Role:

The Protection Officer, based in Addis Ababa, is responsible (in support to the Protection PM) to provide technical expertise in inclusive GBV/CP programming for the Humanity & Inclusion ‘’Intersectionality in Protection”: project.  The protection project will be in applied on Disability, Gender and Age intersectional approach in prevention and response to violence’ in Ethiopia. He/she will work under the responsibility of Protection Project Manager.

Mission:

1.     Expertise

1.1.  Provides the technical expertise for HI and partner officer on protection/GBV/CP and mainstreaming of disability, gender and age.

A.     Runs technical training for field based HI staff and partners on Protection/GBV/CP and Disability, Gender and Age mainstreaming when relevant.

B.     Responsible and in charge of the technical quality and relevance, s/he will ensure project activities implemented according to the design of the project approach and strategy and within her/his protection scope of expertise.

C.      Ensures technical learning from projects by drawing on lessons learned and good practices from the implementation of DGA intersectionality project implementation and share internally with in HI and externally.

1.2.  Manages relationships with technical authorities, local partners or other stakeholders

2.     Project Implementation and Monitoring

2.1.  Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures

A.      Provide specific trainings to field staff including to protection actors on DGA intersectionality topics (protection risks, interlinkage and vulnerabilities, protection mitigation measures.

B.      Work in close cooperation and partnership with local government stakeholders to facilitate implementation of the activities and establishment of a strong referral pathway;

C.      Active participation in coordination meeting with partners implementing GBV and CP prevention, mitigation and response and proper reporting of minutes.

D.     Create and maintain conducive working relationships with other HI project team and partners including: protection partners, Zone and Woreda Women & Children Affairs, DPPO, Health, Justice, Education Offices, and other stakeholders to facilitate smooth mainstreaming of the DAG activities.

E.      Set-up and maintain effective communication system with partners and stakeholders;

F.      Take part in development of user-friendly and inclusive awareness-raising GBV/CP IEC material leaflet, etc.

2.2.  Ensures project data management

A.      Ensures that the appropriate DGA data collection and management tools are in place on the project, in line with global standards.

B.      Ensures that data related to the project is collected and compiled in the project database, analyzed and disseminated.

C.      Carries out regular verifications and makes any necessary corrections in the activity database

2.3.  Ensures project reporting

A.                Produce activity reports for each activity implemented and carry out regular recording and reporting of activities, field trips in coordination with other HI project team members to understand existing protection concern at project sites.

B.                Coordinate with partners and local stakeholders to provide inputs for the periodical reports to be submit to the Project Manager as required.

C.                Maintain quality project database information system on disaggregation basis (sex, age, disability, beneficiary type, etc) and share to PM when required.

D.               Ensure proper record keeping and documentation and records of day-to-day activities, field trips, best practice, success stories and lessons learned, progress reports and information of the project specifically on DGA and share to concerned bodies when needed and required.

E.                Provide relevant and timely information for data driven decision making and monitoring of project performance to the project team and partners when required and needed with prior consultation and approval of the protection PM.

2.4.  Prepares and steers project evaluation and capitalisation

A.                Take part in planning project evaluations as indicated in the project document.

B.                Facilitate field level testing and adaptation of intersectional AGD tools to improve services provided and coordination among actors in pilot areas in their specific sectors of intervention.

C.                Lead replication of good practices in new places to capitalize on achievements.

3.     Influence

A.          Contributes to HI’s external influence by participating in relevant networks

B.          Communicates on the project to partners, authorities and stakeholders when relevant.

Job Requirements

Position Requirements

 

Parameters Essential Desired
Education –       Bachelor’s Degree in Sociology, Social Work, Counseling, Psychology, Child Development or other related field. –       M.Sc in the fields mentioned in the essential section
Experience –        At least 5 (five) years of experiences in the humanitarian/development sector, working in protection response.

–        Experience in GBV/CP programming

–        Strong experience and knowledge on protection in humanitarian settings to conduct monitoring activities;

–        Strong ability to provide qualitative protection reports and analysis;

–        Good knowledge of data collection, analysis and reporting following humanitarian and protection principles as well as minimum standards;

–       Experience in disability, gender and age mainstreaming.
Competencies (knowledge, capacities required for the post) Other competencies (knowledge, capacities required for the post)

–        Experience in providing capacity development (awareness, training, coaching, etc) on GBV/CP for a large range of audience (local partners, frontline staff, management staff, high level audience etc.)

–        Basic knowledge of concepts, principles and key considerations related to disability inclusion but also gender and age.

–        Conceptual and theoretical understanding of rights based approach and rights of persons with disabilities, rights of children and women, as well as a good theoretical understanding of issues related to vulnerability with a special focus on disability, gender and age as potential factors of exclusion.

–       Knowledge of gender, disability and age related components and how to integrate them systematically in Information Management Mechanisms.

–       Knowledge of protection mainstreaming principles, GBV and CP international guidelines

–        English mandatory (oral and written).

–        Strong communication skills, including verbal and writing skills.

–        Ability to work under high pressure and without constant supervision.

–       High capacity to organize his/her work, and manage priorities.

Knowledge of several local languages an asset.
