Direct Reports: 3 supervisors  (Livelihoods, Protection, Education & Youth)


Start of Contract & Duration: 12 Months

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.


Project Background  


The Danish Refugee Council (DRC) is leading an international consortium to deliver a £21 million programme to protect would-be migrants and refugees from unsafe irregular migration through and from the Amhara and Tigray regions of Ethiopia as well as Djibouti.  The 4-year programme, funded by the Department for International Development, UK (DFID, UK) will address the barriers to reducing unsafe irregular migration from Ethiopia and ultimately reducing unsafe irregular migration through and from Ethiopia, taking into consideration the most vulnerable groups — women, girls and unaccompanied irregular migrants. The programme will coordinate and engage in high level national and regional advocacy with key stakeholders.  The programme is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management.

This appointment is subject to DRC successfully securing funding from DFID, UK.


Overall Purpose of the Role:   


The Project Manager will be the highest-ranking field-based staff who is 100% dedicated to the program, and therefore will be responsible for overall project management and implementation of the DFID Migration Project in Jijiga area.  The Project Manager will supervise three Education and Youth Engagement Officers, one in each camp, and ensure that all activities are comprehensively planned, implemented and adapted based on learning.  The Project Manager will also be responsible for submitting quality reports, reviewing and revising project documents, fulfilling area-level compliance and coordinating with all partners and stakeholders engaged in the project.

The Project Manager will report to the Area Manager and work closely with all partners and stakeholders.


Coordination and Management: 

  • Overall responsibility for the recruitment and daily management of the field-based DFID program team, including ensuring positive and collaborative working relationships in line with DRC’s Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
  • Coordinate the implementation of field-level activities, including: oversee implementation of the programme according to contract objectives, ensuring the programme meets or exceeds agreed targets, annual planning and budgeting processes for the programme with full accountability to the DRC, project partners and to DFID, UK.
  • Identify and effectively manage due diligence and all associated key risks related to the programme in the respective area.
  • Ensure that technical, financial, and operational activities, including reporting, are carried out according to DFID UK’s and DRC’s policies and procedures e.g quarterly and annual reports and submission of deliverables and payment by result (PbR) milestones to DFID UK.
  • Identify and effectively manage all key programme risks in the respective area of implementation, including compliance with DFID UK’s International Aid Transparency Initiative (IATI) and due diligence requirements.
  • Represent the DFID programme publically at the site level, including in coordination fora with other agencies, and for providing the direct link in communications between the respective field office and the Addis Ababa country office.

Programme and Technical Oversight:  


  • Provide technical oversight of all programming in the respective area, ensuring achievement in accordance with targets, on time, within budget, consistent with high impact quality programming and in compliance with core protection principles and best practices, and DRC and donor regulations.
  • Contribute to the strategic direction of the Jijiga component of the DFID programme through active and ongoing participation programme reviews, monitoring and lesson learning exercises.
  • Ensure integration of technical inputs from the consortium’s Technical Coordinator and Advisors in all implementation to ensure  high quality programming.


Support Services:


  • Coordinate with the Area Manager and relevant Support Services functions to support financial and operational management of the program according to DFID and DRC standards for compliance
  • Support the establishment of efficient and effective systems and procedures to monitor Payment by Results requirements and demonstration of Value for Money
  • Assume full responsibility over the programme team, with direct line management over Managers as indicated above.  Manage all team members and support respectful and positive working relationships for quality programme implementation

Job Requirements

Experience and Technical Competencies:  


  • An advanced degree in a related field, such as international relations, migration, human rights, law, or social sciences;
  • A minimum of 5 years’ experience working in international humanitarian and/or development aid, preferably with displaced populations, and with at least 3 years in program management.
  • Technical expertise and experience in migration, protection and/or livelihoods programming
  • Robust analytical and strategic planning skills
  • Demonstrable track record of meeting or exceeding programme targets, whilst maintaining technical quality
  • Highly diplomatic with excellent political awareness and understanding
  • High-level communications and interpersonal skills
  • A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders
  • Fluent in written and spoken English
  • Additional preferred background experience:
  • Experience managing DFID contracts



  • Master’s degree in law, social sciences, international development, or other relevant field.


  • Excellent verbal and written English.
  • Knowledge of Amharic or Somali an added advantage.
