Position:                                            Public Works and Natural Resources Management  Advisor (Subject to grant approval from the donor)

Duty Station:                                     Bahirdar (Amhara Regional State)

Duration of Contract:                       One year contract (Renewable with 60 days probation period)

Salary:                                                 As per the salary scale of the organization

 Job Summary

The Public work advisor is responsible to advise the overall coordination, planning, implementation, monitoring, and reporting of Public Works, Natural resource management and disaster risk reduction related activities. He/she is responsible to make sure that Public Work activities follow Community Based Integrated Participatory Watershed Management Approaches (CBIPWMA) and PSNP MIS Modules. The position holder also coordinates and gives technical backstopping in the area of PW management and disaster risk reduction. He/She is responsible for processing and represent data and geodata to the FHE office in Bahir Dar. The expert will also be responsible to provide support on GIS related data and applications. He/she is responsible to perform additional tasks given by his immediate supervisor.Principal

Responsibilities

Key Result #1. Planning activities    

  1. Coordinate needs assessment and design of environmental, PW and natural resource management and disaster risk reduction interventions;
  2. Advise MIS use in PW Implementation
  3. Advise and closely work with NRM and PW officers in Detail Implementation Plan (DIP) and CAPITAL-ADMINISTRATIVE plan preparations in the area of NRM, DRR
  4. and environment sectors;
  5. Provides technical support to the NRM and PW officers in the area of PW and Natural resource management, disaster risk reduction and environment;
  6. Support the environment lead in documentation of project ideas related to natural resource management, disaster risk reduction and environment;
  7. Ensures gender, youth and environmental issues are considered at all stages of the project cycle.

Key Result #2 – Process and represent data and geodata

  1. Support on GIS related data and applications for PW sub-projects;
  2. Prepare graphics representations and analysis as required, suitable for office missions, reports etc;
  3. Setup, support, analyze a geographical database as required by the FHE, partner offices and USAID;
  4. Develop and produce maps and related documents to support the work of FHE partner offices and USAID;
  5. Develop strong links with other GIS staff in other agencies, Bureau of Agriculture (BOA) & other relevant government bodies to promote coordination and information;
  6. Prepare and distribute maps, report and documents in various formats (hardcopy, Survey 123, digital and web-compatible)

Key Result #3 Program Implementation

1.       Support the environment lead in the effort to ensure environmental and climate issues are properly considered and addressed, and that operations are supported in order to comply with USAID’s safeguard policies during program design, re- design and implementation;

2.       Coordinate and assist the NRM & Environment officers on environmental management, specifically focusing on strengthening institutional capacity, improving environmental quality and the sustainable management of natural resources, and promoting equitable solutions in managing commons such as climate change, sustainability, biodiversity conservation and others

3.       Assist the environment lead in the effort to facilitate the preparation and updating of environmental safeguard lessons/results as per USAID’s requirements.

4.       Ensure the NRM and DRR activities are implemented as per the plan;

5.       Responsible for integrating gender, youth and environmental activities into PW activities.

Key Result #4 – Capacity Building Activities      

1.       Coordinate various trainings on Environment, NRM and DRR issues as per  the DIP;

2.       Make sure that all NRM, DRR and Environment issues are considered in the Initial Environmental Examination (IEE);

3.       Advise in Identification of innovative and research based new NRM and DRR techniques and work for its adoption to the program areas;

4.       Advise the internalization of PSNP Program Implementation Manual (PIM) by PReSRVE field staff and stakeholders;

5.       Prepare training manuals and guidelines which will be used by field staff and government partners in planning, implementing, monitoring and evaluating NRM, DRR and environment related activities;

6.       Lead on the job training and technical backstopping to field level NRM and environment officers, facilitators and SWC supervisors;

7.       Advise project staff being trained in gender, youth and environment sectors.

Key Result #5 – Monitoring, Evaluation and Reporting  

Attend the joint monitoring visit periodically conducted by PReSRVE head office and regional office staff;
Coordinate the execution of periodic progress reports (quarterly, annual…) by projects, to compile and submit to the DCoP;
Advise project NRM and Environment officers to document all necessary documents related to environment, NRM and DRR, both on soft copy and hard copy;

⮚       Demonstrated computer operating skills, including proficiency in Microsoft Office products, Google platform, basic Arc GIS data processing and virtual technologies.

⮚       Thorough understanding of development and/or missions.

⮚       Ability to work effectively under pressure

Experience

➢       Six & above years of work experience with an International Non-Governmental Organization or other international organization in a relevant field, preferably at managerial level or equivalent combination of education and experience

Education/Certifications

➢       Master’s or BSc Degree in Forestry, Natural Resources management, agricultural engineering and related fields. Masters level preferred.

Distinguishing Competencies

⮚       Good at leadership, influencing and communication skills, and demonstrable capability in relationship building at all levels.

Language

⮚       Must be able to read, write and speak fluent English; French preferred.
