Job Description


POSITION SUMMARY:

Mercy Corps is launching an innovative new program – Delivering Resilient Enterprises and Market Systems (DREAMS) for refugees and host communities in the Somali region of Ethiopia which provides solutions that will achieve increased household income, savings, assets and improved food security and wellbeing. The DREAMS program aims to improve the well-being of 100,000 women, children, and men over the course of the five years. Working with refugees and host communities in the Somali region of Ethiopia the program will integrate two proven models – poverty graduation and Market Systems Development – layering these approaches in a new way that will ensure that the poorest households are able to improve their income and well-being significantly and maintain Mercy Corps will lead the Market Systems component of the program and will be responsible for developing market access pathways to ensure those businesses can be successful and supporting the operating environment for businesses and communities to thrive.

ESSENTIAL JOB FUNCTIONS:

Program Quality, Management & Coordination

  • Drive impact-oriented, results-driven, and context-specific planning and execution of the DREAMs program
  • Ensure all program activities are the highest standard possible and delivered on-time, on-scope and on-budget and adhere to Mercy Corps Program Management Minimum Standards
  • Develop/Implement processes, tools, and methodologies to ensure effective and efficient project implementation and operations
  • Develop understanding and mastery of technical areas associated with the DREAMS program and share/coordinate with key actors including provision of coaching, relationship building, entrepreneurialism/business understanding and innovation.
  • Facilitate and support innovation and application of best practices in all project activities, ensuring review, reflection and incorporation of feedback are a component of all area programming.
  • Ensure mainstreaming of age, gender & diversity during activity implementation to promote safe, dignified, and equitable access to resources and services for all.
  • Team Development & Management
  • Create an environment of excellence, accountability, and collaboration within the team.
  • Lead effective coordination, collaboration, and integration among all technical, program and support units within your designated area office and with head office.
  • Directly supervise the program team to ensure satisfactory completion of tasks and responsibilities at all times and identify training needs, in coordination with the Area Manager.
  • Ensure timely and quality completion of performance reviews.
  • Provide constructive feedback to staff (at all levels) both through informal and formal processes.
  • Representation and Communication
  • Ensure effective and timely monitoring, documenting, and reporting on all program and support
  • Develop strong relationships with key stakeholders and ensure timely and clear communication with partners (VSLAs, SACCOs, MFIs, inputs suppliers, Crop & fodder producers, traders, employer, , renewable energy etc); governance frameworks (formal and informal); and all support markets and functions
  • Delver activities as per the policies and practices of Mercy Corps, donor, and the government
  • Adhere to Mercy Corps, donor and government policies and procedures
  • Represent Mercy Corps professionally at all times in her/his designated area with in MC

Accountability to Beneficiaries

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Job Requirements

KNOWLEDGE AND EXPERIENCE:

  • Excellent communicator in English with demonstrated excellent report writing and speaking skills, knowledge of local languages very advantageous
  • Demonstrated critical thinking, problem solving and relationship management skills
  • 5 years’ experience managing teams, strategic planning and implementing programs
  • BA/BSc in relevant field, or equivalent experience
  • Strong organizational and managerial skills
  • Experience or working in the Somali region with strong contextual knowledge of local cultures and ways of working.
  • Ability and experience (a plus) working in refugee and host communities in Dollo Ado,
  • Experience effectively initiating and maintaining productive relationships with private, public, civil-society and research sector partners
  • Excellent computer skills, including all Microsoft applications (Word, Excel, Outlook & Power point)
