Job Description


Overview of Role

  • Support the implementation of Ireland’s foreign policy and development strategies, including The Global Island: Ireland’s Foreign Policy for a Changing World; Ireland’s international development policy A Better World and Global Ireland: Ireland’s Strategy for Africa to 2025 in the region, and the Embassy’s annual Business Plan.
  • Work with the Multilateral Team to implement the Embassy’s Multilateral and Regional Affairs Programme.
  • Support the implementation and grant oversight of funding provided to support the work of partners, including regular liaison with implementing organisations, reviewing budgets and work plans, monitoring, reporting and communications.
  • Provide high quality technical and policy analysis, grant and partner management, technical assessments and briefings, and programmatic recommendations to senior management in support of our annual Business Plan and Mission Strategy.
  • Work across and with the Embassy team to ensure a coherent and joined up approach to our annual business plan and overall strategy.
  • Other duties as detailed in the job description and as required.

Job Requirement

All candidates must have the following:

  • A university degree in, international relations, social sciences and/or related field;
  • A minimum of three years relevant experience as a programme officer (or similar) at a national or international level;
  • At least three years of experience in programme cycle and grant management including financial analysis and budget management;
  • The successful candidate must have a legal entitlement to live and work in Ethiopia prior to recruitment.

All candidates must demonstrate the following:

  • A well-established track record of good performance working on regional and multilateral affairs.
  • Excellent communication, writing and reporting skills including fluent written and verbal English. Applicants may be contacted in advance to establish language proficiency and a short written language test may be required;
  • Demonstrable experience engaging in programme/project design, monitoring/evaluation/learning and strategic planning;
  • Work based examples of providing excellent interpersonal & communications skills, being persuasive, working in a team but also dealing effectively with people in external organisations;
  • A proven capacity for delivering timely results and taking responsibility for quality outcomes;
  • Proficiency with MS Office Suite including Word, Excel, Outlook and Powerpoint

Desirable

  • Good working knowledge of the African Union and/or African Regional economic communities and regional mechanisms (such as the IGAD and AfCFTA) and/or UN agencies (such as the UNOAU, UNECA and UNWOMEN).
  • Particular additional expertise in any of the following areas:
  • Peace and security; peacekeeping and peace building
  • Women, peace and security; gender equality; women’s political empowerment
  • Regional economic integration
  • Environment, climate change, and the green and blue economies
  • Public financial management
  • Results based monitoring
  • Written and spoken French;
  • Additional IT applications would be beneficial (e.g. working with datasets).

Terms and conditions of employment:

The successful candidates will be hired on a fixed term contract, initially for a period of three years, subject to a probation period of 60 working days. The remuneration will be on basic pay of Grade Two of the Embassy of Ireland, Ethiopia salary grade scale, with starting annual gross salary of €20,364.72, paid locally on a monthly basis. Salaries are paid direct to a bank account therefore the successful candidate must have a bank account.

The positions will have an annual leave allowance of 20 days per annum, exclusive of public holidays, adjusted pro rata.
