KNCV Tuberculosis Foundation (KNCV) is one of the leading international non-profit organizations dedicated to fighting tuberculosis (TB) worldwide. We are an international center of expertise for TB control that stimulates effective, efficient and sustainable tuberculosis control strategies in a national and international context. We are an organization of passionate TB professionals; including medical doctors, researchers, training experts, nurses and epidemiologists.

Over the past century we have built a wealth of knowledge and expertise, initially by successfully driving back TB in the Netherlands, and subsequently by partnering in the fight against TB in over 40 countries worldwide. In addition to TB control, KNCV is active in the field of Antimicrobial resistance (AMR) and COVID-19 prevention and control.

We operate from a central office in The Hague in the Netherlands and additional country offices worldwide). KNCV raises funds from individual, institutional and corporate donors.

Background

Declared a public health emergency and pandemic in March 2021, the COVID-19 has since infected over 184 million people worldwide and caused nearly 4 million deaths so far. Critical gaps remain in various countries in terms of tools to better limit transmission and address treatment and care to avoid mortality due to COVID-19. While vaccinations have been available for over 6 months now, many countries are lagging in their vaccination efforts and access which makes equitable access to other commodities such as quality affordable diagnostics that can identify cases early as well as access to key commodities for care and treatment.

By accelerating access to diagnostic and therapeutic interventions within existing health systems leading to improved uptake of effective COVID-19 test and treatment solutions within health care systems it is anticipated that the public health and economic impact of the COVID-19 pandemic is reduced.

KNCV is currently recruiting a Project Manager for a project focusing on enhancing accelerated access to diagnostics, care and treatment innovation for COVID-19 that will be implemented in up to five countries including Ethiopia.

Purpose of the position and organizational position

The purpose of the position is to represent the anticipated project in Ethiopia and supervise the project team. The Project Manager is responsible for the overall implementation of the project including the development of country operational plans, budgets, implementation, monitoring, and reporting. S/he coordinates and works closely together with the coalition partners of the project, the Department of Health (DOH), National stakeholders involved in COVID-19, project beneficiaries and other stakeholders to successfully implement the project. S/he manages a team of 7 local project staff and functionally report to KNCV Ethiopia Country Representative and technically reports to the Project Management Team at KNCV’s Head global Office in The Hague, The Netherlands.

Duties and responsibilities

  • Provide overall technical leadership and management of the project;
  • Lead the project life cycle including planning, development, and implementation of the activities of the project in line with agreed deliverables, including work plan development, monitoring and reporting,  line management of staff;
  • Support key project human resource activities;
  • Ensure high quality and timely delivery on all contractual and programmatic obligations;
  • Build capacity and supervise the project team to ensure high performance and technical      leadership to enable the project team to build the capacity of local partners;
  • Report on project milestones and progress to the Project Management Team at KNCV Global;
  • Maintain partner relations and coordination among stakeholders (e.g., DOH, COVID-19 partners);
  • Leverage project learnings to define country implementation package and scale-up strategy;
  • Contribute to country-specific implementation strategy in national and regional fora, guideline committees and TB working groups;
  • Oversee relevant national and regional policy developments on COVID-19 and identify strategic opportunities to contribute to policy development;
  • Ensures that project implementation adheres to the appropriate national and global strategies.

Job Requirements

Who are we looking for?

Education

  • MD and or Master’s degree or higher in public health, medicine, nursing, international development, project management or related fields.

Knowledge/Experience

  • Excellent verbal and written skills in English.
  • Minimum five years’ prior experience in providing managerial leadership in designing, implementing, and monitoring/evaluating donor-funded programs focused on public health (e.g., infectious disease, maternal and child health, etc.);
  • Training and experience in the public health and clinical dimensions of COVID-19;
  • Excellent understanding of project planning processes;
  • Experience in developing policies, strategies, (research) projects;
  • Proven experience in and affinity with specific technical areas related to the project, i.e. access to care and treatment innovation COVID-19;
  • Proven familiarity with in-country stakeholders active in the field of COVID-19;
  • Experience in conducting training, capacity building;
  • Proven experience with stakeholder involvement, managing stakeholder relations and strengthening partnerships;
  • Demonstrated experience in cooperating with governments, lobby and advocacy;
  • Experience with donor rules and regulations;
  • Report writing skills, knowledge of M&E cycles;
