Job Description


The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose of the Role: 

Information Hub Team Lead will be responsible for the project implementation of DRC’s Information Hub services in Addis Ababa. The IH Team Lead will supervise Officers, Assistants and Info Hub-based outreach workers, as well as collaborate with other programme staff, to ensure EMP activities in the Info Hubs are delivered according to EMP plans and policies. The IH Team Lead will play a key role in coordinating with both EMP’s Information and Communications (IC) component and Resilience and Integration (RI) component, to ensure operational concerns and considerations from the field are effectively fed back and mainstreamed into future activities. Furthermore, the IH Team Lead will be responsible for management of Information Hub facilities, ensuring efficient operations and procedures

Reporting To: Programme Operations Manager

RESPONSIBILITIES

A – Programme field implementation and operations

1 – Information and Communications (IC):

  • Oversee field implementation of EMP IC activities, including information sessions and dissemination of IEC materials.
  • Support the establishment and/or maintenance of Info Hub dissemination channels.
  • Organise monthly information sessions at the Info Hubs, per the specifications provided by the IC team.
  • Oversee the distribution of printed materials, such as leaflets and service directories, in Info Hub catchment areas.
  • Manage referral processes to service providers through the Info Hub helpdesk function.
  • Lead facility management for each physical Info Hub location, ensuring Info Hubs are properly maintained, equipped and staffed to support activities.

2 – Resilience and Integration (RI):

  • Oversee field implementation of EMP RI activities, including peer-to-peer mentorship, community cohesion initiatives, and integration activities
  • Lead the recruitment and registration of mentors and mentees for peer-to-peer mentorship per EMP beneficiary guidelines.
  • Ensure equipment, stipends and other support are provided in a timely fashion to support each cycle of peer-to-peer mentorship.
  • Manage implementation of community cohesion initiatives and integration activities as directed by the RI team.

B – Team coordination and support

  • Develop and maintain cordial working relationships with key stakeholders, including community members and representatives, local government authorities, ARRA, UN agencies, and other stakeholders, as necessary and directed by the Programme Operations Management and other EMP Programme Management Unit (PMU) staff
  • Ensure that procurement procedures are adequately met, procurement plans/requests are submitted, and procurement processes are followed up on.
  • Supervise the IH field team, including casual and/or incentive workers at the Info Hubs, to ensure overall compliance and efficiency.
  • Contribute to development of Activity Based Budgets (ABBs), especially to forecast costs and update on completed activities.
  • Maintain and update lease agreements and coordinate the renewal of leases for Info Hub premises.
  • Maintain accurate and comprehensive files of activities, outputs, materials, and other relevant documentation.
  • Attend regular coordination meetings in the EMP office, as directed by the Programme Operations Manager, to ensure clear communication with relevant EMP component teams, M&E staff and senior management.
  • Any other duty as assigned by supervisor

REQUIREMENTS

Experience and Technical Competencies: (include years of experience)

  • Minimum of 3 years’ experience, preferably in humanitarian and/or development programmes working for an international organisation or UN agency.
  • Experience working with mixed migrants, refugees, asylum seekers, and/or internally displaced persons using community mobilisation and participatory approaches.
  • Strong planning, organisation and problem-solving skills with ability to work both independently and within a team in a demanding work environment.
  • Excellent oral and written communication skills.
  • Good computer skills (MS Excel, Word, PowerPoint and Outlook).

Education (include certificates, licenses etc.):

  • Higher education degree in development studies, social work and social sciences or other relevant field from a recognised institution

Languages: (indicate fluency level)

  • Excellent verbal and written proficiency in English.
  • Good knowledge in local language (Tigrigna) is optional
