Job Description
REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.
IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative. IMPACT was launched at the initiative of ACTED, an international NGO headquartered in Paris and present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its field intervention.
Position Profile
Under the direct line management of the Research Manager, the REACH Field Manager (FM) is responsible for the overall management of all REACH field activities and bases related to the Cash Unit, including management of field teams, logistics management, external relations support as well as research and analysis.
FUNCTIONS
1. Assessment Preparation and Planning
- Ensure that all REACH’s cash assessment activities are implemented in compliance with project’s objectives, results and timeline; with IMPACT’s research cycle guideline and with the best practices as defined by REACH and IMPACT global standards;
- Ensure Research cycle ToRs are understood and used by REACH field teams;
- In collaboration with the Research manager and the Assessment Officer, the FM is responsible for updating the Research cycle TORs as required;
- In close coordination with the Research manager and the Assessment Officer, the FM composes and constructs qualitative and quantitative data collection tools, including assisting in translation into local languages;
- Keep track of progress and delays of all REACH cash unit field activities, ensuring that delays or identified challenges for specific assessments are writing and orally reported in a timely manner.
2. Data collection and management of field teams
- Ensure that required enumerators are identified and trained for primary data collection;
- Monitor data collection across all states, ensuring its correct implementation in line with agreed TORs;
- Ensure logistics, financial, administration, security for REACH field staff and that HR processes directly related to data collection activities have been appropriately implemented and coordinated with the relevant ACTED departments;
- Ensure regular situation updates on data collection is properly communicated. Provide support and follow-up on identified challenges during the data collection process;
- The FM manages and coordinates the workplans and schedules of field bases to ensure smooth and uninterrupted data collection and research.
3. Product drafting
Ensure quality data cleaning, aggregate, and validate the quality of the data from field teams before submitting for analysis;
In collaboration with REACH’s Assessment Officer, the FM ensures the drafting of timely and accurate assessment outputs (i.e. reports, factsheets, etc.), in compliance with REACH’s guidelines and quality standards;
4. FLAT Support
- Under the supervision of the Research Manager and in close coordination with the Field Officers and the Assessment Officer, responsible for the planning of field movements including logistics, finance and HR related matters;
- Ensure with the REACH field teams, proper management and maintenance of REACH assets;
- Ensure all field movements and field activities are in line with ACTED logistic, security and financial guidelines.
5. External relations management
- The REACH Field Manager will manage REACH field teams in their external relations with local governments, partners, and other stakeholders. S/he develops and maintains guidelines and templates to support field teams and deploys as needed when issues arise.
6. Capacity Building and training
- In close coordination with the Research Manager, the REACH Field Manager is responsible for building the capacity of Field officers in Country in areas of data management, research, workplan management and other areas as may be identified. S/he also manages training of enumerators before data collection.
7. Protection Mainstreaming
- Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines
- Any other duty as may be requested by your supervisor or Coordination.
8. Other Tasks
- The REACH Field Manager participates in other, undefined tasks that are necessary to support the REACH mission in Ethiopia.
Accountability to Communities and Beneficiaries
The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. They will also be responsible with printing and delivering REACH products

Job Requirements
REQUIREMENTS
- Minimum of 4 years of progressively more responsible working experience in humanitarian or development organizations, preferably in a field-based position;
- University degree in relevant disciplines required such as Development Studies, International Relations, Sociology etc.;
- Proven experience managing, coordinating, guiding and monitoring field teams and casual laborers;
- Considerable experience managing field base logistics;
- Excellent organizational and drafting skills for effective reporting;
- Excellent experience using ODK for quantitative data collection, or the ability to rapidly master the process;
- Experience creating ODK questionnaires, or ability to learn rapidly;
- Proven analytical skills, including required skills in Excel and desired skills in SPSS, R or other statistical languages;
- Excellent experience conducting and transcribing focus group discussions;
- Strong skills with the Microsoft Office Suite;
- Written and spoken fluency in English required; professional proficiency in at least 2-3 federal working languages of Ethiopia is an advantage;
- Ability to operate in a dynamic and fast-paced field environment;
- Ability to operate in a cross-cultural environment;
- Ability to work independently and with flexibility;
- Problem-solver;
- Ability to travel to the field;
- Knowledge of the local and national Ethiopian socio-political context.
