills;

·       Excellent analytical, presentation, and reporting skills;

·       Literacy in computer software and excellent database, data management and data analysis skills, with experience using at least 2 software applications such as Microsoft Excel, Access, SPSS, STATA, Epi-data, Epi-Info;

·       Ability to work as part of a multidisciplinary team with national and international staff, and maintain strong working relationships with partners.

Skills and Abilities

·       Proficient knowledge of English and ideally knowledge of any of the languages spoken in the intervention countries;

·       Ability to work with tact and diplomacy with various stakeholders;

·       Willing and able to travel extensively in the region;

·       Ability to work independently and make rational strategic and routine decisions

·       Performance management skills including mentoring and capacity building of project staff

·       Ideally a national or a resident of Ethiopia, Somalia or Kenya.
