Job Description


ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the Project Assistant Position in Somali Region, Ethiopia.

Location: Afder, Doolo, Korahe, Liban and Daawa Zone

Position Profile:

The Project Assistant will be responsible for organizing and targeting vulnerable households and facilitating and ensuring transparency and accountability of community representation. He/She will also be responsible for the overall implementation of food distributions and the reception of food commodities in the assigned Woreda.

Duties and Responsibilities Include:

Project implementation

  • Liaise with Woreda Officials, Partners, Community Leaders, and other stakeholders for smooth food distribution to beneficiaries.
  • Provide day-to-day supervision and support of the General Food Distribution implementation.
  • Target, register, and categorize households according to their level of vulnerability and ensure that food assistance is targeted to households based on their vulnerability.
  • Conduct community-based preliminary targeting and registration of beneficiaries.
  • Establish a food management committee and ensure fair representatives for the communities.
  • Establish a community targeting/registration committee based on the Woreda context and establish primary and secondary selection criteria.
  • Assist with the effective functioning of the feedback mechanism with the MEAL unit.
  • Ensure all the processes are duly recorded and publicly announced to all households within the community.
  • Coordinate with community leaders to hire manual labor for off-loading trucks and/or prepare rations at the distribution site.
  • Support the data quality assurance in overseeing the beneficiary’s registration database, ensuring that each registration record is comprehensive through the development of cross-checking mechanisms.
  • Support the collection of field-level data and reports and ensure the submission of timely reports and invoices.
  • Coordinate the reception of commodities and monthly physical inventory.
  • Coordinate with the Safety and Security Department on security to provide any pertinent security information on a regular basis.
  • Oversee the reception of food commodities, accounting for the number of units received against the dispatch waybill.
  • Ensure the commodity tracking paperwork is being completed by the General Food
  • Distribution Assistants, including stack cards, and warehouse ledgers.
  • Travel to the field regularly to directly oversee program implementation.
  • Perform any other duties as assigned.

Job Requirements

Qualifications/Skills Required:

  • Minimum 2 years of experience working in humanitarian food programs/distribution.
  • Bachelor’s Degree in Logistics, Supply Chain Management, Disaster Risk Management, or equivalent in a related field
  • Able to manage a high workload and meet tight deadlines.
  • Good numerical, report writing, and administration skills; committed to consultative and servant-minded leadership; able to set clear objectives for staff and delegate; able to enforce procedures.
  • Good understanding of SPHERE and other international standards.
  • Knowledge and understanding of humanitarian standards.
  • Ability to train, mobilize, and manage national staff.
  • Flexibility and ability to multi-task under pressure
  • Proven ability to work creatively and independently both in the field and in the office.
  • Good interpersonal skills, commitment, and motivation
  • Fluency in Somali and English, both written and verbal.
